Gazprom management adheres to the position of freezing dividend payments in the face of growing investment. The company has already switched from payments based on the dividend policy (based on the financial result) to dividend guarantees (that is, the promised amount actually does not depend on what will be in the reporting, especially since the profit there, as was said this year, is mainly "paper").
The government is trying to force state-owned companies to pay dividends out of the norm of 50% of net profit according to IFRS, but each state holding finds arguments for an individual decision regarding itself. The Ministry of Finance budgeted for 2018 Gazprom's dividends for 2017 at 14.32 rubles per share, for 2018 (2019 income) - 15.62 rubles per share. Gazprom draws up its budget and investment program based on rather conservative estimates of the macro forecast of the Ministry of Economic Development. This gives reason to believe that the share of external loans in the 2019 budget will jump even higher.

The supply forecast for the year announced by Miller implies exports in December approximately at the level of last year’s result.
“We expect that in 2017 Gazprom will produce 470 billion cubic meters of gas. This is more than 50 billion more than in 2016. The growth is more than 13 percent. At the same time, at the end of the year, Gazprom’s production capacity will amount to more than 550 billion cubic meters of gas. In 2017, Gazprom will supply 5 billion cubic meters more to consumers in the domestic market. These are consumers in such industries as electric power, metallurgy, agricultural chemistry, and the cement industry,” Miller said.
“As for exports, if the trend that we have observed over the past 11 months continues, and we supplied 13.5 billion cubic meters of gas for export compared to the same period in 2016, then Gazprom will set an absolute record for supplies at the end of 2017 gas exported over its entire history - 192 billion cubic meters of gas,” added the head of Gazprom.
