The “housing” fate of doctors and teachers is decided by regional authorities (ministries of education and ministries of health of constituent entities of the Russian Federation). The essence of supporting all young specialists is this. State authorities - relevant ministries - provide a subsidy to the young specialist, which he spends on the purchase of housing. If the amount is enough, then you can simply buy a living space; if the amount is not enough, take out a mortgage and use a subsidy to repay part of the loan or pay a down payment. Receipt of a subsidy is certified by a special document - a housing certificate (in the regions the document may be called differently, for example, “certificate of entitlement to receive a subsidy”). The certificate contains the name of the owner and the amount of the subsidy. It is valid for a limited time (for example, for scientists - 2 months, for the military - six months), during which you need to purchase housing. An important point: the young specialist receives only a certificate, but not money. They are located in the current account of the government agency. When purchasing housing, the authority will transfer money from its account to the account of the seller or to the bank where the mortgage was issued.

You need to understand that the state helps for a reason. In return, the young specialist will have to work in a budget organization for a long time - at least for the duration of the mortgage. In some cases, a fixed duration of subsequent work is provided (in the Moscow region "SI" doctors, teachers and scientists work for another 10 years after receiving the subsidy). Early dismissal will have unpleasant consequences:

Young specialist: concept, conditions of state support

- willingness to work in your organization for a long time (at least the entire loan term);
- citizenship of the Russian Federation.
A person in need of housing is a person who meets one of the criteria specified in Art. 51 Housing Code of the Russian Federation:
- the area of the premises in which the young specialist lives does not meet the standards (recognized as unsafe);
- the young specialist does not rent housing under a social contract. hiring;
- rents housing under a social tenancy agreement, but the area of such housing is less than the norm;
- a young specialist rents housing under a social tenancy agreement, while one of his family members suffers from a chronic illness, which makes living with this family member dangerous, and the young specialist has no other housing.

Scientists

The requirements for young scientists are as follows:
- maximum age is 35 years for candidates of science and 40 years for doctors of science;
- works as a research assistant;
- 5 years of work experience;
- needs living space.

Teachers and doctors

“SI” puts forward the following requirements for teachers near Moscow:

Requirements for doctors:
- age up to 45 years (women) and up to 50 years (men);
- experience from 3 years;
- availability of the first or highest category or academic degree for doctors with specialization: surgeon, cardiologist, ENT, oncologist and others;
- For pediatricians, primary care physicians and emergency physicians, categories and academic degrees are not required.
Military personnel
A young military personnel is considered a citizen of the Russian Federation who:
- concluded the first contract with the Armed Forces;
- participates in the Savings and Mortgage System (hereinafter referred to as the NIMS);
- served 6 years (3 years before NIPS + 3 years after NIPS);
- does not have his own living space.
In this case, age and specialization do not matter.
NIPS is a special register in which a contract soldier is automatically enrolled after the first three years of service. When a military man joins the NIPS, an account is opened in his name, where the Ministry of Defense credits a certain amount once a year, the same for each NIPS participant. Once in the NIPS, the military man serves for another 3 years. And only after this he has the right to purchase his own home.
Which bank to get a mortgage from?
Not all Russian credit organizations issue mortgages to young professionals. For each state program, authorities select only a few banks.
Scientists
Three banks participate in the federal program to help young scientists buy housing:
- Sberbank;
- Gazprombank;
- Genbank (works only in Crimea).
Banks do not have a special “Young Scientist” mortgage. The young researcher will apply for a regular mortgage on the general terms offered by the bank, but using a subsidy from the ministry.
Mortgage conditions at Sberbank:
- minimum interest rate - 8.5% for new buildings and 10.2% for finished housing;
