August 2002 is the starting point for the beginning of the functioning of the MTPL market: it was during this period that RSA (stands for the Russian Union of Auto Insurers) was created, which is a link between the state, vehicle owners (hereinafter referred to as vehicles) and insurance companies.
The main tasks of this organization are the formation and control of compliance with the rules of interaction between participants in the MTPL market. It is curious that the word OSAGO itself came from colloquial practice: in fact, liability cannot be called civil liability, but the beautiful-sounding abbreviation eventually began to be used officially. In the same year, the official website of the organization appeared: http://www.autoins.ru.
The creation of this structure was necessary in connection with the adoption of the law on compulsory motor liability insurance, which came into force a year later, in July 2003. Initially, the organization included 48 insurers, but this figure changes periodically: current information can be found on the corresponding page of the RSA website http://autoins.ru/ru/about_rsa/members/reestr_html.wbp.
Meanwhile, special attention has been focused on the RSA website since 2017. This is due to an innovation in the field of online sales: all insurers that have the right to work in the field of compulsory motor liability insurance were required to create and post calculators on their official websites. Thanks to them, compulsory insurance can be purchased while sitting at home at the computer. This idea was implemented through the “Unified Agent” and “E-Garant” systems, and RSA committed to guarantee the sale of electronic compulsory motor liability insurance to any client from any insurer.
What is E-Garant?
It arose in connection with insurers’ refusals to accept the liability of individual car owners for insurance, including citing technical problems on the website. In such cases, RSA has made it mandatory to automatically redirect clients to the website of the replacement insurer so that the car owner does not depend on the technical problems of his main company.
This system has significantly simplified the process of online purchase of compulsory motor insurance. “E-Garant” is implemented according to the following scheme:
- The car owner goes to the website of any insurer engaged in the sale of compulsory motor liability insurance, or to a specialized aggregator website, where you can compare the conditions of all insurers.
- Then everything necessary to calculate the policy price is indicated.
- Next on the web page the cost of insurance is automatically calculated. If there are no problems on the site, then the policy can be purchased immediately; If there are any technical problems, a link appears: when you click on it, you will be taken to the E-Garant system.
- This system is located on the official website of RSA. You must enter the vehicle passport number, as well as the region of its operation. After this, the system itself appoints a replacement insurer, who is obliged to sell the MTPL policy.
- Following this assignment, a button appears, after clicking on which you will be taken to the official website of this insurer.

The main (and perhaps the only) indicator when calculating the price of an MTPL policy is the so-called, which is briefly referred to as KBM. It is individual for each vehicle owner and reflects the degree of accident risk of his driving. Depending on their history, drivers are assigned penalty points for short driving experience and frequent accidents; on the contrary, careful drivers are given a discount in the form of a reduction factor. In addition, you can also find out your current coefficient values there. The procedure is as follows:
- You need to go to the appropriate section on the official RSA website: http://autoins.ru/ru/osago/polis/agree_KBM.wbp.
- Fill in the fields marked with an asterisk.
- Wait until the information is verified in the unified RSA database. If everything is done correctly, the current KBM value will be displayed on the screen.
However, do not forget that the cost of the policy depends not only on your driving history. For example, for different regions the increasing coefficient will be different: in Moscow there are many more vehicles registered than in Lipetsk, therefore the probability of an accident and, accordingly, the increasing coefficient in the capital will be higher. In addition, insurance companies have a small price band within which they can set the cost of policies; However, given the unprofitability of this type of business, you should not count on special incentives within this corridor.
Is the policy genuine?
Despite the obvious convenience and time savings that electronic MTPL provides clients with, it also has disadvantages. Thus, e-OSAGO has not avoided the problem of counterfeit policies. On the one hand, the official websites of insurance companies guarantee complete transparency of the policy purchasing process. On the other hand, there are many offers on the Internet and on third-party sites, where prices are often lower than those offered by insurers, but there are no guarantees of the authenticity of the policy. In this regard, it is necessary to remember that compulsory motor liability insurance is a compulsory type of insurance, therefore, firstly, only certain companies can deal with it, and secondly, its tariffs are in a very narrow range. Accordingly, it is always better to buy e-OSAGO on official websites, and the current list of companies working with motor vehicle insurance is always available in RSA.
At the same time, there are aggregator sites where you can compare the conditions of insurance companies. They are partners of insurers, therefore, when choosing the optimal option, the purchase of a policy is still carried out through the official website of the selected insurer.
After purchasing a policy, you need to check whether it is a fake and whether it will be recognized by insurers in the event of an accident. For this purpose, you will again need the official RSA website: it allows you to obtain information on any combination of available data.

- After clicking the “Search” button, information on this policy is displayed. If an error occurs, a corresponding message is displayed with its description.

- Similarly, enter your insurance information.
- Select the date at which you want to download the data.

- Enter the vehicle registration plate, and also fill out the remaining fields if we are not talking about a car.
- After clicking the “Search” button, the system will display the result of the check: whether this vehicle is included in the MTPL policy or not.
How much do spare parts cost?
Associations of insurers are organizations that conduct their activities in accordance with the adopted and approved charter, provided that not a single paragraph of this document contradicts the current legislation of the Russian Federation.
In fact, these are the same non-profit entities that perform a number of social tasks such as, for their members, interaction with the authorities of Russia and other countries, and the creation of two-way communication with the public.
Some companies form pools. At its core, this is a non-profit association with a common fund, which is spent on the basis of a concluded agreement: when an insured event occurs under the contract of one of the pool members, a system of joint liability operates.
The main goals of such a union of insurers are as follows:
- guaranteeing insurance payments under contracts,
- financial stability,
- ensuring any risks.
A pool is a convenient form of consolidation between companies, providing them with competitive advantages. In order for a signed agreement to have legal force, it must be registered.
The pool gives small companies the opportunity to insure large monetary risks. In this case, it is not necessary to form a legal entity; it is enough to conclude a partnership agreement.
All-Russian Union of Insurers
VSK was founded in the early 90s. At the moment, its members are more than 190 successful companies.
This association has been protecting the rights of its members and carrying out coordination activities for 20 years. The main governing body is the presidium, which is elected for a period of 2 years at the general congress. ARIA members are the largest insurance companies, providing 70% of national insurance premiums.
Despite its outstanding achievements, the formation of the union was extremely difficult. The year 1996 turned out to be particularly difficult, when there were two associations operating on the Russian insurance market. There was an unspoken struggle between the two organizations for each company.
It was in 1996 that the confrontation reached its climax. The number of registered companies was approximately the same. Then the leadership of both organizations makes an unprecedented decision on a general congress, at which, in turn, the associations decide to merge.
BUS relations with international organizations
As the years passed, the union effectively protected the interests of all members, both in the domestic and foreign markets.
The Union sets itself the task of solving specific problems of each company that is a full member of the organization, and solving global problems to improve the current situation in the insurance market. The organization's work is carried out on a micro- and macro-scale.
At the moment, the association works with the following inter-row organizations:
- Insurance Europe,
- Association of British Insurers,
- World Federation of Insurance Associations,
- International Association of Insurance Supervisors.
This list is far from complete and is constantly updated. Naturally, based on deep economic ties with the CIS countries, strong contacts have been established with insurance associations of Belarus, Kazakhstan and Ukraine.
The main document, which is considered the support of the ARIA, is the charter. It contains the main provisions, ranging from the inclusion of new members to their exclusion from.
The charter was approved on March 15, 1994. Perhaps, this date can be considered the beginning of the ARIA as an official organization with social and political weight.
Nevertheless, the association existed before this, but without legal status. The statute clearly divided the rights and responsibilities of each member of the organization. This made it possible for the BCC to register and receive an official certificate on May 20.
The Union has more than once taken part as an intermediary between the state and the insurance company. His work was especially effective in resolving conflicts and... The activities of the BCC, aimed at working with the public, cannot be ignored.

BCC is the largest professional association of insurers on the Russian market. Moreover, his role in society is only growing every year.
Gradually, the practice of consulting the legislative branch of government with leading experts is becoming part of life. This trend is dictated by the high level of professionalism of specialists delegated from the organization.
The BCC is also engaged in informing all members of the union about the current state of affairs on the market. Particular attention is paid to forecasting development trends, as well as structural changes. This helps companies develop the right market strategy even in times of crisis.
Russian Union of Motor Insurers
There are also specialized associations in the insurance services market. The most obvious example is the Russian Union of Motor Insurers.
Companies from this association provide mandatory liability insurance for vehicle owners. The organization was founded on August 8, 2002.
RSA operates in three areas:
- establishing mutually beneficial relationships between all participants in the auto insurance market;
- protection of the rights of policyholders from unlawful actions;
- in accordance with current legislation.
Ninety percent of auto insurance market players are members of the RCA. These are 103 companies engaged in compulsory motor liability insurance. This popularity is explained by a number of preferences that RCA members receive.
For example, representatives of the association undertake to defend the interests of official members of the union in local governments. RSA's responsibilities also include defending insurers in court.
The reserve fund deserves special attention, which allows compensation payments to be made even if the insurer’s license is revoked. Thanks to this, the reliability of each company in the eyes of society as a whole and each car owner individually increases significantly.
The fund is formed from deductions from insurance premiums. The standard rate is 3%.
Association of Life Insurers
The Association of Life Insurers is the youngest on this list. The organization was officially registered on November 24, 2010.
However, the responsibilities of the Russian association of life insurers differ significantly from the functions of the associations described above. This is due to the fact that until 2005 the market was full of so-called gray schemes, which were aimed at reducing taxation of enterprises through the wage fund.
After the adoption of appropriate legislative amendments, this practice was completely eradicated. But the image of all insurance companies was dealt a serious blow. Therefore, one of the main tasks of the insurers association is to increase confidence in the services of modern companies.
The competence of the association includes regulating the industry, developing the legislative framework, and improving the insurance culture of Russians. This is a whole set of actions aimed at improving quality.

Every year the HOA publishes an annual industry report. This document includes current market performance and future forecasts. The HOA committee also formed a development strategy for the next ten years.
Unfortunately, at the moment, despite the rapid growth of the market, only 18 companies are members of the HOA. The association closely cooperates with the Supreme Council and the Ministry of Finance of the Russian Federation.
The organization is managed by the president and presidium. They are elected once a year at a general meeting of the association's members. At the moment, the president is Alexander Zaretsky.

The Russian Union of Auto Insurers (RUA) has been operating for more than 10 years. Its main goal is to streamline the relationships between participants in the auto insurance process. This union is entrusted with the functions of improving the process of the insurance mechanism and protecting clients of insurance companies. What is RSA?
The Russian Union of Auto Insurers is a non-profit organization created in 2002. This is the first organization in the history of Russia that united all MTPL participants on the principle of compulsory membership of all insurance companies.
Purpose of RSA– creation and implementation of rules to streamline the insurance process within the framework of compulsory motor liability insurance. Today this union includes:
- current members - more than 115 insurance companies;
- observers - more than 10 insurance companies.
RSA works on the basis of the law “On Compulsory Motor Liability Insurance”, thereby taking upon itself the burden of compensation for damage to the injured party as a result of an accident. This may happen in the following cases:
- the insurer that insured the injured person went bankrupt or had its license revoked;
- the guilty party fled the scene and there is no way to find her;
- the guilty party was not insured.
SAR functions
The professional association of insurers in the insurance market performs a number of important functions:
- streamlines the process of interactions between members of the union;
- develops and implements insurance rules mandatory for all members, and subsequently assumes the functions of monitoring their implementation;
- carries out representative functions in government bodies;
- provides compensation payments to victims of road accidents.
In RSA, the most important thing is the reserve fund, from which compensation payments are made. This fund is formed from contributions from RSA members and amounts to at least 3% of collected insurance premiums.
PCA is beneficial for all participants in the insurance process:
- To insurance companies:
- protection and assistance in the insurance process under compulsory motor liability insurance;
- supply of MTPL policy forms;
- assuming responsibility to the company's clients in the event of bankruptcy.
- For car owners:
- in some cases, when payment under standard compulsory motor liability insurance is not possible, compensation for damage caused in an accident;
- protection from unscrupulous insurance companies. For example, when imposing additional products, there is an unreasonable refusal to issue an MTPL policy.
RSA database
The consolidated database of insurers was developed and put into operation in 2013. It stores all current contracts concluded under MTPL.
The RSA database for OSAGO stores data on BMC (bonus-malus coefficients). It is this indicator that can largely influence the final cost of the MTPL policy. It depends on the driving experience and the number of emergency situations in which the car owner has been.
If a car owner does not change insurance company from year to year, then this coefficient is stored by insurers in their databases. But if a compulsory motor liability insurance policy is concluded with another insurance company, the insurers will take the data on the KMB from the RSA database. To ensure that the data in this database is always up to date, insurers are responsible for the timely transfer of data for each insured client:
- increase the coefficient if the car owner has been in an accident;
- lower the coefficient if the car owner drove without accidents.
But you should not rely on the technical side of solving this issue. This database may contain errors of both a human and technical nature, which can turn the situation not in favor of the car owner. Therefore, always keep documents confirming accident-free driving on the roads.
The influence of RSA data on the cost of compulsory motor liability insurance
The data contained in the RCA databases directly affects the final cost of the policy. All the main factors are included here, depending on which the final price of the policy is formed.
- owner of the car (individual or legal entity);
- type of vehicle (car, truck or trailer);
- engine power in horsepower;
- contract term (standard for a year);
- the period during which the car is used;
- driver class;
- region of registration;
- number of persons admitted to management.

A discount on compulsory motor liability insurance based on the RSA database can only be obtained as part of the KMB bonus. That is, for accident-free driving over the past year. The maximum discount on an MTPL policy can reach 50%. A tempting option for those who follow traffic rules and do not want to overpay for a compulsory motor liability insurance policy.

Insurance companies are current members and observers of the RSA
Currently, 70 companies are members of the RCA. Among them are such well-known companies as AlfaStrakhovanie, Ingosstrakh and Rosgosstrakh.
9 insurance agencies are members of the RSA as observers. Below is a list of these associations:

With the exception of the Granta companies registered in Kazan, KSA-Kluver from Crimea and the Insurance Investments company from Ufa, all other RSA observers are registered in Moscow or the Moscow region.
Currently, the RSA register lists 19 insurance companies whose licenses have been terminated.
In the case of the Gamma company, we are talking about the organization’s voluntary withdrawal from the union. In other cases, companies were reorganized and merged with larger organizations.
As of July 2019, the Moscow company Diamant and the auto insurer Strakhovaya Opora from the city of Ryazan had their licenses for insurance activities frozen. The license of the Moscow insurer BIN-Strakhovanie is currently limited.

The RSA representative office for the Republic of Crimea and the city of Sevastopol is classified as a separate division of the union and is located in the capital of this subject of the federation - the city of Simferopol.
The work schedule for all RSA representative offices is common. From Monday to Thursday, offices are open from 09:00 to 18:00, and on Friday from 09:00 to 16:45 with a lunch break from 13:00 to 13:45 on each working day.

Checking the policy against the database
On the RSA website you can check any insurance policy against a common database. To do this, the car owner must complete the following steps:
- While on the main page of the old version of the autoins.ru website, which opens by default, follow the link “Check the MTPL policy”, which is located in the center of the page;
- Next, you need to select the first of the proposed links and follow it;
- After this, a window for entering the policy number and its series will open. After entering this information and clicking on the “I am not a robot” button, the test results will appear on the monitor.
It should be noted that instead of the first step, you can go to the desired page by using the “MTPL” tab from the top menu and selecting, after loading the new page, the “Information for policyholders and victims” option from the list that appears on the left side of the page.
Calculation of the cost of compulsory motor liability insurance
To calculate the cost of car insurance, the driver must provide all information about his vehicle, driving experience and region of residence. After specifying all the necessary data, the system calculates the cost of insurance taking into account coefficients depending on the above parameters.
Is it possible to purchase OSAGO through RSA?
Despite the availability of complete information about compulsory motor liability insurance, its cost and its registration, it is impossible to buy such an insurance policy on the RSA website. To purchase insurance, you need to contact any company that is a member of the RCA.

All-Russian Union of Insurers (VUS)- a non-profit public organization (union) uniting professional participants in the insurance market at the federal level. The main task of the union is to coordinate the activities of its members, represent and protect their common interests in relations with Russian and foreign organizations and authorities.
Story
The need to unite Russian insurers arose in the early 1990s due to the emergence of a large number of independent insurance companies and the need to regulate intra-corporate relations. In addition, the issues of forming a positive attitude towards insurance in society and defending the interests of insurers in government structures, and the participation of the insurance community in the formation of insurance legislation have become obvious.
In the early 1990s, two trade unions of insurers operated in parallel in Russia. Later, by the beginning of 1996, the unions merged into a single All-Russian Union of Insurers (VSU). Vladimir Petrovich Kruglyak was elected the first president of the union.
Currently, 170 Russian insurance companies, which provide 70% of the total national insurance premium, are active and associated members of the All-Russian Union of Insurers, regional insurance associations, and participants in the insurance market infrastructure.
VSS controls
The highest body is the Congress of Union Members (meets once every two years). The main function of the Congress is to ensure that the Union adheres to the goals for which the Union was created.
The Congress of Union Members elects the Presidium of the Union for a period of two years. This collegial body is a permanent body for managing the activities of the Union in the period between congresses. The Congress also elects the President of the Union for a term of two years. In 2009, Andrei Kigim was elected President of the Supreme Soviet. The Executive Directorate of the Union is the executive body of the Union.
