Where is the best place to register?
Having analyzed the conditions that banks offer Russian consumers, we can conclude that The most favorable terms for lending for construction are offered by Rosselkhozbank and Alfa-Bank. They offer the lowest loan rates (about 10% per annum) and do not force borrowers to make a large down payment.

More recently, we were faced with the question of taking out a loan for a large amount of money (namely for real estate financing). Having studied the offerings of banks in our country, we decided to choose Belagroprombank for the following reasons:

The interest rate for using a loan is variable and changes on the day the refinancing rate of the National Bank of the Republic of Belarus changes.
Now, probably, in all banks it’s like this.. That is.. “bang” - and now the interest on the loan will be 30%, and not as I took - 12-15%...

- The interest rate in the first 2 years is 11%, and starting from the 3rd – 14% per annum.
- You can start repaying the loan 6 months after taking it out (there is a possibility of deferment).
- The funds are not issued to the client, but are immediately transferred to the person selling the property.
- The loan is repaid by making annuity payments.
At Belagroprombank, loans for the purchase of housing are issued only if there is collateral. You will need guarantors (at least 2 people) and collateral.
The purchased property serves as collateral.
As in the previous case, the loan currency is Belarusian rubles. You can borrow at least 1000 rubles. Unlike the loan program described above, there is a maximum loan size. You can apply for a loan in an amount of up to 150 thousand rubles, but 10% of the transaction value must be paid by the client himself.
It should also be noted that:
- This program provides a reduced interest rate. During the first 2 years you will have to pay no more than 5.5% per annum, then - 8.5%.
- Funds are issued for 20 years.
- You can receive a loan under this program only until December 28 of the current year.
- The borrower needs to attract 2 guarantors. The purchased housing will be secured.
- To participate in the program, you must submit documents indicating that the family is indeed registered with the state.
The number of such loans is limited. Limits are set for each bank. Therefore, before submitting an application, you need to find out from the department of the institution whether there is still an opportunity to apply for a loan.
With the help of subsidies
Citizens who have subsidies for housing construction can receive a special loan from Belagroprombank. The period during which the funds must be repaid is 20 years. The maximum loan amount depends on the information provided on the grant statement. The interest rate corresponds to a loan for the purchase of finished real estate.
To receive a loan, you must provide an extract from the decision of the executive and administrative body in the region where the house was built. You also need to attract guarantors (at least 2 people).
It is possible to defer loan repayment, but not more than 18 months.
Loan for the construction of residential premises
If necessary, the borrower may request a deferment of payments. The maximum period is 18 months. At least 2 guarantors are required. The mortgaged property serves as collateral. Until it is provided, the borrower's apartment will be considered collateral. When assessing solvency (the amount that the bank will be willing to provide to the client depends on this), not only the personal income of the borrower is taken into account, but also the earnings of his spouse and close relatives.
Funds can be provided in a one-time transfer or in multiple payments. The same requirements are imposed on persons acting as guarantors as on the borrower himself.
The last rule applies to all loan programs related to the provision of money for the purchase or construction of real estate.

The contract is drawn up for a period of up to 20 years.

- Guarantee of at least two individuals and registration of purchased property as collateral.
Provision of real estate as collateral until the mortgage agreement is concluded, and after the purchased one.

- The guarantee under the contract can be:
- penalty and mortgage;
attracting at least two individuals as guarantors and collateral in the form of an object being built using loan funds.
The application will be reviewed within 4 days. Additionally, the client can count on a deferment in the payment of the principal debt for a period of up to 1.5 years; interest on the loan will need to be paid into the account monthly.
Purchase of house kits made in Belarus As part of the program, the bank issues from 100 bel. rubles, the maximum amount depends only on the solvency of the borrower.. The variable rate will be 15% (SR+4%) for the first year and 16% (SR+5%) for subsequent years. Loan term – up to 7 years.

Money is provided for the construction of a residential building or apartment. The interest rate will be 16%, but is variable (CP+5%) and changes on the day the refinancing rate fluctuates.

- A purchase and sale agreement for real estate, drawn up in accordance with the legislation of the Republic of Belarus. It is necessary to indicate the terms of payment and terms.

During the construction of an individual residential property
If the construction of an individual residential building is carried out by contract:
- Certificate or certificate of state registration of ownership of a land plot. If the documents were issued before May 2, 2006, then additionally an act for it, as well as a certificate granting the right of temporary use.
- When purchasing property with unfinished construction - a purchase and sale agreement drawn up in accordance with the legislative provisions of the Republic of Belarus.
- A certificate of the estimated and residual cost of construction work, the percentage of completion of construction and information about the facility being built. The document must be drawn up by the department of architecture and urban planning of the local government.
- Permission from the state construction supervision authority to carry out work if the facility under construction (with utilities) contains more than two floors.
