Providing military personnel with their own housing is the main task that the state has set for itself. Tens of years earlier, the housing issue took a long time to resolve; queues were created for the allocation of preferential squares. Today everything has become simpler - housing subsidies for military personnel solve the problem overnight, and the allocation of departmental living space has faded into the background.
Preference for the military is a support program designed specifically to solve the housing problem. The country's budget, unfortunately, does not allow us to provide apartments free of charge to all people who pay their debt to their homeland every day. Therefore, the parliamentary apparatus introduced a strategy for the allocation of targeted subsidies (financial assistance), which can be directed to:

- combining credit and personal funds with a subsidy.
The housing issue with the involvement of targeted financial assistance is resolved with minimal family costs.
Legislative regulation
It is considered prestigious to marry a military man. Women feel like they are behind a stone wall, and when the state also helps, it is doubly pleasant. The support process is regulated by legislative acts signed by the commander-in-chief of the country:
- The decree of the President of Russia established the procedure for transferring military personnel to the reserve. This is possible after he has his own property.
- The allocation of housing to military personnel whose service life is over 10 years is guaranteed by a decree of the Government of the Russian Federation.
- The terms of the subsidy are specified in Order of the Ministry of Defense No. 510 (Article 15) “On the status of military personnel.” Funds are allocated at the federal budget level for specific tasks - purchasing housing.
- In a situation where a serviceman is recognized as a person in dire need of an apartment, the procedure for providing square meters is regulated by Federal Law No. 76 (Article 51) of the Housing Code of Russia.
Before dismissing an employee, supervisory authorities check that they provide him with housing, subsidies for the purchase of real estate or the construction of a private building.
Who is eligible?
To understand who is entitled to a preference, you need to know the conditions for fulfilling the following conditions:
- Before January 1, 1998, a contract must be concluded with the serviceman.
- Members of the commission recognize a person as in need of improved housing conditions.
- The term of military service is more than 20 years, and the citizen lives in a departmental apartment.
- Transferred to the reserve after 10 years of service due to health reasons, upon reaching retirement age, as a result of staff reduction.
All family members of a military personnel have the legal right to take advantage of the subsidy program. Even widows, provided that they need to purchase their own home, can write an application. When calculating the amount of preference, the share of the deceased will be taken into account and the maximum adjustment factor will be applied.
Subsidy calculation formula
The algorithm for calculating the size of the preference is regulated by law. Government Resolution No. 76 approved a formula that includes three indicators:
Subsidiya = S (area available to all members of a military family, including the head himself) * Z (standard cost of 1 sq.m.) * K (correction factor).
Living space standard
According to the law, a person is entitled to 18 square meters. m. The total living area is calculated based on this indicator. The larger the family, the more squares they are entitled to. However, a childless married couple is allocated 42 square meters, and a single serviceman - 33 square meters. In addition, the standard is reduced if the beneficiary has:
- own real estate;
- a tenancy agreement that is not planned to be terminated;
- square meters sold over the past five years.
Increased standard + 15 sq.m. It applies to:
- military personnel with a high rank (general, commander, captain 1st rank, colonel);
- teachers of military universities;
- serving in the country's armed forces with an academic degree.
Taking into account the information obtained as a result of collecting information about the applicant, the norm must be calculated as follows:

Correction factor
Military experience affects the size of the subsidy. Categories with a fixed indicator are regulated:
The amount of payments increases along with the length of employment. For each subsequent year after 21 years of service, the coefficient increases by 0.075 until it reaches a maximum of 2.75.
Price per square meter in the region
The federal standard for the cost of sq.m is determined by the Ministry of Construction and Housing and Communal Services of the Russian Federation (Ministry of Construction of Russia). For the 1st quarter of 2019, the average market price was 37,208 rubles.
Depending on the administrative unit of the Russian Federation, it changes up or down.
An example of calculating a one-time payment for housing
A military man and his family have the right to choose and purchase an apartment in any region of the country, regardless of the place of actual service. Consequently, the military housing subsidy will be calculated based on the cost of sq.m of real estate installed in the selected administrative unit.
Also, when determining the amount of compensation, the conditions for purchasing the property are taken into account - the secondary market or a new building.
So, for example, a military man serves in a unit for 18 years. He has a family - a wife and two children. They decided to buy an apartment in the Leningrad region. The calculation of the subsidy amount will be: 4 people. * 18 sq. m. *RUB 42,066 * 2.25 = 6,814,692 rubles.
Submission procedure
Payments are made on the basis of an application from an applicant for a preference registered by housing authorities under the Ministry of Defense of the Russian Federation. Funds are transferred to a bank account, which must be opened at any branch of a financial institution. Provide information about the concluded agreement with the bank to the housing authority. After receiving compensation, purchase real estate on the primary or secondary market by signing a purchase and sale agreement.
Required documents
The applicant, according to Art. 51 of the RF Housing Code is required to collect a specific list of documentation on the basis of which a decision will be made regarding the provision of compensation. Originals and copies needed:
- ID cards (passports) of all family members;
- birth certificates of minor children and marriage certificates;
- other certificates confirming preferential status, for example, a participant in combat operations, a veteran, a large family, etc.;
A certificate of length of service is also taken from the personnel department of the military unit at the place of service and bank details where the funds will be transferred.
Employees of the subsidy assignment department review the application for a month, check the documents and then make a decision on allocating funds from the budget to resolve the housing issue. On average, an application is satisfied within 20 days.

Provision of residential premises in federal ownership

In essence, a housing subsidy for military personnel is a one-time cash benefit that is issued by the state as financial assistance. Moreover, such a payment has a strict purpose: the purchase of ready-made housing or the construction of it with your own hands. Unlike the previously implemented program for the construction of housing for military personnel, this project has important positive aspects related to the freedom to choose a place of residence and the absence of long waits in line to receive an apartment. Of course, this approach greatly facilitates the solution of everyday issues for military families, but in addition, it also raises the prestige of military professions.
The provision of housing subsidies to military personnel will be implemented in connection with previous agreements that were in force during the implementation of the program for the provision of departmental housing. The first priority to receive a subsidy will be given to military personnel who were already on the waiting list because they needed improved housing conditions, or to officers who went into the reserves or retired but still do not have housing, or to preferential categories of military personnel. For example, family members of deceased officers with more than 10 years of service will also have priority rights. Finally, those who have served at least three years in the ranks of the Russian Army will be able to exercise the right to receive housing subsidies for military personnel.
Housing subsidy for military personnel: how it is implemented

The amount for housing for military personnel can be increased due to an adjustment factor. The principle of its determination by the state is simple - the longer the service life, the greater the coefficient.
Clause 7 of the Rules for calculating subsidies for the acquisition or construction of residential premises (living premises) provided to military personnel - citizens of the Russian Federation and other persons in accordance with the Federal Law “On the Status of Military Personnel”:
The correction factor is set as follows:
- from 10 years to 16 years of military service - 1.85;
- from 16 years to 20 years of military service - 2.25;
- from 20 years to 21 years of military service - 2,375.
- Starting at age 21, the adjustment factor (2.45) increases by 0.075 for each year of military service over 21 years, up to and including 2.75.

Required documents
To obtain the status of someone in need of housing, you must submit the following documents:
- application of the established form;
- a copy of the passport of a citizen of the Russian Federation;
- copies of passports of all family members;
- copies of birth certificates of children under 14 years of age;
- a copy of the marriage or divorce certificate, if the marriage was concluded/divorced;
- copies of all documents that confirm the right to receive a subsidy for the purchase of residential premises (for example, an extract from Rosreestr about the absence of real estate in the property);
- copies of financial personal accounts of all military family members for the last 5 years;
- copies of extracts from house books at the place of residence for the last 5 years.
If it is impossible to provide copies of financial personal accounts or extracts from house books, you must attach to the application a document confirming the absence of such a possibility.
The application processing time is 30 working days.
The result is either recognition of the military man and his family as needing housing, or refusal to assign such status.
Procedure for obtaining subsidies
After a family or single serviceman has received the status of those in need of housing, it is necessary to send an application to the Ministry of Defense of the Russian Federation (housing department) to receive a subsidy for the purchase or construction of living quarters, or for improving existing living conditions.
In order for the funds to be paid by the state, you need to open a personal bank account, to which the cash assistance will be transferred.
In addition, it is necessary to conclude an agreement for the purchase of residential premises or its construction, and attach a copy of the agreement to the application.
The contract must include a clause on repayment of the entire cost of the apartment or house or part of this cost from the funds of the military certificate. Otherwise, the agreement may not be taken into account as a basis for receiving subsidies from the state.
According to established standards, the total period for transferring funds is 30 calendar days.
That is, during this time, the serviceman must receive a certificate for the purchase, construction or improvement of housing conditions in a bank account.
Features of purchasing an apartment or house using a certificate
Unlike family capital A military certificate is issued only to the military person who receives it.
In this case, registration of ownership of a house or apartment remains at the discretion of the recipient of the certificate: personal or shared.

The point of the program is that the military department will no longer build houses for military personnel. This practice is gradually being phased out and becoming a thing of the past. Those last facilities that began to be built before the decision was made to subsidize the military will be completed in the usual manner and distributed to those first in line for housing. After all, until 2013, every military man, according to the law of the Russian Federation “On the status of military personnel,” had the right to receive housing in the event of its absence, or to improve living conditions in the form of obtaining an apartment of larger square footage when, for example, children appeared in the family and additional square meters were required . In such cases, the law provided for military personnel to officially be on the waiting list to receive departmental housing. But the Ministry of Defense simply did not have a sufficient number of apartments, and therefore it was possible to wait on the waiting list for years. After military subsidies began to be issued for the independent purchase of housing, this queue was reduced by at least four times in just one and a half to two years.
There is another significant advantage of military subsidies compared to receiving apartments from the military department fund.
Now military personnel, former military personnel, as well as military families who were on the waiting list and received military subsidies instead of departmental housing, have the opportunity to choose a region to purchase or build housing.
Problems may arise only with the purchase of real estate in the most significant cities of Russia, such as St. Petersburg or Moscow. Simply because the price per square meter of living space in these cities is significantly higher than the average for cities in the Russian Federation.
Is everyone entitled to
No, not everyone. First of all, the military subsidy system applies to those who were on the waiting list for housing before 2005. Employees on the waiting list, starting in 2006, are not entitled to military subsidies. All they can count on from the State is a military mortgage.
Those eligible for military subsidies:
- have served for at least 10 years;
- having no home of their own;
- having housing with an area less than normal;
- dismissed after 10 years of service due to poor health or reaching the maximum age;
- those who have served 20 years or more and have only official housing;
- those who entered into a contract before 1998.
Receipt procedure
First of all, you need to get in line to improve living conditions in your region. Queuing is described and regulated by Article 51 of the Housing Code. The order in which military subsidies should be provided is regulated by the order of the Ministry of Defense:
- A person who is in military service, including retired, or his family members are required to open a bank account and apply for a subsidy.
- Documents about family composition and the need to improve living conditions should be provided.
- Within 10 days after checking the documents, a response is received through the Unified State Register confirming the right of the given serviceman to receive a subsidy.
- Within another 10 days provided for by law, the executive body of the Ministry of Defense makes a decision on the accrual of the subsidy, after which the amount is transferred to the bank account declared in the submitted documents.
What will be the subsidy amount?
The calculation of the amount of a military subsidy for military personnel takes into account several specific components. Namely:
- price per square meter of housing stock in the Russian Federation;
- the number of family members of a given serviceman, which affects the required number of square meters;
- length of service (up to 15 years, over 15 years).
As for the service life coefficient, an important component in the formula for calculating military subsidies, it comes in three types:
- From 10 to 15 years – 1.85.
- From 16 to 20 years – 2.25.
- From 21 years old – 2.5 + 0.07 for each subsequent year.
If the person submitting the request for a subsidy is in a rank higher than captain of the first rank or colonel, as well as if he has an academic degree, an additional 15 square meters are provided by law. m area.
How to calculate correctly
