Launch of the Housing and Communal Services Reform project
The project started in Russia in 2010, when the Government of the Russian Federation and the World Bank entered into an agreement on the implementation of the corresponding program.
The implementation of reform measures is carried out by the Housing and Communal Services Reform Assistance Fund, created on July 21, 2007.
This state corporation is designed to stimulate the formation of effective methods of housing management and the transition to resource-saving technologies.
At the beginning of the project, 14 cities participated:
ten “main”: Bratsk, Volzhsky, Ivanovo, Naberezhnye Chelny, Nefteyugansk, Novokuibyshevsk, Orenburg, Saransk, Tula, Cheboksary;
four “reserve” ones: Arkhangelsk, Dimitrovgrad, Pyatigorsk and Cherepovets.
The project was carried out in two stages:
Institutional: carrying out reforms of the housing and communal services complex at the expense of its own budget with the technical assistance of experts financed from the project funds.
Investment: direction of investment in housing and communal services infrastructure from project funds, focusing on the investment plans of cities.
Already during the implementation of the program in all 14 cities, a tangible improvement in the quality of provided housing and communal services was achieved.
For example, in the city of Naberezhnye Chelny, the water distribution networks and pressure collectors of two sewerage pumping stations were reconstructed. This made it possible to reduce the level of accidents in sewers and ensure uninterrupted drainage of the city’s wastewater..
The project for the reconstruction of heating networks was implemented in the city of Nefteyugansk. Thanks to this, the uninterrupted supply of thermal energy has significantly increased by reducing heat losses, reducing the level of leaks and the overall breakdown of networks.
Examples of successful reconstructions can be found in any of the cities listed. The implemented set of measures significantly influenced the reform program and the housing and communal services sector in the cities participating in the program:
almost complete elimination of debt on social payments for housing and communal services;
Municipal investment plans for public infrastructure have been developed;
the number of apartment buildings serviced by professional management companies has been increased;
Having received positive results and experience gained during the reform, the state is developing this reform in other regions and cities of Russia.
Main directions and prospects for housing and communal services reform
The project “Housing and communal services reform in Russia” is aimed at implementing the following areas:
transition of the utility sector to market relations;
increasing the share of private business participation;
stimulation of competition;
improving the quality of public services;
liquidation of established monopolies in the industry;
renovation of the housing and communal services complex;
development of the institution of an effective owner;
major renovation of housing stock;

In accordance with the Decree of the Government of the Russian Federation of August 13, 2006 No. 491 “On approval of the Rules for the maintenance of common property in an apartment building,” an apartment building is the joint property of the owners of the premises in it.
It follows from this that the entire house is in the possession of the apartment owners. They are responsible for its condition and are obliged to ensure that major repairs are carried out in due time. To implement these rights, the legislation has vested owners with a wide range of powers. But during the privatization process, a significant part of the housing stock was transferred in dilapidated condition. Consequently, the owners do not have the necessary resources to carry out repairs and the appropriate skills to modernize the residential infrastructure in this condition.
One of the points of this reform, as we mentioned above, is the introduction of market mechanisms into the housing and communal services system. Which should subsequently lead to a transition to 100% payment for housing and communal services. As a result of the reform, citizens' expenses for housing and communal services may increase by an average of 20-25%. At the same time, the system of compensation payments will continue to operate for socially vulnerable categories.

Changes to the disclosed information come into force within the same time frame as in the previous paragraph - within 7 days from the moment the relevant information is entered by the administrator.

“My Home” on the housing and communal services reform website
The “My House” tab on the “Housing and Communal Services Reform” website contains a complete set of information about each apartment building in Russia. The site user just needs to type the address and he will be able to find out:
- current technical condition of the building;
- a list of work that the management organization must carry out at the facility;
- the date of the major overhaul and the list of activities to be carried out for it, and much more.
“My Home” includes a subsection “Passport”, where all technical information is entered. Here you can clarify the year the building was erected, its design features, the characteristics of existing utility networks, the presence of general building meters for various resources, and much more.

- a list of specific apartment buildings under management;
- a list of apartment buildings that were previously managed by this company;
- Full name of the manager, address, all contact details;
- general information, including license number;
- main financial indicators;
- recorded violations (this section is filled out by the organization itself, which is also responsible for the accuracy of the information).

The current stage of housing and communal services reform has been “launched” Federal Law of July 21, 2007 N 185-FZ "On the Fund for Assistance to the Reform of Housing and Communal Services", which, in order to create safe and favorable living conditions for citizens, improve the quality of housing and communal services reform, form effective mechanisms for managing the housing stock, and introduce resource-saving technologies, establishes the legal and organizational framework for providing financial support to constituent entities of the Russian Federation and municipalities for major repairs of apartment buildings , the resettlement of citizens from emergency housing stock by creating a non-profit organization that carries out the functions of providing such financial support, determines the competence, procedure for its creation and activities, regulates the relations between the said non-profit organization, government bodies of the constituent entities of the Russian Federation and local governments.
To achieve these goals, the state has created a state corporation - the Housing and Communal Services Reform Fund, which performs the following functions free of charge:
- considers applications submitted by constituent entities of the Russian Federation for the provision of financial support from the Fund;
- makes a decision on the compliance of applications and documents attached to applications with established requirements;
- makes a decision on providing financial support from the Fund based on applications;
- provides methodological support for the preparation by subjects of the Russian Federation of applications and documents attached to applications;
- monitors the implementation of regional targeted programs for the overhaul of apartment buildings and regional targeted programs for the resettlement of citizens from dilapidated housing stock, as well as the fulfillment of the conditions for the provision of financial support from the Fund provided by this Federal Law;
- carries out other functions provided for by this Federal Law.
Support funds are allocated to those regions, and then to municipalities, that actually create a market for housing and communal services. They encourage competition among management companies, support homeowners' associations, and, in general, fulfill the basic conditions of Federal Law No. 185-FZ of July 21, 2007, which reforms the housing and communal services sector in Russia.
In accordance with Article 25 of the Federal Law of July 21, 2007 N 185-FZ, the Fund was supposed to operate until January 1, 2012 and be subject to liquidation, however, taking into account the accumulated positive experience of its work, a number of changes were made, ultimately providing for an extension of the Fund's validity period until January 1, 2026.
In accordance with the changes made Federal Law of December 25, 2012 N 270-FZ, the conditions and procedure for providing financial support from the Fund are changing. In particular, the definition of emergency housing stock is clarified:
"emergency housing stock - a set of residential premises in apartment buildings that were recognized in accordance with the established procedure before January 1, 2012 as unsafe and subject to demolition or reconstruction due to physical wear and tear during their operation,"
and the conditions for providing financial support from the Housing and Communal Services Reform Fund include:
- implementation of regional programs to modernize utility infrastructure systems;
- carrying out work on the formation and conduct of state cadastral registration of land plots on which apartment buildings are located;
- carrying out activities related to the installation of collective (common house) devices for metering the consumption of resources necessary for the provision of utility services;
- carrying out activities related to ensuring the implementation of major repairs of common property in apartment buildings, provided for by housing legislation,

The main idea of creating a system of multifunctional centers for the provision of state and municipal services (hereinafter referred to as MFCs) is the implementation of the “one window” principle, when a citizen is freed from the need to obtain certificates from other government agencies, go through authorities or pay intermediaries. The recipient is only required to submit an application and receive the result within the prescribed period, and all other work, including interdepartmental coordination, must be carried out by MFC employees and the relevant state and municipal authorities.
MFCs created on the territory of the Russian Federation allow citizens to receive a variety of services in one room and not interact directly with officials. This approach minimizes the moral, material and time costs of service consumers, and therefore the popularity of MFC is constantly growing.
Currently, an MFC can be an institution of any organizational legal form that meets the requirements for the functions of the MFC, the premises of the MFC, the interaction of the MFC with the applicant and bodies providing state and municipal services, and other conditions established by the legislation of the Russian Federation.
Federal Law No. 210-FZ of July 27, 2010 “On the organization of the provision of state and municipal services” establishes the specifics of organizing the provision of public services in the MFC, the functions, rights and responsibilities of the MFC, requirements for interaction agreements, as well as the responsibilities of bodies providing public services. services and municipal services, including their obligation to provide the MFC with the information necessary for the provision of public services and access to information systems containing such information.

The work of the MFC is based on the “one window” principle, according to which the provision of services at the federal, regional, and municipal levels is carried out in one place. Thus, the MFC acts as an organizer of the processes of providing state and municipal services.
Interdepartmental interaction is organized on the basis of agreements fixing the procedure for documentation and information exchange, deadlines for completing the necessary administrative procedures and the responsibility of authorities and MFCs in the provision of public services.

For this purpose, amendments have been made to the regulatory legal acts to expand the current list of state and municipal services provided at the MFC within the framework of nine main life situations: birth of a child, change of surname, retirement, individual housing construction and land and property relations, loss of documents, starting your own business (small business), change of residence, loss of a loved one, purchase of housing.
