The cost of living in Moscow for the 4th quarter of 2018 (current) was established by Decree of the Moscow Government of March 12, 2019 No. 181-PP.
The cost of living for the main socio-demographic groups of the population was, rubles:
- per capita - 16087;
- for the working population - 18376;
- for children - 13747;
- For pensioners, the minimum subsistence level is 11,424.
Compared to the 3rd quarter of 2018, decreased, rub.:
- per capita -173 (-1.08%);
- for the able-bodied -204 (-1.11%);
- for pensioners -81 (-0.71%);
- for children -191 (-1.39%);
The cost of living is calculated based on 2018.
The cost of living for the 1st quarter of 2019 in Moscow is expected in the first half of June 2019.
Who belongs to which socio-demographic group?
To calculate the subsistence level of a family, the belonging of each of its members to one of the main socio-demographic groups of the population is determined:
- able-bodied citizens - men aged from 16 to 59 years inclusive and women aged from 16 to 54 years inclusive, with the exception of non-working disabled people of groups I and II of this age;
- pensioners - men who have reached the age of 60 and women who have reached the age of 55, as well as persons receiving a disability pension;
- children aged 0 - 15 years.
Belonging to a socio-demographic group is not affected by the fact of study, work (except for disabled people of groups I and II), or the birth of a child among minors. A disabled child, until the day he turns 16, belongs to the socio-demographic group “children”, and from 16 years to the day he turns 18, he belongs to the “pensioners”.
Recipients of pensions under the age of 55 and 60 years (women and men, respectively), who are not non-working disabled people of groups I and II, belong to the socio-demographic group “able-bodied citizens”, regardless of whether they work or not.

The cost of living for a pensioner in Moscow (for calculating the minimum social pension) for 2019 is set at 12,115.00 rubles, Moscow Law No. 22 of October 31, 2018.

The subsistence minimum is a valuation of the consumer basket, as well as mandatory payments and fees (Article 1 of Federal Law No. 134-FZ of October 24, 1997). It is established throughout the country, as well as in the constituent entities of the Russian Federation. The all-Russian subsistence minimum is intended for (clause 1 of article 2 of the Federal Law of October 24, 1997 No. 134-FZ):
- assessing the standard of living of the country's population in the development and implementation of social policy and federal social programs;
- justification of the federal level of the minimum wage, as well as determination of the federal amounts of scholarships, benefits and other social payments;
- formation of the federal budget;
- other purposes.
What will be the cost of living in 2018?
The cost of living for 2018: when will it be known?
The cost of living per capita, as well as in the context of the main socio-demographic groups of the population both in the Russian Federation as a whole and in the regions, is determined quarterly on the basis of the consumer basket and Rosstat data (Clause 1, Article 4 of the Federal Law of October 24, 1997 No. 134-FZ). This means that the cost of living for a quarter becomes known after the quarter has ended. For example, the cost of living for the 2nd quarter of 2017 was established in September 2017 by Government Decree No. 1119 dated September 19, 2017. And for the 3rd quarter of 2017 - in December 2017 by Government Decree No. 1490 dated December 8, 2017. At the same time, the cost of living in the Russian Federation as a whole for the 3rd quarter of 2017 was:
- per capita 10,328 rubles;
- for the working population – 11,160 rubles;
- for pensioners – 8,496 rubles;
- for children – 10,181 rubles.
At the time of preparation of the consultation, the cost of living for the 4th quarter of 2017, and even more so for the 1st quarter of 2018, has not yet been established. Most likely, the first data for 2018 (namely, the 1st quarter) will appear no earlier than June 2018. Around the same time, information on the cost of living in the regions in 2018 is expected.
Please note that the procedure in which the cost of living of the population for a certain quarter is established after the end of the quarter is not always applied.
Thus, the minimum subsistence level for a pensioner to determine the size of the social supplement to the pension in the Russian Federation as a whole and in the regions is established in a different manner.
Minimum cost of living for pensioners for 2018
To determine the amount of the social supplement to the pension provided for by Federal Law No. 178-FZ of July 17, 1999 “On State Social Assistance,” the pensioner’s subsistence level for the next year is established before the end of the current year (clauses 3, 4, Article 4 of the Federal Law of October 24, 1997 No. 134-FZ).
How much is the cost of living for a pensioner in 2018 for these purposes? To determine the amount of the federal social supplement to the pension, the minimum cost of living in 2018 is set at 8,726 rubles (clause 5, article 8 of the Federal Law of December 5, 2017 No. 362-FZ).
As for the cost of living in 2018 by region in relation to pensioners and the regional social supplement to pensions, it is established in the constituent entity of the Russian Federation and is brought to the attention of the Pension Fund no later than November 1 of the year preceding the year from which it will be applied.

What is the cost of living in Moscow in 2018 established by the Government? It is no secret that every quarter this indicator is approved by the Government at the federal level. At the same time, each subject of the Russian Federation independently sets the cost of the regional minimum consumer basket. For example, the cost of living in the Moscow region in 2018 will differ from the corresponding capital indicator and the minimum wage established in other regions of Russia.

The subsistence minimum is the cost of a conditional consumer basket, which includes a minimum set of food products, non-food products and services that are necessary to ensure human life. Also, the cost of living includes mandatory payments and fees (Article 1 of the Federal Law of October 24, 1997 No. 134-FZ<О прожиточном минимуме в Российской Федерации>. This indicator is calculated separately for each region (for example, the cost of living in the Chelyabinsk region in 2018) for three population groups:
- able-bodied citizens;
- pensioners;
- children.
The cost of living is approved at the end of each quarter, using numerous statistical data, including the inflation rate, to determine it. The time period during which the subsistence minimum is approved can be up to six months. Therefore, as of January 1, 2018, the minimum established for the 3rd quarter of 2017 continues to apply in Russia. For example, the current cost of living in the Krasnodar Territory in 2018 is the minimum of the 3rd quarter of the previous year.
Living wage in 2018: what is the amount?
The cost of living per capita, as well as in the context of the main socio-demographic groups of the population both in the Russian Federation as a whole and in the regions, is determined quarterly on the basis of the consumer basket and Rosstat data (Clause 1, Article 4 of the Federal Law of October 24, 1997 No. 134-FZ). The value (size, amount) of the cost of living for a quarter is fixed after the end of the quarter. Minimum cost of living for pension supplements in 2018: special rules
All non-working pensioners whose total amount of material support does not reach the pensioner’s subsistence level (PLS) in the region of his residence are provided with a federal or regional social supplement to their pension up to the amount of the PMS established in the region of residence of the pensioner.
The federal social supplement is paid by Pension Fund institutions and is established if the total amount of cash payments to a non-working pensioner does not reach the pensioner’s subsistence level established in the region of residence, which, in turn, does not reach the pensioner’s subsistence level as a whole in the Russian Federation.
A regional social supplement is paid by regional social protection authorities if the cost of living of a pensioner in a constituent entity of the Russian Federation is higher than the same figure in the Russian Federation, and the total amount of cash payments to a non-working pensioner is lower than the regional subsistence minimum. In 2018, the cost of living in Russia is expected to adjust due to changes in the general economic situation and the Bank of Russia’s forecast for inflation to reach 4% by the end of the year. The living wage is a cost estimate of the consumer basket, which includes a set of goods and services necessary to maintain health and normal life. The level of the cost of living is closely related to the size of the minimum wage. It is these two indicators that the economy relies on and the federal and regional budgets are planned.
Living wage in Russia from January 1, 2018
The methodology for calculating the cost of living is regulated by Federal Law No. 134-FZ dated October 24, 1997. The living wage is approved both for Russia as a whole and separately for the constituent entities of the Russian Federation. The minimum size is set separately for each of the three categories of the population (working people, pensioners, children) and is revised every quarter.
Information on the cost of living per capita and for the main groups of the population in Russia as a whole and in the constituent entities is published quarterly in official publications of the Government of the Russian Federation and the executive authorities of the constituent entities of the Russian Federation.
As of January 1, 2018, the cost of living in Russia, according to Decree of the Government of the Russian Federation dated December 8, 2017 No. 1490, is the value known according to data for the 3rd quarter of 2017:
- per capita - 10,328 rubles;
- for the working population - 11,160 rubles;
- for pensioners - 8496 rubles;
- for children - 10,181 rub.
The minimum for the 4th quarter of 2017 is:
- per capita - 9,786 rubles;
- for the working population - 10,573 rubles;
- for pensioners - 8,078 rubles;
- for children - 9,603 rubles.
Compared to the 3rd quarter of 2017, the cost of living decreased by 4.9-5.7%. The Ministry of Labor explains the decrease by a decrease in the cost of individual components of the consumer basket.
The first data on the cost of living in 2018 (for the 1st quarter) will be published in May-June. As a rule, the Government of the Russian Federation approves at least the 1st quarter of the year by the end of the first half of the year. The indicator may deviate either up or down. In any case, the differences will be minor.

As of June 1, 2018, the cost of living per capita in Russia as a whole is 9,786 rubles, for the working-age population - 10,573 rubles, for children - 9,603 rubles, for pensioners - 8,078 rubles. But in the regions the meanings are different.
Regional authorities calculate the cost of living not only from standard values, but are also obliged to take into account local characteristics and needs of citizens of the subject (Resolution of the Government of the Russian Federation of January 29, 2013 No. 56). At the same time, the standard package of products includes such goods as milk, bread, flour, potatoes, etc. The cart includes 11 products in total. This is the minimum that, according to officials, is sufficient to maintain the life and health of citizens.
In comparison, the amounts for one or another socio-demographic group (working-age population, pensioners and children) are different. The least food consumption is calculated for pensioners, then for children and working people. As a rule, the highest cost of living is set for the working population, slightly lower for children, and even lower for pensioners. But each region has its own specific meanings. Indicators are calculated as a percentage of the cost of a basket of products - from 45 to 60% and take into account the climatic characteristics of the regions (see table below).

What is the cost of living established in the regions for 2018? The procedure for revising the minimum in the constituent entities of the Russian Federation is the same as for Russia as a whole. Each region will approve the cost of living for the first quarter in the new year. Data for the 4th quarter of last year are now known. For example, since 2018 in Moscow, the cost of living has been in force for the 4th quarter of 2017, approved by Decree of the Moscow Government dated March 13, 2018 No. 176-PP. In 2018, the minimum for the 1st quarter of 2018 will be approved in May-June.

What does the cost of living affect in 2018?
The cost of living in 2018 certainly affects the calculation of many payments. For example, on the amount of scholarships, pensions, etc. But this also affects the number of salary audits (letter of the Federal Tax Service of Russia dated July 25, 2017 No. ED-4-15/14490@).
Controllers, as before, are interested in salaries in envelopes. They compare employee incomes with the minimum wage and the subsistence level and, if there are deviations, they suspect schemes. Inspectors will primarily inspect those organizations where employees themselves complain about employers.
It is safer to pay subordinates no less than the minimum wage. And since officials have equalized the minimum wage with the subsistence level, it is better to review the salaries of low-paid employees now.
In 2018, the minimum wage is 11,163 rubles. Review salaries so that controllers do not have any complaints. Otherwise, they may charge additional personal income tax and fine the company. The company will also be interested in the labor inspectorate: for wages below the minimum wage they are fined up to 50 thousand rubles (Part 6 of Article 5.27 of the Code of Administrative Offenses of the Russian Federation).

The level of living wage in Russia is closely related to the minimum wage regulated by the labor code. Both of these concepts are inseparable from budget planning and the country’s economy as a whole. What is a living wage
Article 1 of Federal Law No. 134-FZ defines the cost of living (hereinafter referred to as PM) as an analysis of the prices of the consumer basket and mandatory payments and fees. The consumer basket includes the necessary minimum set of food products, non-food products and services to ensure human life and maintain his health. The cost of living is a conditional figure that differs significantly by region and for populations of different ages.
The cost of living indicator in Russia is used not only for statistical accounting, but also for:
- social policy planning;
- justification and regulation of the minimum wage;
- determining the amount of scholarships, benefits and other social payments;
- monitoring the living standards of the country's demographic groups;
- planning budgets of constituent entities of the Russian Federation;
- providing information to employment centers;
The cost of living
The average cost of living in Russia as a whole and for the constituent entities of the Russian Federation is established every quarter on the basis of the consumer basket, Rosstat data on the level of prices for food products, non-food goods and services, and the cost of monthly payments. Per capita and for the main socio-demographic groups of citizens in Russia, this value is approved by order of the Ministry of Labor in agreement with the Ministry of Economic Development, the Ministry of Finance, and for constituent entities - in the manner established by local authorities.
The value of the indicator differs significantly depending on age per capita, with the following groups being distinguished:
- children;
- working population;
- pensioners.
For individual socio-demographic groups, the cost of living values are different. The smallest number of products is designed for pensioners, then for children and working citizens. From which it follows that the highest subsistence minimum per person is established by the state for the adult working population, the lowest for pensioners.
How is the cost of living calculated in Russia?
The cost of living per capita in the country is determined based on the results of the past quarter by the relevant regulatory act of the Ministry of Labor, for regions - by resolution or decree of local authorities. PM for pensioners is established by the provisions of Federal Law No. 178-FZ. The set of goods in the consumer basket is regulated by the legislation of the constituent entities of the Russian Federation.
This indicator is a guarantee that Russian citizens will receive a minimum income. Based on the average per capita income, a person can be recognized as low-income and receive the right to social payments, subsidies, and benefits. A Russian citizen or family is considered low-income if the total income of family members is below the cost of living established by the region of residence. The procedure for providing social assistance is regulated by Federal Law No. 178-FZ, which provides for:
- subsidies for housing costs - provided when the total family income is lower than the cost of housing and utilities;
- subsidies for kindergarten fees are provided in the amount of 20% of parental fees for the first child, 50% for the second, 70% for subsequent children;
- state social scholarship - awarded to students whose income per family member is below the average per capita subsistence level in Russia;
- social supplement to pension - established for citizens receiving a pension less than the value established by their region of residence;
- social financial assistance – provided to certain categories of citizens;
- monthly payments for the birth of a third child before he reaches the age of three are paid based on the regional minimum wage for children.
Living wage budget
Price analysis of the consumer basket, expenses for taxes and other payments is called the PM budget. The composition of the basket is analyzed and adapted to the state of the economy and social sphere at least once every five years, the cost is indexed annually, and interim price monitoring is carried out quarterly. Today's basket includes:
- Products:
- flour (bread, pasta, cereals, flour);
- potatoes, fruits, vegetables, melons;
- meat, fish products;
- dairy products;
- eggs;
- oils;
- groceries (tea, sugar, salt, spices).
- Non-food products:
- warm outerwear;
- summer outerwear;
- stockings, socks;
- hats;
- shoes;
- school supplies;
- bed sheets;
- household goods;
- hygiene products;
- medicines.
- Paid services:
- housing;
- public utilities;
- transport;
- cultural events.
Minimum
The living wage in Russia includes indicators of the physiological and social minimum, which determine its upper and lower limits. Physiological includes the satisfaction of primary human needs. Social is focused on satisfying minimal spiritual and social needs and determines the upper limit of PM. The lower limit coincides with the physiological minimum.
Average
The average cost of living in Russia is determined in the federal settlement center using special formulas, based on data collected by a commission of representatives of the Ministry of Labor, Social Services and the Statistics Service. The cost of living increases annually, but during the year the values may fluctuate downward. The basis for the calculation are:
- inflation rate;
- price level;
- goods contained in the consumer basket;
- rate of taxes and fees.
The current cost of living
In 2018, the cost of living in the Russian Federation was adjusted based on the forecast of the Central Bank of the Russian Federation for inflation to 4% by the end of the year and the general economic situation in the country. From May 1, 2018, Federal Law No. 41-FZ dated 03/07/18 (the document amends Article 1 of Federal Law 06/19/00 No. 82-FZ “On the Minimum Wage”), the minimum wage is 100% of the subsistence level of the adult working population for the second quarter of 2017.
As of May 1, 2018, the minimum required income per person in Russia, according to Order of the Ministry of Labor of the Russian Federation dated April 13, 2018 No. 232 n, is the value known according to data at the end of 2017:
- per capita – 9,786 rubles;
- for the working population – 10,573 rubles;
- for pensioners – 8,078 rubles;
- for children – 9,603 rub.

Living wage by region
Federal values are used for social statistics. When providing social assistance from the state, values determined by the region are used. The cost of living for the subjects of the federation is established not only taking into account standard values and the level of inflation, but also climatic features and the needs of citizens of a particular region (region, republic).
