Club elite complex "Premier Palace" is located in the historical part of the northern capital, on the Admiral Lazarev embankment. Many reviews on the forums emphasize the developed infrastructure network of Krestovsky Island, next to which the microdistrict is located. One kilometer is exactly how much separates the new building from the Krestovsky Island and Chkalovskaya metro stations.
The location on the map of the Premier Palace location shows that you can quickly get to the residential complex along Admiral Lazarev Embankment, Zhdanovsky Street or Bolshaya Zelenina. Near the new building there are such favorite recreational places for St. Petersburg residents as Novo-Zhdanovsky Square, Zeleninsky Garden, Petrovsky and Primorsky parks. It would seem that living on Krestovsky Island is for the elite. Mere mortals can’t even get close to them - where is there, if the most modest options start from 15-25 million... However, the L1 company decided to break this system and build its own luxury complex, with gorgeous panoramas and access to the water. So, almost everyone has a chance to buy an apartment here - the cost of a one-room apartment starts from 4.4 million rubles. The price for this area is unprecedented, needless to say. But what kind of palaces are they selling to the people? Let's see.
About the project
Starting with the description, I want to immediately make a reservation: it is not located on Krestovsky Island. Although “Petersburg Rublyovka” teases with its proximity - here it is, across the bridge, Malaya Nevka still separates. However, I cannot say that this greatly worsens the position of the People’s Palace. Its residents will have the same views, infrastructure and proximity to the center. Yes, there are a little more traffic jams and a little less greenery, but the price is tens of millions cheaper, you can bear with it. In general, the Premier Palace is being built on Leontievsky Cape, on Pionerskaya 50, 15 minutes from the Chkalovskaya metro station.
The developer says these are club residences. But it seems to me that the complex is not very similar to the mansions of kings and presidents, and I would choose a calmer epithet. After all, in fact, these are ordinary high-rise buildings, and the whole luxury lies in the original shape and expensive finishing. Buildings are erected using brick-monolithic technology, with a height of 10 to 22 floors. The first stage has already been commissioned, the second is being prepared to be handed over this fall, and the last by the end of 2017. And considering that the Palace is almost completed, the question of democratic pricing is still in the air.

And the answer, as I see it, is very simple. The first phase was supposed to be completed back in the 3rd quarter of 2008, but due to the crisis it was delayed; the shareholders moved into their apartments at the end of 2011. Accordingly, new customers needed to be attracted with something, and L1 decided to reduce prices. Judging by how sales are going, the decision was correct. Meanwhile, difficult times seem to have passed, construction is underway, and buying an apartment in Premier Palace can be a very profitable acquisition. The quality of the houses built is also pleasing. There are minor complaints, but mostly people are happy.
But the company, it seems, still won’t get around to “repairing” the site. The same resource is still working as ten years ago. There you can monitor the progress of construction of new lines; the developer regularly posts photo reports. There are also documents and plans here. There are just no prices, unfortunately.
Prices and layouts
The layouts vary slightly from building to building, but I'll show you everything together. You can look at the details on the website http://www.l1-stroy.ru/, there is a division by building.
So, the most modest options, which are traditionally considered studios, in the Premier Palace turned out to be not the smallest in terms of area. The assortment begins with these little one-room apartments of 35 square meters.
In general, they are good: the living room is large, the bathroom is spacious, and the hallway is spacious, but the 9-meter kitchen is somewhat disappointing. Still, you expect something different from a “luxury” hotel.
But studios of similar sizes, on the contrary, are pleasing. They just correspond to their status. Each has kitchen niches, storage space and a large balcony. One can argue that in principle there cannot be studios in a luxury suite, but I’m afraid this conversation may drag on. Let’s take it for granted that Premier Palace has them and they are planned very well.

The kitchens in them remain small to the last (although the square shape is very successful), the living rooms hardly change, and the corridors grow to huge areas. If you don’t find fault, they look quite balanced.
You don’t even want to look for flaws in them (although, in my opinion, some have them), they are so interesting that you can’t wait to send the drawings to the designer to see what you can come up with with them. Not only classic, but also European layouts with a large kitchen-living room became a special balm for the soul. It is clear that the designers tried to please everyone. And even for connoisseurs of the classics, Premier Palace also has traditional options in its assortment. The only surprise is the lack of storage rooms and dressing rooms, otherwise they are very practical.
To be honest, I thought it was simply impossible to come up with anything original. How wrong I was. Within the scope of this article, I don’t even have enough space to show you all the proposed options for three rubles! I will demonstrate only some of the most daring solutions.
To tell the truth, I have absolutely no idea how to furnish such apartments, but I really, really like them. It seems to me that high-class objects should be distinguished by some “insanity” in planning decisions. The main thing is to approach the issue wisely, consult with professionals and use all the available features to your advantage: original shapes, a huge number of windows or even “glass” walls, indoor pillars, bathrooms in the center, and so on.
If all this seems wild and non-functional, then the designers also made more conventional three-room apartments. And everything seems to be good in them: kitchens, living rooms, and bedrooms, but they don’t cause delight. And the corridors in some cases are downright terrifying.
Or the luxurious two-level options... Yes, yes, the layouts of three-room apartments are not finished yet. There are also ones with swimming pools and roof terraces. There is nothing to discuss here: chic, luxury - let's take it!
These three rubles were able to surpass even four-room apartments, although among them there are also two-level ones. The largest apartments, in one variation or another, only repeat everything we have already seen, although they become larger in size.
With the exception of the 150 sq.m. apartment, which resembles a labyrinth, I like the others. It seems to me that they successfully created private and guest areas, made them more comfortable by adding a fireplace, and suited the size of all the rooms. The only thing that seemed strange to me was one common bathroom in the largest apartment of the complex at 263 meters... Against this background, you even forget to be surprised that there were only three meters for the balcony.
The apartments will be handed over to shareholders without finishing; outside the door they will only have floor screed, electrical wiring and plastered brick walls waiting for them. But for additional money you can order any amount of work. For 12 thousand rubles/sq. meter will do all the rough work, and for 25 thousand rubles. /sq. The meter will be repaired on a turnkey basis. The ceiling height in the apartments will be 3 meters.
About the developer
Personally, the L1 company reminds me of a huge ship that was caught in a crisis storm in 2008, punched a huge hole in the bottom, began to sink, but through the efforts of the team was able to stay afloat. To this day, our liner has not yet recovered from the blow, water is still being pumped out of its holds, but it has already been able to return to course and, albeit slowly, is still moving towards its goal. And the L1 company’s solution is extremely simple - you need to complete all your facilities and win the trust of consumers again. After all, you can’t just give up when you have 23 years of experience in this matter and 140 completed projects under your belt.
I already went to one of them, to the residential complex “Count Orlov”. And so that you understand how the delivery of objects is progressing, I will give a simple example. In May 2014, the first phase of this complex (already delayed for 6 years by that time) was 90% ready, according to the developer. The new completion date was scheduled for the 3rd quarter of 2014, but in the end it was put into operation in the 2nd quarter of 2015. On the one hand, it’s good, of course, that they completed the construction, but on the other hand, I think the shareholders no longer have the strength for this joy . With Premier Palace the situation is somewhat simpler. The developer did not put buildings on sale that he did not build, but still this long-term construction flair continues to follow all of his objects. And whether you can not think about it is a big question. Yes, now everything is fine, yes, the company has 23 years of experience and 140 objects behind it... but now this is not the main thing.
On site and in the office
And in order to find out how things were going with the Premier Palace residential complex, I hurried to go to the construction site. The consultation point is conveniently located here, which allows you to save a lot of time. After all, the central sales office is located on Nevsky Prospekt, and there are often traffic jams and difficulties with parking. By the way, the main street is just a stone's throw away - less than 5 kilometers, you can walk there.
The location of the complex, in general, is successful: it is washed on both sides by rivers, adjacent to a very decent Leontief Cape facility, has a metro station within walking distance and many infrastructure facilities nearby. Within a 15-minute walk there are several schools, kindergartens, clinics, grocery stores, fitness centers, restaurants and more. Oddly enough, there were only no pharmacies nearby, although closer to the metro they multiply exponentially.
On the other hand, one can complain that it is located near a busy road, in the surrounding area there is still a dilapidated, semi-abandoned industrial zone, and the only place you can go for a walk is on Krestovsky Island. And yet it cannot be denied that this place is prestigious, liquid and will always find its admirers.
The Premier Palace itself seems to stand on a pedestal, which makes it seem even more solid and majestic. The territory is fenced, and you can only get inside through managers. By the way, “L1” treats everything philosophically. I ask: “Well, are you sure you’ll deliver phase 3 on time?” And they answer: “We are still actively building, but who knows what will happen there tomorrow.” But even despite this, I liked the consultation. The manager explained everything in detail, answered questions and at the end gave a tour of the facility. The only thing I couldn't tell you was the prices. He said that I could only find them out from the central office employees. After which he carefully wrote down my phone number and gave it to one of them. A little later, the manager of the main department actually contacted me, sent me an agreement and terms of payment, but again it was not possible to obtain information about prices in general. They name them only for specific apartments - they hide them, like the needle from the fairy tale about Koschei, honestly. But you can still find them on third-party resources.
For comparison: in buildings that were commissioned in 2016, 1 sq.m. 42 sq.m. cost 6.6 million rubles, and in those in 2017 - 5.5 million rubles.
The cheapest one-room apartment, which I mentioned at the beginning, is also available for rent at the end of next year, its area is 35 meters. 4.4 million is the price with 100% payment.

3 sq.m. from 133 sq.m. (Q4 2016) - 20.8 million rubles, from 88 sq.m. (Q4 2017) - from 11.1 million rubles.
4 sq.m. from 150 sq.m. (Q4 2016) - 16.8 million rubles, 189 sq.m. (Q4 2017) - 31 million rubles.
I note that the prices are given, although they are from a reliable, but still not an official source, so to clarify the cost it is better to contact the manager. Moreover, the buildings are handed over not only in queues, but also in stages, and it is very easy to get confused in them.
And since we’re talking about prices, I’ll immediately tell you about the terms of purchase. True, they vary depending on the building, so for a general understanding I will only give the last houses - there is more choice there. So first of all, at the time of my visit they were offering an additional 6% discount. Further relaxations were applied depending on payment options. With 100% payment within 3 days the discount is 11%, within 30 days - 10%. In installments for 18 months, a 10% discount applies only to the down payment, which must be at least 15%. There is another type of installment plan, in which the balance (no more than 50%) can be paid in a year. But in this case, a 2% discount will be given exactly for the amount of the debt. Mortgages for these buildings are issued only as collateral for existing real estate. You can book an apartment for free for 3 days.
But I got distracted and didn’t tell you about my impressions of the object. And they turned out to be quite contradictory. I'll start with the good. The buildings are being actively completed, there are a lot of workers, it seems that things are going well. Peace and grace reign in the courtyards - no noise or dust, and a magnificent view of Malaya Nevka opens up from everywhere. But at the same time, what was realized differs significantly from the initial sketches and “in real life” the feeling that for some reason the luxury object does not appear. Although the decoration of the houses seems to be beautiful, and the front doors are respectable... In my opinion, it turned out to be a good business class.
But if this whole hierarchy is still a controversial issue, then there are very specific things that are incomprehensible to me. In particular, why is the foundation slab still being poured in one of the buildings with a completion date of the end of 2017, while in the other the 5th floor is being built. The manager assured that the frame could be raised easily and quickly in just 9 months, and they would definitely succeed, but if I were the shareholder, I would have given it some thought. Although it will be unprofitable to postpone the delivery of these L1 buildings - now he is selling according to the DDU and will be forced to cover the penalties. According to the agreement, the developer will pay a penalty in the amount of 0.1% (but not more than 1%) of the total cost if he delays the transfer of the property for more than 3 months. True, there is one “but”, if this happens through the fault of third parties, then responsibility is removed from him. If you want to terminate the contract, you will be charged 10%.
Along the way, the manager said that on some of the first floors of the Premier Palace there will be commercial premises, but he does not know which ones. But the municipal kindergarten definitely promises, the developer is building it himself. Underground parking costs from 2.2 to 2.5 million rubles, depending on whether it is under construction or has already been commissioned. However, cars can be left on the territory of the complex. And again, this is nonsense for an elite property, but it looks appropriate here, since there are no parking spaces at all in the area.

The closest neighbor of our complex is. It is located closer to the edge of the peninsula, where the Zhdanovka and Malaya Nevka rivers converge. That's what we decided to focus on. The first building, like a lighthouse, stands almost on the edge, and the second, in the shape of the letter W, seems to cover it from behind. The project is expensive, interesting, with rich infrastructure (which is worth the yacht pier alone), but it also takes a long time to build. Initially it was planned to be completed in 2013, but work is still ongoing. If this doesn’t scare you, the developer offers many original layouts, up to penthouses of 500 sq.m.
But the developer is meeting the deadlines, the house is almost completed and is getting ready for delivery. The new building is located on Zhdanovskaya Embankment, and is somewhat reminiscent of the mansion that was here before. Only that one at one time belonged to one family, and this one will be the 72nd. The new building consists of two sections and 9 floors, and also has underground parking and commercial premises. There are almost no apartments left for sale, but there are still options from 50 to 95 square meters and a couple of two-level apartments with an area of 142-161 sq.m.
The Officersky residential complex is located next door to it, but not on the embankment, but in the courtyards, in Ofitsersky Lane. But it was also built in the spirit of old traditions, and does not exceed 9 floors. The project included two buildings: the first one was commissioned two years ago, and the current one, having been delayed for 3 quarters, is being prepared to be handed over this fall. There are also one-room apartments from 60 meters, two-room apartments from 72 and three-room apartments from 122. In addition, investors are promised to be pleased with a closed courtyard, large underground parking, video surveillance, concierges and security; expensive Stein elevators and clean tap water.
A large selection of apartments should await clients in , since this property went on sale later than its competitors. However, I wouldn’t be surprised if many of them have already been sold out; the project is very interesting. Firstly, because it is being built on the secluded Petrovsky Island overlooking the Malaya Neva. Secondly, because it is a small, cozy house for only 249 families. Thirdly, simply because he is handsome. The architects combined classic and modernity in it, and it turned out very unusual. Apartments offer from 36 to 150 sq.m., from studios to 4-room “euro” layouts. The complex has all the necessary set of privileges for an object of this level, but it will not be possible to talk about this briefly - it is better to refer to the official website.

There is no arguing about tastes, but I'll try. It seems to me that the Premier Palace residential complex still does not reach the elite level, although it has good makings. This is an excellent location (historical center, water view, walking distance to the metro), high liquidity, and simply cosmic layouts coupled with 3-meter ceilings. But parking in the yard, the lack of its own well-thought-out infrastructure and “tricks” that distinguish premium properties from the rest, still do not allow it to reach the stars. However, is it worth nitpicking when the cost is far from luxury? I think that in terms of price-quality ratio, Premier Palace outperforms many other complexes. But the main thing now is that work on the last buildings continues at the same vigorous pace.
