Preparation and sending of statistical forms in electronic form from 1C:Enterprise. How to send a report to Rosstat, the form of which is not in the “Regulated Reporting” directory? A universal mechanism for setting up filling out statistics forms
In this article, I will tell you how to automatically fill out the statistical form P-1 “Information on the production and shipment of goods and services” in the 1C program: Enterprise Accounting 8 edition 3.0. The form is submitted by large and medium-sized organizations with more than 15 people.
Let's consider an example in which the company Servicelog LLC provides services to legal entities and individuals. In order for the form to be filled out correctly, you need to make the settings correctly. But before talking about the settings in this case, it is very important to understand how the directories “Nomenclature” and “Nomenclature Groups” differ, and also to understand how to use them correctly in 1C programs (our article “Nomenclature and nomenclature groups in 1C: Enterprise Accounting 8 - how to use correctly? ").
In our example, the item group will be called “Services,” and there will also be two item names: “Computer network maintenance” (which reflects services to legal entities) and “Computer maintenance” (services to individuals).
Open the “Reports” tab, “Regulated reports”
Select the organization and click on the “Create” button, mark the type of report and click “Select”.
We select the period for which we will fill out the form and click the “Create” button.
A blank form opens. In order for the form to be filled out automatically, we make settings for the lines of interest to us. Click on the “Fill” button and select “Customize”

In our example, lines 1, 21 and 28 will be filled in. We start with line 01: this line reflects all revenue received from both legal entities and individuals.
We select the observation object “Products and Services” and add a new selection element - by Nomenclature Group of Revenue with the value “Services”. Now the revenue for all services will go to line 01.
Then we set up filling out page 21, in which we must describe our services by type of activity (according to OKVED). In the window that opens, select our type of activity (there may be several of them) and, in the same way as on page 01, set the setting “Nomenclature group of revenue equals services”
If your organization provides services not only to legal entities, but also to individuals, then you must fill out page 28 “Paid services to the public,” which reflects only services provided to the public. When performing this setup, we already set the selection not by product group, but select a separate product - “Computer Maintenance”, since for this product we only reflect revenue received from individuals.
Now click “Fill” and get the finished report
Our organization does not use a truck in its work, does not engage in trade or production, therefore we do not fill out sections 4.5. But since we provide paid services to the population (page 28 is completed), we must send Appendix No. 3 to form P-1 along with form P-1.
Appendix No. 3 is filled out in the same way. Open the “Reports”, “Regulated reports” tab, select the desired form and open the filling settings
Just as we set up filling out line 28 in form P-1, we’re setting up filling out Appendix 3, the main thing is to select the “Types of services” correctly so that the lines of the form are filled out correctly.
Click “Ok”, click the “Fill” button on the title page and get the finished report.
In the example we considered, the organization provides one type of paid services, therefore line 28 of form P-1 must be strictly equal to one of the lines of Appendix No. 3. If your organization provides several types of services, then line 28 will be equal to the sum of the types of services, that is, line 28 of form P-1 is listed by type of service in the form Appendix No. 3.
To check the completion of sections 1 and 2, we will generate SALT for account 90 and look at the general data on revenue for September and October.
According to the instructions on the form, lines 1 and 21 of the P-1 report are filled out without VAT, line 28 including VAT.
In SALT we see that revenue for September including VAT amounted to 241,900 rubles, VAT for September: 36,900, that is, revenue without VAT is equal to 205 thousand rubles.
Revenue for October: 125,080 rubles, VAT for October: 19,080 rubles, revenue excluding VAT: 106 thousand rubles.
The turnover in OSV coincides with the indicators on pages 01, 21, which means these lines are filled out correctly.
In order to update the required statistics form, go to the Rosstat website (link http://www.gks.ru/metod/XML/XML_plan_2017.htm), select the report form we need from the list and download it, then unzip it and get the files in xml format.

In the templates window, click “Download”, point to our previously downloaded file and click “OK”.

Now close the templates window, and in order to generate our downloaded report, go to the “Reports” tab, then “Regulated reports”, click “Create”, open the “Statistics” group in the list, select “Statistics: Other forms” “Then click on “Select Form”.

After we have downloaded the statistics form we need, open the “Accounting” tab in the list, select the “Regulated reports” item, then “Tax and statistical reporting”

In the window that opens on the left with a list of report options, in the group of statistics reports, find the item “Other forms of statistical reporting” and double-click to open it.

Then in the templates window click “Download”.

Now we close all windows and in order to generate the downloaded report form, we also go to the “Accounting” tab, then “Regulated reports”, select the “Tax and statistical reporting” item, on the left in the list we find a group of statistics reports, select the “Other forms” item statistical reporting" and double-clicking the mouse to open it. In the window that opens, click “Select Form”.

And select our report form from the list.

Then click “Ok” and our report form will open in front of us, after which we can start filling it out.

Forms of statistical monitoring of construction, investments in non-financial assets and housing and communal services have been approved. Among these forms, Information on the commissioning of buildings and structures in form No. C-1 was approved. This form has been used since the January 2018 report. We will tell you who needs to submit this form and within what time frame in our material.
Who submits form No. S-1
Form No. C-1 is compiled by developer organizations that have been issued permission to put capital construction projects into operation, as well as organizations that have unfinished construction projects on their balance sheets.
The form is submitted at the location of the organization and its separate divisions. In this case, if there is no information, Form No. C-1 is not submitted.

Deadlines for submitting the form
The monthly form for 2018 is due no later than the 3rd day of the next month, and the final form for 2018 is due no later than 02/01/2019.

Contents of the form and procedure for filling it out
Form No. C-1 consists of a title page and 5 sections:
- Section 1 “Commissioning of buildings by customers”;
- Section 2 “Capacity of commissioned facilities in non-residential buildings and structures”;
- Section 3 “Residential units in commissioned residential and non-residential buildings”;
- Section 4 “Distribution of commissioned residential buildings by wall materials and number of storeys”;
- Section 5 “Information on buildings and structures under construction as of the end of the year.”
Sections 1, 2, 3, 4 of Form No. C-1 for the month in which permission to put the facilities into operation was issued, as well as the annual report, provides information on residential and non-residential buildings, residential premises, residential units in residential and non-residential buildings, according to the capacity of commissioned facilities in non-residential buildings and structures.
Section 5 is completed only in the report for 2018. It contains information on buildings and structures:
- or which are under construction;
- or their construction is temporarily suspended or mothballed (financing for which was not provided in the reporting year or funds were allocated only for mothballing).
Brief instructions for filling out form No. S-1, as well as monitoring the form’s indicators, are given in Appendix No. 8 to Rosstat Order No. 562 dated August 30, 2017. And detailed instructions are approved by Rosstat Order No. 5 dated January 12, 2018 and are posted on the Rosstat website in the appropriate
Form C-1 Information on the commissioning of buildings and structures is submitted to the territorial body of Rosstat by all legal entities (except for small enterprises, including microenterprises). The statistical report must be submitted monthly.
Information is provided by respondents (developer organizations) of all types of economic activity, regardless of the form of ownership and organizational and legal form of business entities carrying out construction and commissioning of facilities.
A legal entity fills out this form and submits it to the territorial body of Rosstat at its location.
If a legal entity has separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.
The completed forms are submitted by the legal entity to the territorial bodies of Rosstat at the location of the corresponding separate division (for a separate division) and at the location of the legal entity (without separate divisions). In the event that a legal entity (its separate division) does not carry out activities at its location, the form is submitted at the place where they actually carry out activities.
The head of a legal entity appoints officials authorized to provide statistical information on behalf of the legal entity (including in separate divisions).
The address part indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, and then in brackets - the short name. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.
The line "Postal address" indicates the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual postal address is also indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.
A legal entity enters the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) in the code part of the form on the basis of the Notification of assignment of the OKPO code sent (issued) to organizations by the territorial bodies of Rosstat.
For territorially separate divisions of a legal entity, an identification number is indicated, which is established by the territorial body of Rosstat at the location of the territorially separate division.
Respondents (developer organizations) carrying out the construction and commissioning of buildings and structures on the territory of two or more constituent entities of the Russian Federation, also highlight data on the territory of each of these constituent entities of the Russian Federation on separate forms of Form N C-1.
For linear construction (oil pipelines, communication lines, railways and roads, etc.), located in several territories (republics, territories, regions, etc.), the commissioning of facilities for each of them is determined based on the commissioning volumes related to to individual sections and objects of this construction site located in the relevant territory.
In addition to one mandatory copy of the annual accounting (financial) statements, which, in accordance with Federal Law dated December 6, 2011 No. 402-FZ “On Accounting,” is submitted to the state statistics body at the place of registration, all companies must submit statistical reports, but to different deadlines and according to a different list of forms. The article describes a new mechanism implemented in the 1C:Enterprise 8 programs, thanks to which you can fill out any required statistics form, upload it to a file and send it electronically to Rosstat via communication channels.
Statistics, as they say, knows everything. More precisely, she strives to know everything. And in order for this to be possible, it requires a variety of data from each “business unit”, from each organization. There are many statistical forms, the indicators that need to be provided are very diverse and, sometimes, they are not clearly contained in the accounting data.
The Statistics section of the programs “1C: Accounting 8” (rev. 3.0), “1C: Accounting 8” (rev. 2.0), “1C: Integrated Automation 8” already contains several dozen statistical forms, and the list continues to grow. At the same time, the “trouble” of generating statistical reporting is currently compensated by the convenience of submitting it to Rosstat - in electronic form. In order to expand the list of reports transmitted in this way, a universal statistical report has been developed. It allows you to prepare, upload to a file and/or send via 1C-Reporting those forms of statistical reporting that have not yet been implemented in the program, but for which there is an electronic presentation template.

As noted above, not all the values necessary for filling out reports are clearly present in the information base (about 90% of them are), therefore the forms are intended to be filled out manually - the fields to be filled out are indicated in yellow (see Fig. 2). When saving a report in the infobase, its template is also saved, which allows you to restore the screen form and display the data when opening the saved report. And after filling out and saving the report, you can either upload it to a file (button Unloading) for transmission via appropriate communication channels, or, if you are subscribers to the service 1C-Reporting, send to Rosstat directly from the program (button Send).
Since this report is intended to work with many statistical forms and specifically for transmission in electronic form, it does not provide for printing the form in a form approved by Rosstat (you can only print the screen form).
After statistical reports are implemented in programs in a “normal” form, the universal report will be excluded from the list of reports.
