Promsvyazbank has resumed its card overdraft service for its salary clients. The size of the overdraft limit depends on which segment the client belongs to; the rate is the same for everyone - 22% per annum. The bank notes that this is one of the most competitive offers on the market. Using her own example, the Banki.ru columnist was convinced that some credit institution managers are too aggressive in pushing the service. We talk about our own experience in our material.
How much?
Promsvyazbank has already tried a “salary” overdraft in 2011 and 2013; in the second quarter of this year, the project was resumed in a modified configuration.
“We have made a decision on pre-approved overdrafts to the cards of our “payroll workers.” Now our whole scheme works in segments, the bank evaluates the register deposits that the client had in previous periods, how long he has been working and how often he changes employers. And then the bank offers individual solutions for each client,” says Mikhail Kolomiets, director of credit products and development of customer relationships at Promsvyazbank. - The interest rate under this scheme is quite loyal, it is 22% per annum for all “salary earners”. This is a very competitive rate in the market. Traditionally, overdraft is a product with high interest rates and a complex profile of client behavior from a risk management point of view. Before resuming the project, a separate risk model was developed, which made it possible to offer a good rate to a segment of clients with a low potential risk of default.”
The overdraft agreement is concluded for 50 years. According to Kolomiets, this is a formality that does not have any special sacred meaning and stems from the generally accepted practice in the market of timing the conclusion of card contracts, so as not to renew the contract several times. Plastic cards are reissued every two to three years, while the contract is concluded for a longer period, because the period of stay of clients with the bank is much longer. In different banks, the overdraft agreement is concluded for 20, 30 years or also for 50 years, it depends on the default term used in card contracts, the expert notes.
Currently, closing a salary card automatically means closing the overdraft. However, for the future, we are considering the possibility of maintaining an overdraft for those salary clients who have changed their place of work, but have proven themselves well, left the PSB card in use and transfer funds to it monthly.
“The decisions we give on overdrafts are not based on the clients’ applications themselves, but on the pre-approved decisions of our bank, that is, PSB considers in advance and offers a service already agreed upon within the bank,” Kolomiets clarifies.
The bank also offers a credit card with free servicing at a rate of 25.9-29.9% per annum for salary clients of the bank. The advantage of such a card is a larger credit limit and the availability of additional options. The advantage of an overdraft is the commission-free withdrawal of cash by card at the ATMs of Promsvyazbank and its partners (about 11 thousand ATMs throughout Russia).
You can currently activate an overdraft at the bank office. The expansion of channels for connecting this service to ATM, call center, and Internet banking is in the process of implementation. It is assumed that when connecting via a remote channel, the rate will be lower. You can now disable the overdraft at the bank office or by calling the call center.
“If you do not have enough funds on your salary card for the necessary purchase, then with an overdraft enabled, the bank will automatically provide you with the missing funds when completing the transaction. It doesn’t matter how much money you withdraw, the interest rate will apply to the entire overdraft limit specified in the agreement,” Kolomiets points out. - Next, the next time funds arrive on your card, all overdraft debt is initially repaid automatically. Since the overdraft limit usually does not exceed 30-50% of the salary amount, the client will not be left in the red in any case.”
Loans separately, salaries separately
Every month, starting in March 2015, Banki.ru analysts have been monitoring the average interest rate for both non-target consumer loans and credit cards.
According to Elena Sudarikova, head of the credit product analytics sector at Banki.ru news agency, for cash loans at the beginning of March the average rate was slightly more than 36% per annum. It gradually decreased following the key rate of the Bank of Russia. But its most dramatic changes occurred in June - July, when banks adjusted their programs in accordance with the restrictive requirements of the Central Bank, which came into force on July 1, 2015. Then the rate on cash loans decreased by 2.5 percentage points. In October, this figure was 30.91% per annum.
“For credit cards, including debit cards with overdraft, most banks resumed their programs and established current tariffs in March - April of this year. The average rate on cards began to gradually decrease in June from 32.7% per annum. As of October 5, 2015, its value was 30.69% per annum,” says Sudarikova.
As the large banks we surveyed note, recently they have deliberately “separated” the borrowed funds of payroll clients from the corresponding cards.
“Payroll clients of B&N Bank can apply for a credit card with free service. Loan rates will be lower than for “external” clients. We deliberately took exactly this path, analyzing the behavior of clients and their needs,” comments Pavel Kravchenko, director of the department for the development of card products and technologies at B&N Bank. - The result of the study was a clear understanding that clients want to divide financial flows into “targeted transfers” and “credit funds.” In this case, the client clearly understands by what means he pays in the store. This scheme also makes it possible to reduce your monthly credit card payments as much as possible. In addition, having two cards is safer (different PIN codes, CVV, etc.).”
Alfa-Bank offers salary clients the sensational “Gemini” card - a debit card on one side and a credit card on the other. The card is provided to new “salary earners” of the bank. The initial lending limit is 10 thousand rubles with the possibility of increasing the limit to three salaries within three months.
“Overdraft on VTB 24 debit cards is offered to all partners - payroll clients of the bank. The decision to connect it to a specific client is made by the organization itself, and not by the bank. The overdraft limit is 50% of the salary, the bank notes. - The overdraft rate is uniform and amounts to 28%. The overdraft is issued for an indefinite period. Interest in the service is consistently high. It is used by a fifth of our payroll clients, while at least 40% of those connected to it are active users.”
According to Dmitry Lepekhin, head of the debit product development department at Otkritie Bank, a credit line for salary clients, provided in the form of an overdraft, is not a very convenient tool for clients. As a rule, such programs do not imply a grace period in which interest is not accrued for the use of borrowed funds.
“The debt is completely repaid by incoming salary payments, which means that the client cannot decide for how long he wants to take the money, strictly until the next salary receipt. It is much more convenient to use a credit card, because you have the opportunity to independently decide for what period of time to borrow funds from the bank,” says Lepekhin.
“We have long ago moved from a form of lending in the form of an overdraft to providing our clients with a universal card product “Single Card”, which combined a debit card, a credit limit with a grace period and a bank deposit. Unlike overdraft, the “Unified Card” has become a more convenient and high-tech payment instrument. It allows you to use your own and credit funds, replenish your deposit and withdraw interest, as well as save money on the cost of issuing and servicing additional cards. An undoubted advantage for clients was also the availability of a grace period of up to 55 days,” said the Moscow Credit Bank.
Personal experience
I have been a payroll client of Promsvyazbank for several years, and I have not had any problems with the credit institution. However, in the last two months, the bank manager started calling me. She asked me to come to the Oktyabrsky additional office, where I had my card open, to scan my passport to confirm my personal data. In the first two weeks of October, calls from account manager Elena became especially persistent.
I tried to find out why none of my colleagues participating in the same salary project receive calls with similar requests, what is the reason for the need to confirm my personal data, why the personal manager allocated for our project cannot come to our office to confirm this data. It was not possible to obtain truly reasoned answers. The only more or less understandable answer sounded like “When scanning remotely, the passport is scanned unclearly, and it still has to be rescanned in the office.”
However, when, after Elena’s telephone onslaught, my visit to the additional office did take place, I began to suspect that the purpose of the visit was not to confirm the data.
The manager scanned my passport, explaining that “client databases are being reinstalled and because of this, some clients are “lost” in the system,” and said that the “Spare Wallet” service is now being connected to each salary client in test mode. She emphasized that this was a service and that it was free. Notified me that an overdraft would be activated on my account. I did not like it. Moreover, Elena indicated that the service is automatically activated for all payroll clients.
I asked to print out some materials about the service so that I could read about it, since it will be activated automatically. As printouts, I was given - I was hardly even surprised - “Application for granting a consumer loan with a credit limit (establishing an overdraft limit)” and “Individual terms of a consumer loan agreement with a credit limit.”
So, I was provided with an overdraft on my card account in the amount of 30 thousand rubles for a period of 50 years at a rate of 22% per annum.
“The borrower is obliged to repay the principal debt by paying a minimum monthly payment of 5% of the principal amount no later than the seventh calendar day from the end of the payment period,” read the documents handed to me. - If there is an overdue debt regarding the principal debt, the borrower pays the bank a fine for failure to comply with the repayment deadlines for the principal debt. In the amount of 20% per annum of the amount of overdue debt on the principal debt, if interest was accrued for using the loan during the period the borrower violated obligations, and in the amount of 0.1% of the amount of overdue debt, if it was not accrued.”
In response to my reasonable question, where in at least one document does the name of the “Spare Wallet” service appear, the girl manager began to smile and answered that this is the internal name of the service. When asked why on earth they are trying to impose a consumer loan on me, she began to giggle and fervently explain how she hates these incorrect forms of contracts that are drawn up incorrectly, because of which she has to chew everything out to clients again and again, and that this is not a consumer loan, but a service for the use of which you will have to “pay literally six rubles” (but just now it was free, according to the same girl).
Experiencing extremely bad feelings, I calmly informed the girl that I am a financial journalist for the Banki.ru portal, I know how an overdraft works, and I understand this kind of agreements. The innocent youth representative assured me that she knew where I was coming from. Then I asked if it was possible to refuse the service. Elena blinked her eyes in surprise and said that she had already connected it to me: “After all, you asked to print out the documents for you.” By the way, I still have the documents. There are Elena's signatures there - and not a single signature of mine. That is, they connected an overdraft to my card without properly executed documents for this, without a single document signed by me.
I asked to turn off the service, but Elena said that this could be done through the call center after a month. After much debate, it miraculously turned out that this can be done right now by writing an application to reduce the overdraft limit to zero. An interesting detail: I received an SMS stating that my limit was zero rubles, but I did not receive the fact that it was connected and amounted to 30 thousand rubles.
While trying to understand the situation with Promsvyazbank, the credit institution stated that the overdraft was a special offer for very good and reliable “salary earners,” and asked me to consider myself one of the most desirable clients, since it was offered to me. They promised to sort out the problem at the highest level and have already involved several departments.
“There was a misunderstanding here, a purely operational error,” Mikhail Kolomiets commented on my situation when I told him my story. - It is clear that in accordance with the registration procedure, the overdraft certificate cannot be activated without your signature on the documents. This product is pre-approved, but this does not mean that it is connected to you without your consent. The implementation of technology for remote self-connection of an overdraft by the client is intended, among other things, to eliminate such operational errors.”
Let's hope that there are really only a few such cases in PSB. However, such experience teaches us: even with a salary product that seems to have no problems, you need to “keep your eyes open.” There can always be a technical failure or a particularly active manager will want to “close” your plan. Therefore, do not hesitate to ask uncomfortable questions if something is not clear to you, and ask a lot of them. Request documents that seem necessary or interesting to you, and read them carefully and completely. And also check to see if you have any additional services connected to your accounts. By the way, if the services are still connected, then “support” the application to disconnect them not only with the signature of the operator who served you, but also with his seal (if any), the seal of the bank and the date.
