In this article we will talk about what the abbreviation Minimum Wage means and how it is used in the 1C program.
The abbreviation MROT stands for minimum size wages. That is, it is designated, according to those in force in the territory Russian Federation Federal law, lower threshold wages, below which the employer does not have the right to pay his employee for the work duties he performs in accordance with the agreement concluded between them. In this case, the employee must work the required working hours and fulfill his work obligations. Compliance with this requirement is guaranteed by the Labor Code of the Russian Federation, and violation entails administrative liability in the form of a fine.
The minimum wage value is fixed amount, expressed in national currency, and a uniform one is established for the entire territory of the Russian Federation. The minimum wage should not be lower than the subsistence level, and therefore it is indexed annually. Thus, you need to understand that you don’t need to calculate the minimum wage yourself (sometimes the question arises what percentage should be applied to living wage in order to receive the minimum wage, etc.), it is presented as an absolute value already established by the Government of the Russian Federation.
The minimum wage value changes according to special resolution Government of the Russian Federation.
The amount of benefits paid to women for pregnancy and childbirth, the amount of payments for temporary disability, as well as the amount of other payments provided for within the framework of state system social protection population.
Today, the minimum wage in the Russian Federation has reached 11,163 rubles, this amount has been applied since May 1, 2018.
Now let's talk about how in the program and ZUP 3) you can see the current value of the minimum wage. Please note that in 1C only the federal value of the minimum wage is presented; there is also a minimum wage regulated at the regional level, valid for individual constituent entities of the Russian Federation; these indicators are not stored in 1C.
Find the current minimum wage value in the information register called Minimum wage. You will not find this register on the panel; it is available in the All functions section, which opens in the Main menu of the program.
If the All functions section is not displayed in the proposed list when opening the Main Menu, then you will first have to add its display. To do this, right here in the menu, open Tools, select Options and select the option Show the “All functions” command.
There is no need to manually enter the value into 1C 8.3 Minimum Wage; it is installed automatically when updating the program; here it is important to maintain the current release of the working configuration.
It happens that 1C users have a question about how to change the minimum wage in 1C 8.3? The answer is simple - no way, editing this value is not provided in the system. The key to obtaining correct data for the current date, as already written above, is timely updating of the program. This is very important for the correct execution of payroll calculations for employees of an organization.

Below is an example in the “1C: Salaries and HR Management, edition 3.1” configuration.
To calculate an additional payment up to the minimum wage, you need to create an accrual type; to do this, on the “Settings” tab, click on the “Accruals” link.

In the window that opens, click “Create”, fill in the “Name” field, select the accrual purpose “Time-based wages and allowances”, accrual is carried out “Daily”, the items “Accrual when calculating the first half of the month” and “Include in payroll” are included automatically, leave them, then in the “Calculation and Indicators” section, select the result calculated and click “Edit Formula” and enter the formula “MAX(minimum wage * Share of Part-Time Working Time * TimeInDays / StandardDays - CalculationBase, 0)” and click “OK”.

The current value of the minimum wage (federal) is stored in the information register “Minimum wage” and is installed along with the program update.
User editing of the minimum wage value in the program is not provided!
ATTENTION! The regional value of the minimum wage is not maintained in the program, since all federal benefits are calculated based on the federal value of the minimum wage.
There are several ways to view information about the current minimum wage for any date.
1. Main menu - All functions - Information registers - Minimum payment labor. See the next three pictures for details.
2. Using a universal report, as shown in the following pictures.

Using the 1C Accounting 8 program. Go to home page— Additional information — Reference information — The size of the minimum wage, as shown in the figures below.
From January 1, 2018, the minimum wage was set at RUB 9,489. (corresponding amendments were made by Federal Law dated December 28, 2017 N 421-FZ).
The new minimum wage is implemented in ZUP 3.1.4.161. You can see the established values of the federal minimum wage in the section Settings – Editing legal values:

According to clause 23 of the Regulations on the specifics of calculating benefits, approved Government Decree No. 375 dated June 15, 2007), in this case the amount of benefits for a full calendar month is determined based on the minimum wage established on the start date of parental leave(for persons working at the time of occurrence insured event on a part-time basis - in proportion to the length of working time). In this case, the average daily earnings are not calculated and the coefficient of 30.4 is not applied.
At the same time the size monthly allowance child care cannot be less than the legally established minimum.
The legally established minimum amounts of benefits for child care up to 1.5 years old are as of 02/01/2017:
The minimum for caring for the first child from 02/01/2017 is 3,065.69 rubles. Minimum wage from 07/01/2017 = 7,800 rubles. 40% x 7,800 rub. = 3,120 rub. > minimum size. Thus, if parental leave began in the period from 07/01/2017 to 12/31/2017, then the minimum benefit for a full calendar month will be 3,120 rubles.
For those holidays that begin in 2018, the minimum amount of benefits for caring for the first child will be slightly higher: 9,489 rubles. x 40% = RUB 3,795.60
In situations where your company employs a small number of people, you can maintain both personnel records and documents in this program. We paid attention to the number of employees for a reason. The reason is that you can only use some functionality if you have no more than 60 people working for you.
In later releases of 1C 8.3 Accounting 3.0, the configuration interface has changed slightly, but the functionality essentially remains the same. You can find it in the “Administration” program menu - “”. In the form that appears, click on the “Salary Settings” link.
The interface of the settings we are interested in is quite simple, because now everything is arranged in one window. Below we will describe all sections in detail.
First of all, we need to indicate that payroll and personnel records will be kept in this 1C Accounting. Without this, other settings will be unavailable. If it is carried out in an external program, it often means ZUP, but it can be any other.
To set up payroll accounting, click on the link as shown in the image below.
If you plan to keep records for several organizations at once, then this setup will need to be done for each one separately.
On the “Salary” tab, it is indicated, which is selected from a special directory. We will consider filling it out later. It also indicates the account to which the costs will be posted. We will also indicate from what period the changes will take effect.
This tab indicates the date of payment of wages, reflection in the accounting of depositors and the procedure for paying sick leave. Please note that personal income tax and fear. contributions are adjusted separately. You can access them by clicking on the corresponding hyperlink at the bottom of the form.
If your company must provide for the formation of a vacation reserve, go to the second tab of this window.
Some companies have some special surcharges for territorial conditions, for example, the northern surcharge, regional coefficient, enter this information on the “Territorial Conditions” tab.
Salary calculation
In the “Payroll” section, you can make available the functionality of keeping records of sick leave, vacations and executive documents. As mentioned earlier, this functionality is only available for companies with fewer than sixty employees. It is also recommended to set the flag on the second item. This is necessary for the convenience of working with payroll documents.
From the section we are considering, you can go to the list of types of accruals and deductions using the hyperlinks of the same name. As shown in the image below.
These lists initially already have some elements, but you can change and add your own. For example, a special bonus can be included in the accruals, and payments for the rental of company property by employees can be included in the deductions.
Reflection in accounting
Above we described setting up salary accounting. Accounting methods can be changed in the “Reflection in accounting” section using the link shown in the figure below.
In our example, the default accrual reflection is used. We will charge all costs to account 26 with the cost item “Payment”.
Personnel accounting
For more complete and convenient work with the program, it is better to make personnel records complete. In this case, employees personnel service will be able to enter data on admissions, transfers and dismissals of employees.
After making all the necessary settings in 1C 8.3, you will be able to maintain both personnel records and calculation of employee accruals. Of course, the functionality in the 1C:Accounting program is inferior to 1C:ZUP, but for small companies it is more than enough.
