The non-profit organization “State Housing Fund under the President of the Republic of Tatarstan” was founded as a state extra-budgetary housing fund on March 30, 1995 by decree of the first President of the Republic of Tatarstan Mintimer Shaimiev.

This right is recognized as deferred and is implemented after the family is included in the Register of a specialized organization. When the family exercises this right, the child acquires the right of common shared ownership of the purchased residential premises after full payment of its cost or full return of the principal amount and interest under a targeted monetary loan agreement concluded with a specialized organization.
In order to receive compensation for the birth or adoption of a child, the citizen-Applicant applies to the local government authorities at the place of registration or the public housing commission at the place of work (if any) with an application to include the newly born child in the registration file.
The Public Housing Commission, with a covering letter addressed to the executive director of the non-profit organization “State Housing Fund under the President of the Republic of Tatarstan”, provides documents for making changes to the registration file for the inclusion of a child.
After the notification about the need to conclude an additional agreement to the social mortgage/targeted cash loan agreement is reflected on the personal page, the Applicant and his family members contact the interregional representative office of the Fund.

After registration with the Executive Committee or on the website http://arenda.gilfondrt.ru/ you must go through the following procedures:

Citizens who decide to refuse to participate in the program and terminate the rental agreement for residential premises submit an application in the prescribed form to the interregional representative office for the district.
If the selected residential premises have been transferred and a rental agreement has been concluded, the following documents are attached to the application:
- agreement to terminate the rental agreement for residential premises;
- act of delivery and acceptance of residential premises;
- act of delivery and acceptance of movable property located in residential premises;
- act of reconciliation of received funds between the party to the agreement and the Fund;
- a certificate of absence of debt on housing and communal services from network and operating organizations on the date of application (is mandatory in the case of a refund to the citizen);
- an extract from the house register to confirm the absence of registered persons.
Managing a house built under the social mortgage program
Is it possible to change the management company or create an HOA in houses built under the social mortgage program?
According to clause 4. Article 44 of the Housing Code of the Russian Federation, resolving the issue of choosing a method of managing an apartment building falls within the competence of the general meeting of owners of the premises of an apartment building.
To make a decision on this issue, the owners of the premises of the above-mentioned residential building need to initiate a meeting of homeowners, including on the agenda the issue of choosing a method of managing the apartment building.
Citizens who have received a certificate of full payment of the share under a social mortgage agreement can take part in the general meeting of owners of the premises of an apartment building and vote on issues on the agenda.
For unpurchased apartments, the Fund takes part in the general meeting of homeowners.
According to Part 4 of Art. 4 of the Housing Code of the Russian Federation, the owner, another person specified in this Code, on whose initiative a general meeting of owners of premises in an apartment building is convened, is obliged to inform the owners of premises in this building about the holding of such a meeting no later than ten days before the date of its holding.
The minutes and decision of the extraordinary general meeting of owners of the premises of the house must be sent to the Foundation no later than 5 (five) days from the date of this meeting.
