They confirm that their owner is insured and has the right to use the range of medical services provided for by the main insurance program.

Paper form
The A5 sheet, painted blue, is protected with watermarks. The form is double-sided, and on each side you can find important information about the insured patient.
The front side contains:
- Full name, date of birth of the person, his gender;
- 16-digit individual number;

Also here are the coat of arms of the Russian Federation, a hologram, and a barcode, which determines the data on a citizen registered in the compulsory health insurance system.
In the updated forms, the barcode was moved from the middle of the sheet to the top so that when the sheet is folded in half, it does not fray.
On the other side of the paper document you can see:
- information about the insurer indicating the address and contact telephone number;
- signature of the head of the medical organization;
- seal.
There is also enough space to add additional information. In particular, if the patient decides to change insurer, the new data will be entered on the same form. For this purpose, 10 empty columns are left.
The photo is not placed on the form. It is not laminated, so bending it is not recommended.
The electronic compulsory medical insurance policy is a three-color card of standard size. Information about the insured person is stored in the chip.
The front side contains the following:
- 16 digit number;
- name of the insurance company;
- coat of arms of the Russian Federation;
- logo of the compulsory MS system;
- electronic media.
Specific information about the insured is located on the reverse side. This:
- Full name, gender, date of birth;
- photography (for persons over 14 years old);
- his signature.
Here you can also find the date until which the card is valid (issued for only 5 years), the telephone number of the compulsory medical insurance fund that issued the policy, and, as confirmation of the authenticity of the document, a hologram.
The information embedded in the chip cannot be corrected. Therefore, if there are any changes to the data, you will have to order a new card.
The issuance of UEC was discontinued a couple of years ago, but holders of such a card can continue to use it until its expiration date.
Using such a document, you can open bank accounts, pay for travel on public transport, use medical services, presenting it as insurance.
The front side of the UEC contains:
- individual number,
- electronic medium of the owner’s personal data,
- logos of the bank that services the card and the institution that issued it,
- name of the payment system,
- image of the Russian coat of arms,
- protective numbers.
The personalized reverse side of the UEC makes it possible to see the following:
- owner's photograph
- his full name, gender, date of birth,
- signature,
- numbers of all personal documents linked to the card: SNILS, bank card, insurance,
- telephone number of the organization issuing the document,
- month and year of expiration of the UEC validity period.
There is also a magnetic strip used to read personal data.
Pros and cons of each option
Each of the forms of medical insurance existing today has its own advantages and certain disadvantages. Everyone must decide for themselves what disadvantages they are willing to put up with and which option is more convenient for them.
A paper form is impractical to use. But it eliminates the need to constantly change documents when changing insurers.
Each patient has the right to change insurance organization once a year, and if he has paper insurance, he can simply add another insurer to the same policy without changing it.
An electronic card is more compact, convenient, durable and wear-resistant. It is securely protected and eliminates the risk of being used by another person.
However, some clinics still do not have equipment to read data from the chip, so cardholders often have to carry a passport with them. And not all branches of insurers issue the card itself.
Also among the disadvantages of the electronic version of health insurance, it is necessary to note the impossibility of changing data. If the insured person changes his address, last name, or decides to seek services from another company, he will have to change the policy.
The UEC has the same pros and cons as the electronic version. Its only difference lies in its versatility, which greatly simplifies life and expands possibilities.
But since such a card is no longer issued, there is no point in stopping your attention on this option. Those who already have UEC will probably use it until the very end.

The transition of Russians to a new type of compulsory medical insurance policy is a smooth process and not limited in time. There is no point in rushing to exchange if your data has not changed and the paper form or electronic card is in good condition.

Do I need to change compulsory medical insurance when changing my registration?
Art. 51 clause 2 of the Federal Law “On Compulsory Health Insurance in the Russian Federation” regulates that all policies issued on the territory of the Russian Federation before 05/01/2011 are valid until they are replaced by a single format. Thus, the insurance you have in hand does not have to be changed until its validity period comes to an end.
However, in some circumstances the policy must be replaced without delay. For example, in the event of a change of place of residence, personal data or loss of insurance, it may be considered invalid. If outdated information remains in the compulsory medical insurance policy, the citizen may be denied medical care.
It is worth noting that there is no need to replace the compulsory medical insurance policy in case of a temporary change of place of residence, a short-term departure or a long business trip. But in case of change of registration, obtaining a new insurance contract is a mandatory condition.
Types of insurance documents
Section III of the Rules of Compulsory Health Insurance contains uniform requirements for the preparation of an insurance document, describes its types and information that must be provided in it. In 2020, citizens have several types of them in their hands:

Registration deadlines
As a rule, the period for issuing insurance does not exceed 10 days. Insurance companies issue a new document within 1-1.5 weeks, depending on workload.
Clause 50 of the Rules of Compulsory Medical Insurance stipulates that the period for issuing an insurance contract cannot exceed the validity period of the temporary certificate issued during the acceptance of documents. Thus, the maximum duration for producing a new document is 30 days.
If compulsory medical insurance is issued through the MFC, then the time frame for receiving it may increase by a couple of days. This occurs due to the document being sent by mail.
Conditions for mandatory replacement
Here are the cases in which re-registration of health insurance is mandatory:
- loss of a valid document (loss, damage, theft);
- change of personal data of the insured person: last name, first name, patronymic;
- in connection with moving to another city or region of the country for the purpose of permanent or temporary (if there is a certificate of temporary registration) residence;
- replacement of a civil passport or other identification document, information about which is provided in the contract;
- when changing the insurance organization providing health insurance;
- presence of inaccuracies and errors in the insurance contract.
The above circumstances oblige the insured person to notify the insurer of changes within 30 days. As a rule, new health insurance is made and issued 10 days after the applicant applies. The service of issuing and replacing a compulsory medical insurance policy with a new policy is free of charge.
