Until 2013, there was no unified database of insurance companies and information about all drivers in our country. Each company, when calculating the policy, was guided by its driver history. If there was no information about the driving history in the personal database of the insurance company, then the driver did not receive a discount on the cost of OSAGO.
But the lack of a single base allowed drivers who often get into road accidents to issue policies much cheaper than in accordance with the insurance rules. So before, drivers who had an accident, realizing that the next time they took out insurance, the policy would increase significantly in price, they turned to another insurance company, which in turn had no information about the history of the driver. In this case, the driver bought OSAGO policies (as a beginner). However, it is cheaper than the cost of an emergency driving policy.
From now on, everything has changed. The emergence of a single information system AIS PCA allowed insurance companies to calculate fair value policy. But in our country, as always, everything right cannot start working in a short time. The fact is that all insurance companies were previously required to transfer all information about drivers who bought CTP policies over the past 10 years to single base ISA RSA. But, unfortunately, unscrupulous insurers did not provide such information about drivers. According to some reports, up to 30 percent of driver data is missing from the database. This means that a huge number of people overpay when applying for an OSAGO policy due to the lack of information about a personal discount for accident-free driving. You need to know the policy numbers (at least the last one), the date of issuance and their validity period.
Where you issued the previous policy, take a certificate to transfer to another insurance company. But remember that you should contact the official office of the insurance company, and not the agent who issued the policy for you. In the certificate, the insurance company must indicate information about your insurance experience, indicating information about all insured events (if any)
After receiving the certificate, verify all the data filled in it.
After receiving a certificate, take it to the insurance company in which you are going to issue an OSAGO policy. What is KBM?
It is no secret that the cost of OSAGO auto insurance depends on the driving experience and the number of accidents that occurred through his fault. When calculating the policy, a special CBM coefficient (bonus-malus) is used. And today this is one indicator that allows you to save on the cost of insurance.
CBM is calculated on the basis of payments of insurance amounts in past OSAGO policies. In other words, these are bonuses to the car owner for careful driving, while each subsequent accident-free year of driving reduces the cost of car insurance by 5%. This index depends only on the driver and is assigned to him, no matter what vehicle he drives.
Checking the KBM on the RSA database
In 2013, a law appeared in Russia obliging all insurance companies, before determining the cost and processing insurance documents, to check previous insurance policies to identify the client's KBM. Violation of this rule can lead to big problems for the insured in the event of an accident.
Today, every insurance agency can conduct a coefficient check for any car owner. The database of the automated PCA system contains more than 100 million insurance contracts drawn up over the past couple of years.

Today, the database of insurers allows you to check OSAGO different ways: by policy number, by car number, etc. And vice versa - by the insurance number, for example, you can find out the car number. There are three verification options:

1. Checking the status of the form by its number. You can check the paper or electronic OSAGO policy in the database of the AIS RSA (Russian Union of Motor Insurers) and find out its validity period below.
This form is for checking both paper policies and electronic policies of the XXX series purchased via the Internet! Usually, electronic insurance gets into the database immediately after registration, but sometimes due to the workload of the database it can take several days. The correct status for valid insurance is “is with the insured” (but if immediately after the purchase the status is still “is with the insurer”, then this may be normal - the agent might not have had time to make changes to the database, wait a couple of days and only then sound the alarm) . Definitely “bad statuses” of the OSAGO policy are “lost” (why exactly it has become invalid can be seen in more detail by checking below) or “lost”. The status "printed by the manufacturer" means that such a form was not even transferred to the insurer.
Such a check does not give 100% certainty that you have a valid policy in front of you (after all, fraudsters could make a “duplicate” of this form), but it allows you to reject obvious fakes and stolen forms. But in order to exclude “doubles”, you need to check which car is insured under your policy ...
2. Find out which car is insured according to a certain form. In addition to the license plate, VIN code or body number, the results show a more detailed status of the form, for example, why exactly the insurance is not valid (the contract could have been terminated ahead of schedule or the insurance policy could have been lost):
3. Find out the OSAGO policy number by state number, VIN or body number + check if the driver is included in the insurance. This check is the reverse of the previous one, here, according to the car, you will find out which insurance company it is insured with, the policy number and its type (limited or unlimited). The VIN check is the most complete. It is searched by license plate only if this information was transferred by the insurer (they do not always do this).
If the insurance is with a limited list of drivers, then the system will offer to check whether a certain driver is included in the insurance by the number and series of the driver's license (this option appears on the second step after).
If you recently added someone to your OSAGO policy or made other changes to the data, then according to the standards, insurance companies are required to make changes to the PCA database within 5 days. Therefore, do not be alarmed if after a couple of days the changes have not yet been displayed in the AIS SAR database.
The last check is also useful for checking a used car before buying. After all, the presence of two at the same time active policies OSAGO on one VIN number (or GRP) can be a “bell” that a car is a “double”. In this case, I also recommend (in this case, a bad sign is that the car regularly undergoes MOT in one region, then in another).

Just because the CGS website is made more convenient and highlights errors (on some monitors, a low-contrast yellow backlight is poorly visible, in this case, try looking at the screen “from below”, so the colors will be more contrast and you will see where the error is):
- Perhaps there are discrepancies in the spelling of the model, or your address, or some other parameter in reality and in the TCP. Therefore, be sure to check the data with the PTS and COP (Certificate of Registration - a card that you carry with you).
And it is even better to check all the fields according to last year's policy - it is these data that "lie" in the AIS RSA. Please note that if there is a choice between the TCP number and the COP number, you must write what was indicated to you in the last OSAGO policy in clause 2
- The mistake could have been made not by you, but by an agent or an employee of the insurance company when you last issued an OSAGO. You can’t do anything here, you need to find out exactly where the discrepancy is and what it consists of. If you have the time and desire to issue OSAGO via the Internet, then write to the technical support of one (and preferably several) insurance companies on the site that you are trying to buy OSAGO. Usually, they respond within 1-2 days with a specification of the error.
Also, the problem may not be in the data on the machine itself, but in third-party documents:
- that issued to you diagnostic card inspection is entered in EAISTO, check the data with this database.
- Check your registration address. In this case, if the number of the new registration certificate does not pass, try to indicate the TCP (and vice versa).

It is not uncommon for the database in the TCP field to contain the certificate number or vice versa, that is, the type of document is confused. Where does this error even come from? The fact is that when buying a policy through an agent, the agent is allowed to enter any information into the database. It is believed that he is a qualified employee. Therefore, we made this check - its meaning is that the entered data coincide with the latest data from the AIS SAR database. In other words, they must be the same as they were entered by the agent when you purchased the previous policy.
But after all, agents are not always perfect, besides, they didn’t have it before. special significance small inaccuracy in the policy. Some agent, for example, wrote by default 99 hp for all small cars, instead of the exact 95, 85 or 91 - anyway, the price is the same. Or another example - in one insurance company in their internal program it was customary to write Hyundai, and in another - Hyundai. Some rounded numbers, others did not. What else can be done?
- If you understand that the error is in the PCA database and “guessed” the error, then you can enter again the data with an error or a typo “as in the database”. This is the case when the online filling service allows you to enter arbitrary data, and not choose from the proposed list (try different insurance companies, everyone has different “interfaces”). Formally, in this way you concluded an insurance contract with incorrect data, but most insurance companies are sympathetic to this, even if insured event(at a minimum, I clarified this issue with a representative of HOSKA SG and I was assured that they would recognize such an agreement, but they would ask me to come to the office and reissue the agreement for up-to-date data). But in order to be 100% sure of the legitimacy of the policy, at any time after purchasing e-OSAGO you can contact the office of your insurance company and ask to update the data. Possibility to change the data on the prisoner electronic OSAGO during a personal visit to the sales office, representatives of Rosgosstrakh confirmed in me, adding that it is planned to soon (in 2016?) Time to implement the ability to change the data of the OSAGO e-policy via the Internet. In general, the method is not 100% correct, but in practice there will most likely be no problems.
- If your current OSAGO insurance has not ended yet, then you can contact the company where you are currently insured and ask to update the information by changing the data to the correct ones. In addition, some insurance companies are ready to double-check the data even by phone, it is not very clear how they identify the client. But, for example, a reader of the site, Vadim from Samara, said that he simply managed to update the data in the PCA over the phone at the ZHASO insurance company, in which he was insured. This is a much more correct way, however, and it does not always work. An example is in the review of Vitaly from the city of Volzhsky, which he sent to me by mail:
