The first building of the residential complex "Forces of Nature" is expected to be commissioned by the end of the year and start issuing keys in March 2019. The second building is promised to be commissioned in the summer of 2019 (keys - in August). The fact that equity holders do not see active construction work on the second building (citizens take pictures of the construction site from a neighboring residential complex), the developer explains by the fact that now most of the workers are focused on the launch of building 1. A shopping center is planned on the territory of the residential complex, the frame of the building has already been erected, but so far residential buildings are in priority.
Finishing work is being completed in building 1, electricity is being supplied to the water metering unit, and arrangements are also underway in the main switchboard room.
Housing will be handed over with a pre-finishing finish. Doors to apartments, outlets for stoves, plumbing in bathrooms, sockets have been installed. Water meters are placed in the corridor, electricity meters are located in the apartments. In some places, work on the laying of low-voltage electrical networks is being completed. On the second building, it remains to complete the finishing and lay part of the communications in order to connect them to the facilities of the LCD "Tridevyatkino Kingdom", making a "puncture" under the highway in Lavriki.

In the residential complex "Daisies" they are finishing driving piles under the second building, in some areas a pile field has already been filled. The first building of the residential complex is being built by two cranes, inside there are fresh packages of aerated concrete blocks, on some floors work begins on the construction of internal partitions.
Mystery investor
Anatoly Sobolev is in charge of the completion project. According to him, he represents a pool of investors. The owners of the unsold apartments are the official developers: the Romantika company and the housing cooperative Murinskoe-1.
“I actually live here - until the end of the construction I rented an apartment in a neighboring house,” says Mr. Sobolev. Construction headquarters - two modest wagons, a long table, ringing phones.
At the construction site, Mr. Sobolev clarifies, 80 people work. They are engaged in roofing, facades, masonry, waterproofing, landscaping, cleaning, raising building materials to the floors.
According to him, about 3 billion rubles are needed to complete the facilities: 2.5 billion for the Romashki residential complex, about 450 million rubles for the Forces of Nature. Now housing in two LCDs is expected by 2606 equity holders. In the first and second buildings of the Forces of Nature, a hundred apartments each have not been sold. LCD "Forces of Nature" is one of the oldest problematic long-term construction in Murino, work there froze in 2015. The construction of the residential complex "Forces of Nature" in Murino began in 2012. The initial reason for the delay was the builder's burning desire to connect the houses not to the central, but to the local water supply and sanitation system. However, O2 was opposed by the authorities of the Leningrad region. They tried to put the problematic long-term construction on the shoulders of Okhta Group Vladimir Svinin and the ex-co-owner of Baltinvestbank Yuri Rydnik, but each time the attempts failed.
Shareholders and shareholders of long-term construction showed incredible activity. In 2016, they held 30 pickets, two rallies, one campground, and even blocked the district highway. The decision on long-term construction was made at the regional level - the situation was resolved personally by the governor of the Leningrad region Alexander Drozdenko, and the process was supervised by the vice-governor of the 47th region, Mikhail Moskvin. RR-City was promised two billion rubles of a loan from Baltinvestbank for construction work, and an agreement was reached with Murino Management Company on connecting new buildings to engineering networks.
Two billion strife
However, as of the end of May, no construction work was taking place on the fenced area. The notorious two billion rubles became a stumbling block. The fact is that their RR-City has not yet been allocated, and without this money the company is in no hurry to make efforts, which unnerves the equity holders, who in five years have already studied every square centimeter of the territory where their future home should appear.
« An audit is currently underway, - told the correspondent of "Karpovka" in the press service of "Baltinvestbank", - this is a long procedure, because the construction organization is a very complex object. And so the preliminary decision has already been agreed.”
RR-City also assures that the work will start right on time and advise not to take the mood of equity holders seriously, since people are already desperate to move into their apartments and perceive the slightest delay as a failure of the entire project. " Now we are finishing the preparatory work, and on June 1 we will start construction. There are four buildings, all construction will take place exactly on time. The money has not yet been allocated to us, but this will happen in the near future. Shareholders need to calm down, with the project everything will be within the plan", - said Alexander Leonov, head of the Forces of Nature project.
By the way, according to Mikhail Moskvin, RR-City was offered a small present for the completion of the long-term construction. 23 hectares of land owned by Baltinvestbank adjoin the land plot on which the Forces of Nature residential complex is being built. They will also be given to the developer, and construction on this land, the price of which is about 1.2 billion rubles, will become a source of commercial profit for the company. However, the land of "RR-City" has not yet been allocated, the bureaucratic processes in "Baltinvestbank" have not yet been completed. However, Leonov assures that these 23 hectares of land are in no way connected with the construction of the Forces of Nature residential complex, and the long-term construction will definitely be completed. Even if the land is suddenly not allocated.
Plans for the "golden" hectares in the "RR-City" are in no hurry to disclose. But the company can profit from two options: the construction of commercial or business real estate, or the construction of housing. Social facilities will not bring any income to merchants, but the government of the Leningrad Region insists on their appearance in the allocated territory.
What do sharers say
Shareholders and shareholders of the residential complex "Forces of Nature" do not share the optimism of Baltinvestbank and RR-City. They are overjoyed at the news of the initiation of a criminal case against unidentified persons from the "O2" under the article "Fraud", but they are in no hurry to draw conclusions on the "RR-City".
If some shareholders can still hope to move into their homes someday, then it definitely does not shine for others. For example, Alexei, who purchased a non-existent apartment in the planned fourth phase of the project three years ago.
« In 2014, he bought a studio in Forces of Nature. The seller described the super-fast construction technology and said that by the end of 2015, the fourth building would have already been commissioned. The contract was signed with the housing cooperative "Murinskoe-1", but in 2016 the construction did not start. In place of the fourth building, the pit remained as it was, and the cranes were dismantled from the third building. It became clear that the construction was completely stopped. I decided to try to take the money through the court by recognizing the contract as invalid. O2's lawyer offered to conclude a settlement agreement, under which I waive the penalty for the use of money, but in return the entire amount of the share will be paid to me in two months. I agreed and was deceived a second time, not a penny was paid to me.
He brought his writ of execution in the amount of a share to the bailiff, and there were already such ones for 50 million rubles. As a result, for all the time it was possible to write off about 13 thousand rubles. Now they are promising that the facility will be completed by RR-City, but they directly said that they did not intend to pay money under the writ of execution. As a result, I have neither the right to an apartment nor money, and there are already more than a hundred people like that. You have to pay a mortgage for air. Apartments 1 and 2 of the building are almost all sold, but there are only boxes without water, sewerage, electricity and interior decoration. And RR-City is still coordinating its entry into the project.”- said the shareholder of the LCD "Forces of Nature" Alex.
ZhSK "Murinskoe-1" is part of the "O2" group, but is a separate legal entity. Since equity participation agreements were concluded specifically with housing cooperatives, shareholders and equity holders demand money from this company. However, no property, except for a small plot of land, belongs to the housing cooperative, so the equity holders found themselves in a difficult situation: the maximum they can achieve is to declare the housing cooperative bankrupt. However, the courts have been in court since March and so far no outcome (positive or negative for clients) is visible. And "RR-City" is not eager to pay the debts of the previous developer.
Maria's story, on the other hand, is typical of Forces of Nature shareholders.
« I am a shareholder's mother. Before we retired, we collected all the money we could and gave it to our daughter, who bought an apartment from scammers. I asked her not to do this, but she believed that there were many shareholders, the construction was big, and she did it her own way. As a result, on the construction site: no documents were signed, no money, no credit. Since March, everything has been postponed for two weeks, although they promised to start construction in March. I do not believe that they will complete the construction, although Drozdenko personally controls this construction site. According to shareholder Olga, she called RR-City and received an answer that construction would begin after the contract with the bank was signed. At the same time, the representatives of the developer swore an oath that construction would begin on June 1. In other words, the faith in the future of 2666 shareholders and equity holders so far rests on one word - an audit, after which two billion rubles will have to solve the problem of a five-year long-term construction.
