The site is pleasing to the eye and easy to navigate, and information about the project is presented quite fully. Almost everything a potential buyer might be interested in is present, with the exception of apartment prices and webcams.
The project has been in implementation for 8 years, and discussions on various forums and in in social networks already accumulated a lot. The main platform where residents communicate is the Vkontakte group, on the wall of which many interesting details about life in Novy Okkervil appear daily. For example, I found out that the nearest police station is in Yanino, and sometimes an ambulance does not arrive due to traffic jams.

There is a lot of information, and it is not so easy to navigate in it, it can take a lot of time to study all the accumulated data, and the absence of the main reference point on the site - apartment prices - is also frustrating.
Office visit
On the Otdelstroy website, a window constantly pops up with the offer “we will call you back”, and I decided to use it for the first contact with the sales department. They called back, really, quickly, but the answering machine began to talk to me. The only desire was at the same time - to hang up, but I still waited for the manager's answer.
I learned that the main office of the company is open only on weekdays from 9 am to 6 pm - it's hard to come up with less convenient hours for buyers. The office is also located very inconveniently - on Svetlanovsky Prospekt, a 25-minute walk from the Grazhdansky Prospekt metro station, in other words, on the outskirts of the city and far from the metro. It turned out that before the visit you need to sign up.
However, I cannot say that my arrival at the scheduled time made anyone very happy. The girl who turned out to be my manager was constantly distracted by telephone conversations, sharing information about the new building rather sparingly.
Service - 5 out of 10 points
Neither the location of the office, nor its working hours, nor the attitude towards the client can be called pleasant. I am currently on maternity leave, but if I were an office worker, I would definitely have to take time off from work in order to have time to chat with the manager. It is a pity that the office is not open even half a day on weekends.
How are they building?
The houses are provided with horizontal heating distribution (pipes are hidden in the floor screed), Mitsubishi elevators, concierge at each entrance, closed yards.
The first stage of the residential complex "New Okkervil", which was commissioned in 2010, was built using a combined monolithic-panel technology with plastered facades, all subsequent stages are being built using a brick-monolithic technology with brick facades.
There are several articles on the developer's website explaining the difference between this technology and other options for combinations of brick and concrete, as well as from completely brick technology construction. Taking into account the fact that the main competitor of the New Okkervil residential complex is the Capital residential complex under construction nearby, this is really interesting.
Main disadvantage brick building, according to the article - long-term shrinkage of the house due to the fact that it is completely Brick wall without the use of insulation, it turns out to be very thick and heavy. "Construction Trust" builds their houses for a long time, about a year outwardly quite finished house still stands, at this time, internal work is being carried out in it. Nevertheless, I learned from the group of LCD "Capital" that some of the residents still encountered cracks in the walls, and someone even managed to get them fixed at the expense of the developer.
As an alternative, in the Novy Okkervil residential complex, the walls are made of a combination of aerated concrete (350 mm) and brick (250 mm), they are lighter and, according to the assurances of the developer, practically do not shrink. Is this so, I also decided to find out from equity holders.
It turned out that there are some complaints here, too, but the scale of disasters, judging by the responses in social networks, is much less than in the Capital Residential Complex.
Finishing
There are also claims to the finish. But buyers are provided with many options for completing apartments for every taste, which, of course, is very convenient:
1. Without finishing (screed, foam block walls, sockets, switches, radiators, counters, heated towel rail, risers with plugs, glazing)
2. Pre-finishing (plastering of walls and slopes is added, installation of window sills) - 2500 rubles per sq. meter.
3. Basic (turnkey finishing of the bathroom is added - tiles on the floor and walls, suspended ceilings, a steel bath with a tile screen, a sink with a cabinet, a toilet bowl, built-in ceiling lights) - 5000 rubles per sq. meter.
4. Full (laminate is added in the kitchen, rooms and corridor, wallpaper on the walls, interior doors) - 10,000 rubles per square meter. meter.

How to buy?
The apartment can be bought with 100% payment, in installments or mortgages. Sales are carried out according to 214-FZ through the conclusion of an equity participation agreement. The reservation is made for 2 weeks on a deposit of 50 thousand rubles, which will be returned after signing the DDU. The scheme is reliable for the client, but it would be much more convenient if at least a few days were given to pay the first installment.

The installment plan is provided until the end of construction, and when buying an apartment in the fifth stage, you can extend the installment plan for another year (total duration of the installment plan is 3 years), however, it will be possible to move into the apartment only after full repayment debt. If the down payment is less than 50% (but from 30% or more) - you will have to pay for the installment plan, the price will be 9% higher.

It can be seen that in the 5th stage the prices are the same as in the 4th, although it will be commissioned a year later. Managers explain this by the fact that this house is positioned as “comfort +”, there are no studios, and the house itself is located in the center of the block next to the school and kindergarten.
Apartments with windows to the west have the best view characteristics due to the large free space where the school and kindergarten are located. However, the eastern sections of the 3rd stage are also not in the worst position, therefore, in my opinion, the prices for apartments in the “House by Ryabinovaya Alley” are too high, because the construction of the houses and all the internal filling are exactly the same, there is not even an advantage in terms of the number of apartments per floor.
The only direct competitor of the New Okkervil residential complex is the Capital residential complex, which is building the Construction Trust in the same microdistrict. Prices for apartments there are offered lower: in the building with a deadline for delivery at the end of 2016, a square meter of one-room apartments costs, on average, 84 thousand rubles, two-room apartments - 81 thousand, three-room apartments - 80 thousand rubles.
However, in the residential complex "New Okkervil" there are smaller apartments for sale, including studios, so, despite more high cost square meter in some cases, you can meet a smaller total amount.
Prices - 6 out of 10 points
Comparing prices, you should also keep in mind that in the residential complex "New Okkervil" prices are given without finishing, and in the residential complex "Capital" the price includes pre-finishing the premises, for which "Otdelstroy" charges an additional 2,500 rubles per square meter.

It is difficult to find fault with the layouts - they are all successful, at least I could not find any obvious flaws. Entrance halls and bathrooms are carefully thought out, in some apartments there are storage rooms.
Interesting decisions are made even in those places where the house makes a turn, and where designers usually make triangular rooms. Instead, one corner of the kitchen is cut off a little and pentagonal bathrooms are made, they are quite comfortable in appearance, except that they are a bit too big.
In queue 4, I did not notice the euro options, there are more rooms rectangular shape, but in the 3rd stage there are plenty of euro-plans, and the rooms, most often, are close to the square. The ceilings are high - 2.75 meters.
The apartment layout of the residential complex is quite harmonious - studios and three-room apartments account for approximately one tenth of the apartments, 45% of one-room apartments, 35% of two-room apartments.

The number of apartments per floor is small by modern standards - from 4 to 8 apartments. By the way, the interior non-bearing walls in the New Okkervil Residential Complex are made of aerated concrete, which leaves a lot of room for redevelopment.
Social and cultural life
The entire infrastructure in the New Okkervil quarter was built jointly by Otdelstroy and Stroitelny Trust. A sports center with an ice arena and a swimming pool, a private kindergarten "Limpik" with an interactive museum and a swimming pool are already operating.
From September 2016, the school will open its doors. It is a source of special pride for developers, as it was built with the latest technology and accommodates a swimming pool, two sports halls, a large assembly hall, 64 classrooms, and two stadiums. The school will be ready to receive 1,600 students, and the municipal kindergarten for 165 pupils will also be located in its building.
On the first floors of the residential complex "New Okkervil" there are many trade and service enterprises: supermarkets, pharmacies, baby store, Sberbank, a bakery, a restaurant, a Ruchi state farm store, a driving school, medical centers and much more.
On the ground floor of one of the houses there is an outpatient clinic, where, in addition to a pediatrician and a general practitioner, some specialist doctors are receiving. The rest of the specialist doctors will have to go to the Vsevolozhsk Central District Hospital. Since February, they are going to open a post office (at the moment the nearest post office is located in Yanino). The Lenta hypermarket is expected to open soon (it has already been built). Across the road is the New Okkervil Park with its own beach and bike paths, trees have already grown there, and a children's town has been set up.
Of the minuses of the infrastructure: there is no police station in Kudrovo, an ambulance, as they wrote on the forums, does not always arrive due to traffic jams. The entrance to the front doors is also very difficult, because of the narrow passages cluttered with parked cars, it is practically impossible to get into the courtyard. More than once there have been cases when, for this reason, an ambulance did not arrive, and a larger fire equipment simply has no chance.
At the same time, it should be noted that the paid guarded parking lot, which operates on the territory of New Okkervil, is not even half full (although the rental price is 4,000 rubles per month). Underground parking lots are far from accessible and cost almost as much as half an apartment.
Infrastructure - 9 out of 10 points
All this, of course, is quite confusing. Nevertheless, in comparison with other residential areas on the outskirts of the city, the situation with the infrastructure in this part of Kudrovo can be assessed as quite favorable.
Way-roads

In short, there are certainly problems with traffic jams, but the situation is saved by the presence of an additional exit to the Ring Road through Zanevka.
The metro is located, although not in close proximity, but still within walking distance - in 25 minutes you can walk at a fast pace. But getting to the metro by public transport is not so easy: minibuses rarely stop at New Okkervil. You will have to walk almost half the distance to the metro to the tram stop, and then wait for the tram.
Transport accessibility - 8 out of 10 points
In general, although the metro is far away, you can still walk to it. Ring Road nearby, which is also important. In general, for both pedestrians and motorists, the situation can be described as slightly above average.

The undoubted strength of the residential complex "New Okkervil" is the approach to providing housing with infrastructure. To date, almost everything necessary for a comfortable life has been created inside the quarter, a beautiful park has been laid out across the road. Excellent layouts, attractive purchase conditions, choice of finishing options are also the advantages of this project.
The existing questions regarding the quality of construction are somewhat embarrassing, as well as transport problems in this location and some inconveniences associated with regional registration. But still, you can walk to the metro, and the Nevsky district of St. Petersburg is literally a stone's throw away. According to the sum of the factors, the residential complex "New Okkervil" receives "8" points.
