PROCEDURE FOR REGISTRATION OF A TECHNICAL PASSPORT FOR AN INDIVIDUAL HOUSING CONSTRUCTION FACILITY I. Rules for the preparation of the title page and sections of the technical passport1. Design title page
When preparing the title page of the technical passport, the corresponding lines are filled in as follows:
“name of OTI” - indicate the full name of the technical accounting organization and technical inventory capital construction projects;
"address" - indicates the postal code, the name of the subject of the Russian Federation, the name of the administrative region (district), name and type settlement(city, town), city district, name and type of street (alley), house number, building (building) or other officially assigned address of the object;
“The passport is compiled as of” - the date of inspection of the individual housing construction object is indicated.
2. Completing section 1. "General information"
When filling out section 1. “General information”, the corresponding columns are filled in as follows:
actual use - indicated “for its intended purpose” or “not for its intended purpose”;
year of construction - the year of commissioning is indicated;
total and living areas of a residential building - the areas are indicated in accordance with the explanation for the floor plan of the residential building;
number of floors of the above-ground/underground part - the numerical value is indicated based on the results of an inspection of the facility in accordance with current construction and technical standards;
note - to be filled in if there is information about violations of urban planning and building codes and rules, there is no construction permit or there is other information that is essential for the accounting of objects.
Completing section 1.1 “Previously assigned (for reference)” is mandatory if the individual housing construction project was previously assigned inventory and cadastral numbers by the organization of technical accounting and technical inventory of capital construction projects.
The address of the object, previously assigned numbers (inventory, cadastral), and the letter of the object are indicated.
3. Completing section 2 “Object composition”
When filling out Section 2 “Object Composition”, the corresponding columns are filled in as follows:
Column 1 - indicate the letter designation (letter) or digital designation<*>, assigned to parts of an individual housing construction project or auxiliary buildings, structures (accessories of an individual housing construction project) on the plan;
<*>Arabic or Roman numerals.
Column 2 - indicates the name of parts of the individual housing construction project or auxiliary buildings, structures (residential building, residential extension, veranda, barn, etc.);
columns 5, 6, 7, 9, 10 - indicate the measurement data of the main parameter (parameter name, unit of measurement, number of units of measurement):
For buildings - total area;
For buildings:
length (for linearly extended structures);
volume (for volumetric structures);
area (for area structures);
Column 8 - indicates the building area in square meters for all parts of an individual housing construction project or auxiliary buildings and structures;
Column 9 - indicate the height in meters, for paving and underground structures not specified;
column 10 - the volume is indicated in cubic meters; for paving and linearly extended structures it is not indicated.
4. Filling out section 3. “Information about the copyright holders of the object”
Information about the copyright holders of an individual housing construction project is filled out taking into account the available information in the OTI and the documents submitted by the owner (or his representative).
When filling out section 3. “Information about the copyright holders of the object,” the corresponding columns are filled in as follows:
Column 4 - indicates the right of ownership or other real rights, as well as details of title and title documents. These details include the name of the document, its series and number, date of issue and name of the institution that issued the document;
column 5 - the share in the right is indicated in the form of a proper simple fraction (in the case common property), an integer (in the case of one owner) or letter(s) of the part of the building registered with the owner.
5. Completing section 4. “Situation plan”
If there is a cadastral plan land plot, on which the individual housing construction object is located, the preparation of the situational plan is carried out by OTI in terms of missing measurements of the external dimensions of capital construction objects.
If there is a cadastral plan of the land plot, it is not allowed for the OTI to carry out repeated measurements of the land plot on which the individual housing construction project is located.
The preparation of a situational plan is carried out according to field measurements, with the drawing of all existing buildings, structures and boundaries of land types (yard, garden, vegetable garden, green spaces, etc.).
Section 4.1 must be completed after the publication of the relevant regulations establishing the procedure for determining the coordinates of buildings and structures.
6. Completing section 5. “Improvement of an individual housing construction project”
All lines are filled in separately according to residential building, auxiliary buildings, structures. The columns indicate the area of premises equipped with each type of improvement.
7. Completing section 6. "Floor plan"
Compiled according to measurement data of an individual housing construction object in the prescribed manner<*>.
<*>Instructions for conducting accounting housing stock in the Russian Federation, approved by Order of the Ministry of Land Construction of Russia dated 08/04/1998 N 37 “On approval of instructions on conducting accounting of housing stock in the Russian Federation” (does not require state registration, letter of the Ministry of Justice of the Russian Federation dated September 11, 1998 N 6135-VE).
8. Completing section 7. “Explication for the floor plan of a residential building”
In the explication for the floor plan of a residential building, a description of the premises, rooms and calculation of areas are made.
All rooms and premises for auxiliary use of a residential building are included in the explication lines.
Rooms and premises for auxiliary use are indicated in the following sequence: ordering by letter (in alphabetical order), ascending floor, room number, room number.
When filling out section 7. “Explication for the floor plan of a residential building,” the corresponding columns are filled in as follows:
Column 1 - indicates the letter of the individual housing construction object in which the room or premises for auxiliary use is located;
Column 2 - indicates the number of the floor on which the room or premises for auxiliary use is located. If there is no floor numbering (mezzanine, basement, ground floor) the column indicates the name of the floor;

Column 9 - indicates the area of the room or premises for auxiliary use, if they are included in the auxiliary area of the premises;
Column 10 - indicates the area of auxiliary premises not included in the total area of the residential premises (balconies, loggias, terraces, verandas);
Column 12 - indicates the height of the room or premises for auxiliary use according to internal measurements;
Column 13 - a mark indicating the presence of an unauthorized rebuilt or redesigned area is indicated;
Column 14 - additional necessary information about the room or premises for auxiliary use is indicated.
As a result, the following is calculated for the floor: the area of all premises of the floor (sum in column 6), the total area of the floor (sum in column 7), living space floors (amount in column 8).
As a result, for the building (for the part of the building - letter), the area of all premises of the building is calculated (sum in column 6), the total area of the building (sum in column 7), and the living area of the building (sum in column 8).
9. Completing section 8. “Inspection notes”
The date of inventory, full name and signature of the work contractor are indicated; Full name and signature of the person exercising control.
II. Rules for entering the parameters and inventory value of an individual housing construction project into the technical passportTo enter parameters and inventory value of an individual housing construction project, a calculation and inventory statement is drawn up.
The accounting and inventory sheet consists of three forms:
Form 1. Calculation of areas and volumes of a residential building and auxiliary buildings and structures (Appendix No. 1);
form 2. Technical description and determination of physical wear and tear (Appendices No. 2, 3);
Form 3. Calculation of the inventory value of a residential building and auxiliary buildings and structures (Appendix No. 4).
10. Filling out form 1. “Calculation of areas and volumes of a residential building and auxiliary buildings and structures”
Column 1. Indicate the letter designation (letter) or digital designation assigned to parts of the individual housing construction project or auxiliary buildings and structures.
Column 2. The name of parts of the individual housing construction project or auxiliary buildings and structures is indicated.
Columns 3, 4, 5, 6, 7. Filled out according to measurement data, taking into account current construction and technical standards.
11. Filling out form 2. “Technical description and determination of physical wear and tear”
For each part of an individual housing construction project or an auxiliary building or structure, a letter and capital group are indicated in accordance with the current construction and technical standards.
For main buildings and heated extensions, the year of construction, the number of underground and above-ground floors, and the year of reconstruction ( overhaul) <*>.
<*>See instructions to sections 1, 2 of the Procedure for issuing a technical passport for an individual housing construction project.
Column 2 shows the standard<*>a list of basic structural elements for individual housing construction projects, formed taking into account the methodology for calculating the replacement cost based on aggregate indicators in accordance with current construction and technical standards.
<*>If for certain unique types of buildings, structures, and other structures there is no grouping of its basic structural elements accepted in the established order, such a grouping is developed by the executor of inventory work independently on the basis of the design, construction, executive, land management and other documentation submitted by the customer.
The list of basic structural elements of an individual housing construction project is established during the inspection. If there is a structural element, all columns are filled in (from 3rd to 9th); if absent, columns 3, 4 are not filled in, columns 6 - 9 are filled in with zeros in the corresponding lines.
Column 3. A description of the structural elements (material, design, finishing, etc.) is indicated.
Column 4. Characteristics of technical condition are indicated<*>of a structural element of an individual housing construction project - a list of its existing defects (damage, deformations) with their quantitative assessment, which makes it possible to determine the degree of its physical wear and tear as a percentage in accordance with current methodological and instructional standards.

Column 5. The specific gravity of the structural element is indicated.
The proportions of basic structural elements in the replacement cost of a capital construction project are taken according to the evaluation tables of aggregated indicators of replacement cost (URVS) for the corresponding analogue object using the necessary correction factors or are determined by calculation based on the design, construction, executive, land management and other documentation submitted by the customer .
Column 8. The quantitative value of the percentage of wear corresponding to the characteristics of the technical condition is indicated.
Note: The percentage of physical deterioration of a building is determined using calculations using the specific weights of the structural elements of this building specified in the corresponding assessment standard. The percentage of physical wear and tear for each structural element selected from the tables of the Rules mentioned above is multiplied by the specific gravity of this element (after applying an adjustment or value factor). As a result, we get physical wear and tear of individual structural elements in relation to the entire building. By summing up the results obtained, the physical wear and tear of the entire building is determined.
If corrections or value coefficients were applied in the calculations and, as a result, the sum of the specified specific weights of structural elements does not amount to 100, the resulting percentage of physical wear and tear for the entire building should be clarified (divide by the sum of the specified specific weights and multiply by 100 to obtain the percentage of physical wear).
The physical wear and tear of cold extensions, auxiliary buildings and structures of a technical inventory object can be determined as a whole for the entire structure or structure without taking into account the specific weights of their individual structural elements.
12. Filling out form 3. “Calculation of the inventory value of a residential building and auxiliary buildings and structures”
Filling is carried out for each part of an individual housing construction project or an auxiliary building or structure in accordance with current construction and technical standards.
Column 1. Indicate the letter designation (letter) or digital designation assigned to a part of an individual housing construction project or an auxiliary building or structure on the plan.
Column 2. The name of a part of an individual housing construction project or an auxiliary building or structure is indicated.
Columns 3, 4, 5, 6. Filled out taking into account data on a similar object based on the methodology for calculating the replacement cost based on aggregated indicators in accordance with current construction and technical standards.
Column 7. Filled out taking into account the results (the final result of the column “specific gravity with amendment” is divided by 100).
Columns 8, 9, 10. Corrections for the difference between the assessed object and the analogous object are indicated.
Column 12. Measurement data for the assessed object is indicated in units of measurement of the analogue object.
Column 14. Filled out taking into account the percentage of wear.

Registration N 8182
The form of the technical passport of an individual housing construction project has been approved, as well as the procedure for its registration by the organization (body) for the registration of real estate objects, which establishes the rules for the design of the title page and sections of the technical passport. This document is necessary for the implementation of the “law on dacha amnesty” (Federal Law of June 30, 2006 N 93-FZ “On amendments to certain legislative acts of the Russian Federation on the issue of registration in a simplified manner of citizens’ rights to certain real estate objects”).
If there is a cadastral plan of the land plot on which the individual housing construction project is located, the preparation of the situational plan is carried out by the OTI in terms of missing measurements of the external dimensions of capital construction projects. If there is a cadastral plan of the land plot, it is not allowed for the OTI to carry out repeated measurements of the land plot on which the individual housing construction project is located. In order to ensure unconditional compliance by railway employees with the requirements of the Rules technical operation railways of the Russian Federation, approved by Order of the Ministry of Transport of Russia dated December 21, 2010 No. 286, instructions and orders aimed at ensuring the safety of train traffic when transporting passengers and cargo, to strengthen the safety and mutual control of employees of territorial divisions of functional branches of JSC Russian Railways, operating within the boundaries of the railway, I order:
1. Approve the attached:
General provisions on maintaining regulations for negotiations between the driver and assistant driver, the station attendant, the train compiler and other participants in the transportation process, interaction to ensure the safety of train traffic;
Regulations for negotiations and procedure for the locomotive crew (team of special self-propelled rolling stock) when departing from the railway station;
Regulations for negotiations and procedures for the locomotive crew (team of special self-propelled rolling stock) along the route;
Regulations for negotiations and procedures for the locomotive crew of a single train locomotive (a crew of special self-propelled rolling stock), the station duty officer during shunting movements at the station (without a drafting crew);
Regulations for negotiations between a driver, a station attendant, and a train preparer when performing operations to secure railway rolling stock on station tracks;
Regulations for negotiations between the driver, station attendant and train engineer during shunting work;
Regulations for negotiations on train radio communications.
2. All heads of territorial divisions of functional branches of JSC Russian Railways operating within the boundaries of the railway, their structural divisions, employees of the office of the chief auditor for the safety of railway trains must ensure unconditional compliance with the requirements of this order, and monitor its implementation every time they go to the line.

General provisions for maintaining regulations for negotiations between the driver and assistant driver, the station duty officer, the train compiler and other participants in the transportation process, and interaction to ensure the safety of train traffic.
1. Station attendants, switch posts and crossings, track and bridge linemen, flaw detection trolley operators, track fitters, control and security post workers, signalmen, power supply, signaling and communications workers, workers at the work site upon approach electric trains, trains, single locomotives and special self-propelled rolling stock, give a sign of wakefulness by raising your hand with a signal installed for meeting trains, and then carefully monitor the condition of the rolling stock, the location and fastening of cargo on open rolling stock, the presence of installed signals on the tail car of the train. If a malfunction of the rolling stock, violations of loading rules, gauges and other violations that threaten the safety of train traffic are detected, immediately give the locomotive crew a stop signal using all available means. If for any reason the locomotive crew does not accept the stop signal, immediately inform the duty officer at the nearest station, crossing or train dispatcher of the section using any means of communication, including cellular communication, to take measures to stop the train immediately.
2. Station duty officers:
1) when a train appears on the first approach section, and passengers on the second approach section, transmit information to the driver via radio communication about the peculiarities of receiving the train at the railway station in the following cases:
acceptance of a train served by “one person”;
presence of a prohibiting traffic light input signal or blocking of the traffic light input signal;
repeating traffic light malfunction;
accepting a train with an unscheduled stop;
changes in the established admission procedure;
reception of a train on a side track (in all cases of deviation from the procedure for receiving and passing a train through a railway station, established by the schedule, TPA station or instructions on the procedure for servicing and organizing traffic on railway tracks common use);
reception of trains at the railway station from opposite directions, when the continuation of their routes have intersections, the station duty officer (hereinafter - DSP) is obliged to call the drivers of both trains and inform them about the peculiarities of reception at the railway station, make sure that both drivers perceive the information correctly. If radio communication with one of the indicated trains has not taken place, stop the train with the driver of which communication has taken place at the input signal with a prohibiting indication;
2) it is prohibited to send passenger trains from a railway station in the event of a forced stop of the train ahead during the stretch;
3) it is allowed to send freight trains only in cases where information is transmitted to the driver about the location of the stopped train and confirmation is received from the driver of the departing train about the correctness of its perception, and passenger trains after the start of movement of a train that had a forced stop on the stretch;
4) when departing locomotives, special self-propelled rolling stock (hereinafter - SSPS), trains from uncoded tracks, from tracks equipped with group exit traffic lights, as well as from tracks from which the departure of trains is not provided for by the technical and administrative act of the station - warn the driver via radio communication about the order of departure and travel through the railway station;
5) if it is necessary to stop a train, shunting train, single locomotive or SSPS, as well as an additional (not provided for by the schedule) delay at the railway station of a passenger (commuter) train when the route, exit, shunting traffic lights are clear, call the driver by radio and tell him the reason stop and make sure that the driver perceives the information correctly;
6) before the opening of the signals for the reception and departure of the train, stop shunting movements with access to the track and the reception (departure) route, as well as on tracks from which it is impossible to prevent the rolling stock from entering the train route by setting the switches to the guard position. Warn the head of maneuvers and the driver of the shunting locomotive (SSPS) about the upcoming acceptance (departure) of the train in the manner established in the technical and administrative act of the station. Report to the driver the plan for shunting movements around the railway station and until what signal the route is prepared;
7) if the readings of the warning (pre-entry) traffic light to the entrance traffic light change from green to yellow, the chipboard must call the driver and explain the reason. In the absence of a call to the traffic police, the driver is obliged to call the traffic police to find out the reason using the form: “Station duty officer... (station name) I, train driver... (number),... (surname) warning signal... (number) overlapped from green to yellow. Explain the reason." Immediately after the call by the driver, the traffic police must give an answer about the reason for blocking the traffic light to a less permissive indication in the form: “The train driver... (number), at the direction of the dispatcher, will be accepted at... (number) side track of the station... (name of station) with a stop. Entrance... (letter) Two yellows are open for you. Station duty officer... (last name).” (the text changes depending on the reason the traffic light is blocked to a less resolving indication).
3. Drivers and assistant drivers of locomotive, multiple unit rolling stock (hereinafter referred to as MVPS), SSPS:
1) when driving a train, in response to a wake-up sign given by a railway employee, give a warning signal through the open side window of the control cabin (in compliance with safety precautions) with the exception of the MVPS or a rear-view mirror on the part of this employee, monitor the signals given within the length of the train ( signal visibility);
2) after the employee meeting the train has passed, the driver and assistant driver are obliged to report to each other about the absence (presence) of stop signals. At night, when approaching security posts, crossings served by workers on duty, and when moving through a railway station, give a warning signal and a wake-up sign by turning on the running gear lighting and briefly turning off the locomotive buffer light (SSPS), with the exception of the MVPS. When traveling through a railway station, locomotive crew workers are required to observe signals given by railway station workers, whose responsibilities include inspecting the train through an open side window or rear-view mirrors on their side in the direction of travel;
3) when an oncoming train approaches on a stretch or railway station, the assistant driver should briefly turn on (at night - turn off) the buffer lights of the locomotive (SSPS), move to the driver’s workplace and carefully observe the condition of the oncoming train, the presence of signals on the tail car, turning Special attention on the condition of the running gear and the location of the cargo on open rolling stock. At night, 400-500 meters before the oncoming train, switch the spotlight to dim light. Immediately after passing the control cabin of the oncoming train, turn on the bright light;
4) if the locomotive crew of the oncoming train fails to give the wake-up sign (warning signal, presence of an assistant driver standing at the driver’s control panel, turning on/off buffer lights, at night - switching the spotlight), call the driver of the oncoming train by radio and find out the reason for failure to comply with the above requirements , and if there is no response, report this to the duty officer at the station limiting the stretch, or the train dispatcher to take measures to determine the reason for the absence of the wake sign;
5) if faults are detected along the route in the oncoming train, track facilities, contact networks and other devices that threaten the safety of train traffic, immediately report this via radio to the locomotive crew of the train in which the fault was detected or approaching a dangerous place and the station duty officers , limiting the haul (to the train dispatcher). “The driver of the even (odd) train at... km, stop the train immediately.” After receiving the answer: “I am a train driver... (number), (last name) stopping at... km.”, transmit information about the identified malfunction. The driver, having received information about the immediate stop of the train, performs full service braking in one step.
If there is no response via radio communication from the driver of an approaching train and he appears within line of sight, turn on the red lights of the buffer lamps and sound a general alarm signal (one long, three short) with a searchlight (light telegraph and high-volume whistle), and, if necessary, stop your train and fence off the dangerous place in accordance with the Signaling Instructions on railway transport Russian Federation, approved by order of the Ministry of Transport of Russia dated June 4, 2012 No. 162;
6) when following the signal signs “Gas” and “Oil” indicating the place of intersection railway tracks oil and gas pipelines, the driver and assistant driver are required to open the window of the locomotive cab and proceed to the intersection with increased vigilance, if possible without using the brakes. If a specific odor or oil and gas product spill is detected, the driver is obliged to immediately notify the train dispatcher or the EPS;
7) during unscheduled stops at railway stations and stages:
When a train approaches, an assistant driver (of a stationary train) must get off the locomotive and monitor the condition of the rolling stock, observing personal safety measures. If malfunctions are identified that pose a threat to the safety of train traffic, immediately report to the driver, who in turn is obliged to report the identified malfunction to the driver of the next train, as well as to the duty officer at the station limiting the stretch, or to the train dispatcher;
in the absence of an assistant driver on the locomotive or if he is in the engine room at the time the train passes, the driver is obliged to open the side window and watch the passing rolling stock;
locomotive shunting crews, when stopped without work, monitor the condition of passing trains by inspection through an open side window;
8) about all violations of the Rules for the Technical Operation of Railways of the Russian Federation, approved by order of the Ministry of Transport of Russia dated December 21, 2010 No. 286, and the Instructions for the movement of trains and shunting work on railway transport of the Russian Federation, approved by order of the Ministry of Transport of Russia dated June 4, discovered along the way 2012 No. 162, Instructions for signaling on railway transport of the Russian Federation, approved by order of the Ministry of Transport of Russia dated June 4, 2012 No. 162, safety regulations, orders and instructions for organizing the safety of train traffic, including the absence of designated place railway workers who are entrusted with the duties of meeting and inspecting trains - immediately inform the duty officer at the nearest station and the train dispatcher of the site, make sure that the information is correctly perceived, and upon returning to the home depot, make an entry in the Driver's Remarks Book;
9) immediately after a forced stop of the train on the stretch, announce via radio communication to the drivers behind the moving trains about the place and reasons for the stop. If there is no response from the driver of the following train about the perception of information, call the duty officers at the stations limiting the stretch, or the train dispatcher, and if there is no response from them on the double-track section, transmit this information through the driver of the oncoming train; on the single-track section, transmit the information until a response is received;
10) after stopping on a stretch due to spontaneous activation of the train brakes:
immediately turn on the red lights of the buffer lamps and, via radio communication, announce to the drivers behind the oncoming and oncoming trains in the prescribed form“Attention, everyone! I, Driver (surname) of train No. ..., stopped due to a drop in pressure in the brake line at... a kilometer of the even (odd) route..., I have no information about the violation of the clearance. Be carefull!". Repeat the announcement until a response is received from the drivers of even and odd trains or those on duty at stations limiting the haul, and in case of dispatch centralization - the train dispatcher;
the red lights of the buffer lights of a train standing on a stretch are a stop signal for the driver of an oncoming train;
when an oncoming train approaches within line of sight and does not receive a radio response from the driver of this train, sound a general alarm signal (one long and three short signals) using a searchlight (light telegraph) and a high-volume signal;
the assistant driver to check the condition of the train (when inspecting the train, have 2 brake shoes, an extract from the full-scale sheet with the number of the tail car). Determine the reason for the brake application. Check the number of the tail car of the train with the number indicated in the extract from the full-scale sheet. Make sure that the signal disc is present and the end valve on the tail car of the train is closed. If you have a portable radio communication, call the driver and report on the results of the inspection and the number of the tail car. If the end valve is in the open position, there is no tail guard of the train, the end hose is not suspended, but if the number on the tail car corresponds to the number indicated in the extract from the train’s full-scale sheet, eliminate these comments. If the number on the tail car does not correspond to the number indicated in the extract from the full-scale sheet, take measures to detect uncoupled cars and secure them in the prescribed manner. When returning to the locomotive control cabin, the assistant driver is obliged to report to the driver about the results of the inspection and the measures taken;
11) upon detection of derailment of carriage wheel pairs or other reasons that impede the further movement of the train, immediately report via radio to the station duty officer (train dispatcher) indicating the following information:
about the place of departure: on a single-track section - the name of the limiting railway stations, kilometer and picket, number of the contact network support (on an electrified section). On both double-track tracks - the name of the limiting railway stations, kilometer and picket, number of the contact network support (on the electrified section). At the railway station - station name, track number, turnout number;
in which train the derailment was allowed - freight, passenger or cargo-passenger;
about the presence or absence of injured people; about the presence or absence of clearance on the adjacent track;
about the type and quantity of rolling stock descended; about the location of the derailed rolling stock relative to the rail track (derailment with one wheel pair, both wheel pairs, rolling stock on its side, and so on);
about the landscape of the area (ravine, swamp, embankment, etc.); about the possibility of vehicle access (on one side, on both sides, there is no access);
about damage to infrastructure devices;
on the need to request an auxiliary locomotive, recovery or fire train;
12) train drivers, after receiving a message about the stop of an oncoming train when the brakes are activated, drive their train in such a way as to ensure an approach to the locomotive of the stopped train at a speed of no more than 20 km/h. Within the stopped train, proceed at a speed that ensures a stop at a possible obstacle, but not more than 20 km/h, and only after being convinced that there is a clearance in the area of the stopped train, take measures to further travel at the set speed. In conditions of limited visibility or the impossibility of reducing the speed to 20 km/h due to insufficient distance, apply emergency braking. After releasing the brakes, continue driving at a speed that allows you to stop at a possible obstacle, but not more than 20 km/h. After following the stopped train via radio communication, report to the driver of the stopped train about the detected malfunctions and the presence of clearance for the passage of trains traveling along the adjacent track;
13) the driver of a train stopped by the brakes, after returning and reporting from the assistant driver about the reasons for the brakes and in the absence of an obstacle to further movement, turn off the red lights of the buffer lights, set the train in motion and report to the traffic police about the resumption of movement and the reasons for the stop;
14) if a white light suddenly appears on a locomotive traffic light in areas where railway crossings are located, apply full service braking until the train stops;
15) about all cases of the appearance of a white light on a locomotive traffic light or an indication that does not correspond to the indication of the track traffic light, report via radio to the duty officer at the station limiting the stretch, or to the train dispatcher (with dispatch centralization) indicating the letter of the track traffic light, kilometer, picket, nature ( occurrence) violations in the operation of security devices (AJICH, CLUB, BLOK and others) and the same information about the place where normal operation of AJICH, CLUB, BLOK and others is restored;
16) if a white light suddenly appears on a locomotive traffic light when moving on a stretch or along station tracks equipped with ALSN track devices, drive the train to the first track traffic light (or until the permissive indication appears on the locomotive traffic light) with special vigilance and speed, ensuring the possibility of a timely stop , if there is an obstacle on the way for further movement, but not more than 40 km/h. When the normal operation of safety devices (ALSN, CLUB, BLOK and others) is not restored and the white light remains on the locomotive traffic light after passing the first track traffic light, be guided by the requirements of the current regulatory documents;
17) board and disembark railway employees who have the right to travel in the locomotive cabin, with the obligatory recording of the driver’s position and service ID number in section 5 of the route;
18) employees of locomotive crews:
if the train stops in front of a traffic light with a red light (if the driver does not know that there is another obstacle in the train block section ahead), continue moving at a speed of no more than 20 km/h with special vigilance and readiness to stop;
in case of identifying an obvious malfunction of the rail track, act in accordance with the requirements of paragraph 3 of the Regulations for the interaction of locomotive crews with the involved employees of JSC Russian Railways, whose activities are directly related to the movement of trains, in the event of emergency and non-standard situations on the infrastructure of JSC Russian Railways, approved by the order of JSC Russian Railways "Russian Railways" dated December 30, 2012 No. 2817r;
in the absence of an obvious malfunction of the rail bed, after changing the signal at the locomotive traffic light to a more permissive one, apply service braking and stop the train. After stopping the train, the driver's assistant should inspect the rail track from the head of the train along the train to identify a break in the rail or a rail strand of a jointless track along both threads for a distance of at least 150 meters on both sides of the train. After the assistant driver returns to the locomotive, the driver, via radio communication, report to the DSP and the train dispatcher (hereinafter referred to as the DNC) about the integrity of the rail track, indicating the kilometer and picket where the operation of the safety devices (ALSN, CLUB, BLOK and others) was restored. If a malfunction of the rail track is detected, act in accordance with the requirements of paragraph 3 of the Regulations for the interaction of locomotive crews with the involved employees of JSC Russian Railways, whose activities are directly related to the movement of trains, in the event of emergency and non-standard situations on the infrastructure of JSC Russian Railways, approved by the order of JSC "Russian Railways" Russian Railways" dated December 30, 2012 No. 2817r.
4. Locomotive crews are prohibited from supplying sand at turnouts and non-switch sections within the necks of railway stations.
In cases where it is necessary to use sand on turnouts when traveling along sections with a complex track profile, in difficult weather conditions, the locomotive crew must immediately report to the DSP or DNC (if dispatch centralization) about the use of sand, indicating the number of the turnout or turnout section.
DSP or DNC (with dispatch centralization), upon receiving information from locomotive crews about the use of sand on turnouts, must immediately notify the workers of the track distance, signaling distance, centralization and blocking with a log entry in the form DU-46.

1. Design of the title page
When preparing the title page of the technical passport, the corresponding lines are filled in as follows:
“name of OTI” - the full name of the organization of technical accounting and technical inventory of capital construction projects is indicated;
“address” - indicates the postal code, the name of the subject of the Russian Federation, the name of the administrative district (district), the name and type of settlement (city, village), city district, name and type of street (alley), house number, building (building) or another officially assigned address of the facility;
“The passport is compiled as of” - the date of inspection of the individual housing construction object is indicated.
2. Completing section 1. "General information"
When filling out section 1. “General information”, the corresponding columns are filled in as follows:
actual use - indicated “for its intended purpose” or “not for its intended purpose”;
year of construction - the year of commissioning is indicated;
total and living areas of a residential building - the areas are indicated in accordance with the explanation for the floor plan of the residential building;

Column 4 - indicates the right of ownership or other real rights, as well as details of title and title documents. These details include the name of the document, its series and number, date of issue and name of the institution that issued the document;
Column 5 - indicates the share of the right in the form of a proper simple fraction (in the case of common ownership), an integer (in the case of one owner) or letter(s) of the part of the building registered with the owner.
5. Completing section 4 "Situation plan"
If there is a cadastral plan of the land plot on which the individual housing construction project is located, the preparation of the situational plan is carried out by the OTI in terms of missing measurements of the external dimensions of capital construction projects. If there is a cadastral plan of the land plot, it is not allowed for the OTI to carry out repeated measurements of the land plot on which the individual housing construction project is located.
The preparation of a situation plan is carried out based on field measurements with the drawing of all existing buildings, structures and boundaries of land types (yard, garden, vegetable garden, green spaces, etc.).
Section 4.1 must be completed after the publication of the relevant regulations establishing the procedure for determining the coordinates of buildings and structures.
6. Completing section 5 “Improvement of an individual housing construction project”
All lines are filled out separately for a residential building, auxiliary buildings, and structures. The columns indicate the area of premises equipped with each type of improvement.
7. Completing section 6 "Floor plan"
Compiled based on measurement data of an individual housing construction project in the prescribed manner * (2).
8. Completing section 7 “Explication for the floor plan of a residential building”
In the explication for the floor plan of a residential building, a description of the premises, rooms and calculation of areas are made.
All rooms and premises for auxiliary use of a residential building are included in the explication lines.
Rooms and premises for auxiliary use are indicated in the following sequence: ordering by letter (in alphabetical order), ascending floor, room number, room number.
When filling out section 7 “Explication for the floor plan of a residential building”, the corresponding columns are filled in as follows:
Column 1 - indicates the letter of the individual housing construction object in which the room or premises for auxiliary use is located;
Column 2 - indicates the number of the floor on which the room or premises for auxiliary use is located. If there is no floor numbering (mezzanine, basement, ground floor), the name of the floor is indicated in the column;
Column 3 - indicates the room number according to the floor plan in which the room or premises for auxiliary use is located;
Column 4 - indicates the number of the room or premises for auxiliary use according to the floor plan;
Column 5 - indicates the purpose of the room or premises for auxiliary use;
Column 6 - indicates the area of the room or premises for auxiliary use, regardless of their type;
Column 7 - indicates the area of the room or premises for auxiliary use, if they are included in the total area;
Column 8 - indicates the area of the living room;
Column 9 - indicates the area of the room or premises for auxiliary use, if they are included in the auxiliary area of the premises;
Column 10 - indicates the area of auxiliary premises not included in the total area of the residential premises (balconies, loggias, terraces, verandas);
Column 12 - indicates the height of the room or premises for auxiliary use according to internal measurements;
Column 13 - a mark indicating the presence of an unauthorized rebuilt or redesigned area is indicated;
Column 14 - additional necessary information about the room or premises for auxiliary use is indicated.
As a result, the floor area is calculated: the area of all floor premises (sum in column 6), the total floor area (sum in column 7), living area of the floor (sum in column 8).
As a result, for the building (for the part of the building - letter), the area of all premises of the building is calculated (sum in column 6), the total area of the building (sum in column 7), and the living area of the building (sum in column 8).
9. Completing section 8 “Inspection notes”
The date of inventory, full name and signature of the work contractor are indicated; Full name and signature of the person exercising control.
II. Rules for entering the parameters and inventory value of an individual housing construction project into the technical passport
To enter the parameters and inventory value of an individual housing construction project into the technical passport, a calculation and inventory sheet is drawn up.
The accounting and inventory sheet consists of three forms:
Form 1 calculation of areas and volumes of a residential building and auxiliary buildings and structures (Appendix No. 1);
Form 2 technical description and definition of physical wear (Appendices No. 2, 3);
Form 3 calculation of the inventory value of a residential building and auxiliary buildings and structures (Appendix No. 4).
10. Filling out form 1 “Calculation of areas and volumes of a residential building and auxiliary buildings and structures”
Column 1. Indicate the letter designation (letter) or digital designation assigned to parts of the individual housing construction project or auxiliary buildings and structures.
Column 2. The name of parts of the individual housing construction project or auxiliary buildings and structures is indicated. Columns 3, 4, 5, 6, 7 are filled in according to measurement data, taking into account current construction and technical standards.
11. Filling out form 2 “Technical description and determination of physical wear and tear”
For each part of an individual housing construction project or an auxiliary building or structure, a letter and capital group are indicated in accordance with the current construction and technical standards.
For main buildings and heated extensions, the year of construction, the number of underground and above-ground floors, and the year of reconstruction (overhaul)*(3) are additionally indicated.
Column 2 contains a standard* (4) list of basic structural elements for individual housing construction projects,
formed taking into account the methodology for calculating replacement cost based on aggregated indicators in accordance with current construction and technical standards.
The list of basic structural elements of an individual housing construction project is established during the inspection. If there is a structural element, all columns (from 3 to 9) are filled in; if absent, columns 3, 4 are not filled in, columns 6-9 are filled in with zeros in the corresponding lines.
Column 3, Indicate the description of the structural elements (material, design, finishing, etc.).
Column 4. The characteristics of the technical condition * (5) of the structural element of the individual housing construction object are indicated - a list of its existing defects (damage, deformations) with their quantitative assessment, which makes it possible to determine the degree of its physical wear and tear as a percentage in accordance with the current methodological and instructional standards.
Column 5. The specific gravity of the structural element is indicated.
The proportions of basic structural elements in the replacement cost of a capital construction project are taken according to the evaluation tables of aggregated indicators of replacement cost (URVS) for the corresponding analogue object using the necessary correction factors or are determined by calculation based on the design, construction, executive, land management and other documentation submitted by the customer .
Column 8. The quantitative value of the percentage of wear corresponding to the characteristics of the technical condition is indicated.
Note: The percentage of physical deterioration of a building is determined by calculation using the specific weights of the structural elements of this building specified in the corresponding assessment standard. The percentage of physical wear and tear for each structural element selected from the tables of the Rules mentioned above is multiplied by the specific gravity of this element (after applying an adjustment or value factor). As a result, we get physical wear and tear of individual structural elements in relation to the entire building.
By summing up the results obtained, the physical wear and tear of the entire building is determined.
If corrections or value coefficients were applied in the calculations and, as a result, the sum of the specified specific weights of structural elements does not amount to 100, the resulting percentage of physical wear and tear for the entire building should be clarified (divided by the sum
specified specific gravity and to obtain the percentage of physical wear, multiply by 100).
Physical wear and tear of cold extensions, auxiliary buildings and structures of the technical inventory object is allowed
determine as a whole for the entire structure or structure without taking into account the specific weights of their individual structural elements.
12. Filling out form 3 “Calculation of the inventory value of a residential building and auxiliary buildings and structures.”
Filling is carried out for each part of an individual housing construction project or an auxiliary building or structure in accordance with current construction and technical standards.
Column 1 indicates the letter designation (letter) or digital designation assigned to part of the individual housing facility
construction or auxiliary structure, structure on the plan.
Column 2 indicates the name of a part of an individual housing construction project or an auxiliary building or structure.
Columns 3, 4, 5, 6 are filled out taking into account data on an analogous object based on the methodology for calculating the replacement cost based on aggregated indicators in accordance with current construction and technical standards.
Column 7 is filled out taking into account the results (the final result of the column “specific gravity with amendment” is divided by 100).
Columns 8, 9, 10 indicate adjustments for the difference between the assessed object and the analogue object.
Column 12 Indicates measurement data for the object being assessed in units of measurement of the analogue object.
Column 14 is filled in taking into account the percentage of wear.
Column 16 indicates the index * (6) of recalculating the base cost to the current price level.
