1. Establish as the main tasks of the temporary administration the implementation of the functions provided for by the Federal Law “On Insolvency (Bankruptcy)” and the exercise of other powers defined by the Federal Law “On Insolvency (Bankruptcy)”, the Federal Law “On Banks and banking"and adopted in accordance with them regulations Bank of Russia.

By Order of the Bank of Russia dated 04/21/2017 No. OD-1055, from 04/21/2017 the license to carry out banking operations was revoked from the credit organization JOINT-STOCK COMMERCIAL INNOVATION BANK "OBRAZOVANIE" (joint-stock company) JSCIB "OBRAZOVANIE" (JSC) (reg. No. 1521, Moscow). According to reporting data, as of April 1, 2017, the credit institution ranked 118th in terms of assets banking system Russian Federation.
Problems with JSCIB "OBRAZOVANIE" (JSC) arose due to the use of an extremely risky business model and the low quality of a significant part of the assets due to lending to companies with signs of lack of real economic activity. At the same time, during the supervision of the bank’s activities, dishonesty its management and owners, expressed in the withdrawal of assets to the detriment of the interests of creditors and investors, as well as their “technical” transformation in order to evade compliance with requirements supervisory authority on the formation of reserves for possible losses adequate to the risks taken. In addition, JSCIB "OBRAZOVANIE" (JSC) submitted to the Bank of Russia an inaccurate financial statements, which did not reflect the actual loss own funds(capital). Taking this into account, the actions of the credit institution’s managers show signs of its deliberate bankruptcy.
In order to hide the acute liquidity shortage, the bank artificially limited clients' rights to dispose of their funds. JSCIB "OBRAZOVANIE" (JSC) has actually lost the ability to fully fulfill its obligations to creditors.
The Bank of Russia has repeatedly applied supervisory measures against the credit organization, including restrictions and a ban on attracting deposits from the public.
To date, the management and owners of JSCIB "OBRAZOVANIE" (JSC) have not taken effective measures to normalize its activities. In the circumstances, the Bank of Russia, on the basis of Article 20 of the Federal Law “On Banks and Banking Activities,” fulfilled the obligation to revoke the bank’s license to carry out banking operations.
The decision of the Bank of Russia was made in connection with the credit organization’s failure to comply with federal laws regulating banking activities and regulations of the Bank of Russia, repeated violations within one year of the requirements provided for in Article 7 (except for paragraph 3 of Article 7) of the Federal Law “On Combating Legalization (Money Laundering) ) proceeds from crime and the financing of terrorism,” as well as the requirements of Bank of Russia regulations issued in accordance with the said Federal Law, establishing facts of significant unreliability of reporting data, failure to satisfy the claims of creditors for monetary obligations, taking into account the repeated application within one year of the measures provided for by the Federal Law “O Central Bank Russian Federation (Bank of Russia)".
In connection with the establishment of facts of significant unreliability of the reporting data of the credit organization, the relevant materials on the basis of Part 1.2 of Article 140 of the Criminal Procedure Code of the Russian Federation and Article 75.1 of the Federal Law “On the Central Bank of the Russian Federation (Bank of Russia)” will be sent by the Bank of Russia to investigative committee of the Russian Federation to resolve the issue of initiating a criminal case on the grounds of a crime provided for in Article 172.1 of the Criminal Code of the Russian Federation.
In accordance with the order of the Bank of Russia dated April 21, 2017 No. OD-1056, a temporary administration was appointed to JSCIB OBRAZOVANIE (JSC) for a period until the appointment of a bankruptcy trustee in accordance with the Federal Law “On Insolvency (Bankruptcy)” or appointment in accordance with Article 23.1 of the Federal Law “On Banks and Banking Activities” of the liquidator.
