01. What is Rosstat
Organizations are required to submit:
federal Service state statistics(Rosstat) is a body that generates official statistical information on the social, economic, demographic and environmental situation of the country.
Since April 3, 2017, Rosstat has been under the jurisdiction of the Ministry economic development Russian Federation. It is a very impressive service to match the tasks performed, approximately 18 departments, each of which has from 3 to 8 departments and services in the regions, for example the following divisions:
- Department of Price and Finance Statistics (Statistics Department public finance and monetary system, Department of Statistics of Financial Organizations, Department of Statistics consumer prices, Department of Producer Price Statistics);
- Department of Enterprise Statistics (Department of Continuous Surveys of Small and Medium Enterprises, Department of Structural Statistics and Macroeconomic Calculations, Department of Current Small Business Statistics, Department of Production Indexes, Department of Energy Statistics, Summary Information Department, Department of Statistics of Production of Intermediate and Investment Goods, Department of Statistics of Production of Consumer Goods goods).
The statistics service is designed to collect and analyze information. We are talking about the formation of an information base on the basis of which informed management decisions can be made. It is approximately comparable to the information base of an enterprise, but on a national scale. This information is needed by authorities to improve tax, customs, investment policy. Statistics show how high the tax burden on enterprises, the state of this or that industry, how the state is developing, how the situation in certain areas of life is improving or worsening.
The activities of Rosstat are regulated by the Federal Law "On official statistical accounting and the system of state statistics in the Russian Federation" dated November 29, 2007 No. 282-FZ.
B. Selective observation carried out periodically and continuously. The composition of the reporting may change from year to year. The most common forms submitted by small and micro enterprises and individual entrepreneurs are 1-IP, MP (micro) - in kind, PM, TZV-MP, etc. The basis for their confirmation is logically financial statements, the data from which will come from the Federal Tax Service.
Examples of reporting to Rosstat
On the Rosstat website you can see a list of all forms of statistical observation, but it is quite difficult to parse it in relation to yourself. We do not provide here full list forms, it changes regularly. There are quite a few forms of statistical reporting. We ourselves use two useful sources:

- 12-F - on the use of funds,
- 57-T - on wages of workers by profession and position,

03. Who should report to Rosstat
Statistical reports must be submitted (Article 5 No. 209-FZ):
- bodies of state power and local self-government;
- legal entities of the Russian Federation;
- individual entrepreneurs;
- branches and representative offices of Russian organizations.
Further we are talking only about 2-4 categories of accountable persons. So, the law distinguishes small, medium and large businesses, which are required to submit statistical reports. Who is a small business? The law defines the categories for classifying companies and individual entrepreneurs as small and medium-sized businesses (with Vol. 4 Categories). The basic requirements are:
- Share of participation of other Russian legal entities in the authorized capital of LLC cannot be higher than 25%, and the share foreign companies - 49 % ;
- The number should not exceed the limits specified by law: for micro-enterprises no more than 15 people, for small - the maximum allowable value is 100 people, for medium - no more than 250 people;
- Annual income should not exceed the limits: micro-enterprises - 120 million rubles; small enterprises - 800 million rubles; medium-sized enterprises - 2 billion rubles (Resolution of the Government of the Russian Federation dated April 4, 2016 No. 265).
Companies that are not small and medium-sized businesses submit basic statistical reporting and additional reporting, which depends on the area of activity. To finally understand whether your organization is a small business, use the tax service service "Small Business Register". We wrote in a separate article how to get into it - how to check the presence of a company in the small business register.

Answers from Rostat letters dated February 17, 2017 No. 04-04-4/29-SMI and dated July 26, 2016 N 04-04-4/92-SMI were used.
Is official data posted on the resource statreg.gks.ru?
Yes, official data is posted in the resource statreg.gks.r.
If it says there that an organization must submit one form or another, does that mean a fine for failure to submit it will be legal?
Yes, in accordance with subparagraph c) of paragraph 2 and paragraph 4 of the Regulations on the conditions for providing mandatory primary statistical data and administrative data to subjects of official statistical accounting, approved by Decree of the Government of the Russian Federation of August 18, 2008 N 620.
How can you find out exactly whether a company is required to submit a form or not?
The list of federal statistical observation forms is compiled as of the end of the year preceding the reporting year, with monthly updating in connection with structural changes in business entities (liquidation of enterprises, creation of new ones, reorganization, change in the status of an organization, etc.). Existing organizations should receive information about the list of federal statistical observation forms at the end of the year preceding the reporting year; newly created organizations should check the information monthly during the first year of their creation. If the respondent is not on the list, reporting is not provided, unless the organization has been notified in writing.
Do Rosstat employees themselves use this resource to find out who is required to submit which forms?
Yes, employees of Rosstat and its territorial bodies use the above resource.
If on statreg.gks.ru the form is listed as mandatory, and the statistics agency has confirmed in writing that it is not necessary to submit it, does this exclude a fine for failure to submit the form?
If the organization has been informed in writing that the form does not need to be submitted, no penalties will be imposed on it.
How to use the new service?
The entrepreneur must enter his OKPO and TIN codes, as well as the state registration number(OGRN or OGRNIP). After this, a list of mandatory reporting forms is downloaded to the user’s computer automatically. The same table provides the frequency and deadline for submitting reports, as well as links to Rosstat pages where you can download their forms for filling out for free. The system works even if the user entered only one of the above search parameters, however, in this case, the list of reports may be incorrect.
Why does the information on statreg.gks.ru change: one day one, two days later another? Is this related to the update system? How does it update?
The information retrieval system was developed in 2016 in order to promptly inform business entities about their provision of statistical reporting forms. The list of federal statistical observation forms posted in the specified system for respondents is compiled as of the end of the year preceding the reporting year, with its monthly updating. The monthly updating of lists of forms in the system is due to ongoing structural changes in business entities (liquidation of enterprises, creation of new ones, reorganization, change in the status of an organization, etc.), as well as the frequency of providing statistical reporting forms (monthly, quarterly, semi-annual). Existing organizations should receive information about the list of federal statistical observation forms at the end of the year preceding the reporting year; newly created organizations should check the information monthly during the first year of their creation. Considering the importance of this service for respondents, in the first half of 2017 Rosstat will make significant improvements to the interface aimed at optimizing and increasing the stability of its operation.
Why are “unnecessary” forms included in the lists on statreg.gks.ru? What should companies do?
Lists of federal statistical observation forms to be submitted by respondents are formed on the basis of statistical methodology, taking into account the types of activities carried out economic activity organizations, including all those declared at state registration. A number of federal statistical observation forms, according to instructions for filling them out, are provided only in the presence of an observed event. Providing “zero” reports for reporting period on such forms is not required, and the absence of a report is qualified as the absence of a phenomenon by the respondent. For federal statistical observation forms, the instructions for completing which do not contain a requirement to provide data only if a phenomenon exists, it is possible for respondents to inform the territorial bodies of Rosstat in the constituent entities of the Russian Federation with an official letter about the absence of indicators for specific forms of statistical reporting instead of providing “zero” reports (in case of absence of the phenomenon).
Which companies does Rosstat send letters with a list of reports to? To those who were included in the sample?
In accordance with paragraph 4 of the Regulations on the conditions for mandatory provision of primary statistical data and administrative data to subjects of official statistical accounting, approved by Decree of the Government of the Russian Federation of August 18, 2008 No. 620, territorial bodies of Rosstat are obliged to inform (including in writing) respondents about carrying out federal statistical observation in relation to them. Informing respondents is carried out by posting lists of reporting forms in the information retrieval system. Direction newsletter on the conduct of federal statistical observation in relation to an economic entity, as a rule, is carried out to respondents included in sample surveys.
What should those who received a letter from statistics with a list of forms do, but some of the reports from the list are not on the site? Submit a report or clarify information with a statistics agency? How can I clarify?
Organizations included in sample surveys may be notified in writing by state statistics bodies about the provision of specific forms of federal statistical observation. If the list of reporting forms published for the respondent at statreg.gks.ru differs from the one sent to the organization in writing, the written notification should be followed. If it is necessary to clarify questions about filling out and submitting federal statistical observation forms, organizations can contact the territorial body of Rosstat in the constituent entity of the Russian Federation at the location of the organization.
What should companies do to avoid fines? Should I contact the statistics agency in writing? How to prove that we did not miss the deadline, but did not know about the report, since it was not on statreg.gks.ru?
If the organization is not on the list published on statreg.gks.ru, penalties under Article 13.19 of the Code of Administrative Offenses of the Russian Federation are not applied, except in cases where the respondent, in the manner provided for in paragraph 4 of the Regulations, was informed (including in writing) about carrying out federal statistical observation in relation to him according to specific forms of federal statistical observation mandatory for submission. "Screenshots" are only valid evidence if they contain certain data, i.e. they indicate the date and time of receipt of information from the site on the Internet, contain data about the person who displayed it on the screen and subsequently printed it, data about the software and used computer technology, name of the site, affiliation with the applicant. Thus, if these requirements are met, “screenshots” can serve as supporting documents.

An information letter from Rosstat is a document that contains information about an economic entity based on the Statistical Register. Statistics codes are needed in order to systematize the general list of individual entrepreneurs and organizations. For the entrepreneur himself, the codes are not important - he just needs to register with Rosstat and periodically send the necessary information there.
We answered why you need to register with Rosstat in a separate article - Why you need OKVED codes.
Other statistics codes (OKPO, OKATO, etc.) remained in the Rosstat notification. The notification of the statistics agency has become electronic and is posted on a special service. To view statistics codes, use the Rosstat service. Enter your TIN and view the received data in the open window. To download them on a sheet, click "Export".

What are statistics codes?
Statistics codes are digital combinations that contain information about the subject, or from the Statistical Register of the State Statistics Service (which is also called Rosstat). The list was compiled in accordance with Order No. 22 Federal service State Statistics Service dated 08/05/05.
Information about business entities is collected using the following classifiers:
- (All-Russian classifier enterprises and organizations) is a number that is assigned to each subject on the territory of the Russian Federation and consists of 8-10 digits. It indicates industry affiliation, so for enterprises with a similar type of activity, a number of numbers coincide. The remaining statistics codes can only be found out when an OKPO code is assigned.
- OKATO (All-Russian Classifier of Administrative-Territorial Division) is used to indicate the location of the company (Moscow, St. Petersburg). The presence of such a code facilitates the collection and processing of data on business entities in the Russian Federation. The number includes from 8 to 11 digits, which gradually indicate the location of the enterprise or organization.
- OKTMO (All-Russian Classifier of Territories municipalities) also consists of 8-11 digits and since 2014 it has replaced the OKATO code. It is used to speed up the processing of data on business entities. To find out statistics codes and convert OKATO to OKTMO, special tables and Internet services have been developed that allow you to determine desired number with minimal time losses.
What other codes are assigned after registration?
Classification affects not only the scope of activity and location of an enterprise or organization, but also other indicators.
- OKFS (All-Russian Classifier of Forms of Ownership) helps to analyze economic processes, predict their development and prepare recommendations. The form of ownership in this context means property relations established by law. The owner who has the right to own property can be considered an individual, organization, subject of the Russian Federation or the state. The number consists of two digits.
- OKOGU (All-Russian Classifier of State Power and Management Bodies) is intended to systematize data on government bodies; it consists of five characters.
- OKOPF (All-Russian Classifier of Organizational and Legal Forms) is a combination that characterizes the organizational and legal form of an enterprise. This type of classification facilitates the analysis of information obtained about business entities. Based on this information, it is possible to predict economic processes and develop recommendations.
- OKVED (All-Russian Classifier of Types of Economic Activities) characterizes the type of activity of an enterprise. This number is used for calculation tax rate, collection and analysis of information about a specific area of work. OKVED helps to classify the type of activity into the appropriate group. The number sequentially indicates a section, subsection of work, and beyond. It can include 3-6 characters separated by dots. Unlike other classifiers, OKVED is selected by the entrepreneur himself at the stage of submitting documents for registration. You can find them in /EGRIP.
Important: Every entrepreneur or founder of an LLC is required to find out the statistics codes for their organization.
How to get data from a register
In fact, it is not difficult to find out the statistics codes. There are several options for when and how this can be done.
- During registration of an individual entrepreneur or LLC. A notification about statistics codes is issued to a newly registered entrepreneur complete with other documents.
- When notification was not received in tax service, you should contact local authority Rosstat. The entrepreneur should submit an application, copies of the certificate of registration and assignment of the TIN, passport, extract from the Unified State Register of Legal Entities (in the case of an LLC - extract from the Unified State Register of Legal Entities). The LLC founder may also be required to provide a copy of the company's Charter. Notification can be received within five working days from submission of documents.
Important: There is no need to certify copies of documents to obtain this information..
Law firms that specialize in helping entrepreneurs can help you find out the organization’s statistics codes by TIN.

Important: The first notification is provided free of charge. If you need to get it again (for example, when opening a new branch as a result of business expansion), you will have to pay.
Searching for information by TIN
In some cases, it is necessary to obtain statistics codes using the TIN of either the entrepreneur himself or his counterparty. There are three ways to find this information:
- send a request to the local Rosstat office (for example, in the Moscow region);
- contact a specialized company;

Where are statistics codes requested?
TIN statistics codes may be required when opening a current account and preparing payment orders.
They are indicated in reporting forms (accounting, tax or statistical) and in documents for registering a new branch of the organization.
In addition, you need to find out the statistics codes when making changes to the company name, changing the place of registration, or transferring responsibilities to another entrepreneur.
As you can see, you can get statistics codes by TIN at the local Rosstat office. You can do this on the website of the territorial authority without leaving your home or office.

Find out statistics codes: OKPO, OKATO, OKTMO, OKOGU, OKFS, OKPOF by OGRN and INN online, You Tube
Organizational statistics codes are an important component of the financial activities of an enterprise. Without them, running a business becomes impossible.
Having the TIN in hand, an entrepreneur can find out his statistics codes in several ways at once, choosing the most convenient one - from a personal meeting with State Statistics Service employees to retrieving them through online forms. Delaying this is risky, so you should take care of receiving notification in the first days of the company’s activities.
What are statistics codes?
By registering new documents, tax office transmits information about an individual entrepreneur or legal entity to Gosstat (sometimes referred to as Rosstat) - the Federal State Statistics Service. There, the data is processed and assigned special digital values to the LLC/IP. They are designed to identify an organization/individual entrepreneur in the Statregister and classify their activities according to several criteria:
- OKPO, All-Russian Classifier of Enterprises and Organizations. Divides LLC/IP by type of activity. The main code used to create lists of entrepreneurs. If you need to send data about a legal entity/individual entrepreneur to another department, the State Statistics Service uses this code.
- OKTMO, All-Russian Classifier of Municipal Territories. OKTMO codes reflect the territorial affiliation of the registration address.
- OKVED, All-Russian classifier of types of economic activity. Required for change tax regime LLC/IP and establishment of benefits. Required in any financial statements. The entrepreneur chooses this code independently when registering an LLC/IP.
- OKFS, All-Russian classifier of forms of ownership. Requested when generating statistics and creating tax policies.
- OKOPF, All-Russian classifier of organizational and legal forms. Like the previous one, it is necessary to create statistics on business entities and regulate the economy.
- OKOGU, All-Russian classifier of public authorities and management. Characterizes who founded the organization - most often for structures engaged in business, this implies a division into an institution an individual, a legal entity or jointly by them.
If an entrepreneur does not have statistics codes, he and his employees will not be able to:
- open a current account (LLCs can pay taxes with it by bank transfer, and individual entrepreneurs - to enter into contracts for an amount exceeding 100 thousand rubles);
- send a tax report;
- submit financial statements;
- create a payment order;
- use the remote control system banking services, such as " " and others;
- engage in export or import;
- open a branch in case of enterprise expansion;
- change the place of registration of the individual entrepreneur or legal address enterprise (its location);
- change the name, surname and patronymic of an individual entrepreneur or the name of an LLC.
Among the less common cases for which statistical codes should also be prepared is the State Statistics Service sample. Large businesses are required to regularly report on their economic indicators, and Rosstat selectively notifies owners of small and medium-sized businesses about the need for such a document. Since Rosstat’s reporting affects financial activities, it is impossible to do without statcodes.
How to get statistics codes?
Depending on the amount of free time, an entrepreneur can choose several different ways receiving stat codes. Almost all of them require minimal resources. The most popular request for documents is the organization’s statistical codes by TIN - 4 ways to obtain which will make the life of an entrepreneur easier.
By TIN online
Until 2017, using an online form, it was only possible to submit an application for registration with the relevant territorial authority. Today, there are no previous problems with how to find out TIN statistics codes on the Internet:
- Go to the Gosstat service statreg.gks.ru. A special form will open.
- In the “Notification Type” field, legal entities leave the existing item, and individual entrepreneurs should select “Notification for individual entrepreneurs, heads of peasant (farm) farms.”
- Enter your Taxpayer Identification Number (TIN) and control code and click “Search”. The results will display the name of the organization, below which there will be two buttons. Clicking on “OK TEI Codes” will immediately begin downloading the document.
- All codes are contained on the first page of the document, and their decoding is on the second.
This functionality also helps to implement. The next method of obtaining codes will require significantly more time and effort.
In Rosstat
A map on the official website gks.ru will help you find a territorial body in a specific subject of the Russian Federation. When you click on the name of the desired region, data on the territorial body of Rosstat will appear at the bottom of the page.
In order to contact this authority on the spot, it is necessary to prepare a list of copies of documents. They do not need to be notarized. Individual entrepreneurs provide scans of their passport, TIN, certificates from the Unified State Register of Individual Entrepreneurs and the Certificate of Registration. Organizations - scans of TIN, Certificate of state registration of a legal entity, extracts from the Unified State Register of Legal Entities, Charter and passport of the director of the company. If necessary, a power of attorney is added.
Important: upon first application, the notification is issued free of charge, for all subsequent ones you will need to pay, so after receiving it it is better to make several copies of the document.
At the tax office
If the inspection work takes place through electronic interaction between departments, the Federal Tax Service representative will see the statistics codes when registering documents. He is not obliged to inform you about this fact, nor to print out the codes themselves, so you cannot demand them from the tax office. However, no one forbids politely asking if the employee will be able to print or tell you the codes right away.
Contacting a law firm
Firms that specialize in providing legal services, often help out managers who do not want to deal with possible problems on one's own. Transferring authority to collect documentation and obtain codes costs money ( on average about 2000 rubles), but helps save time and get results a day later.
Important: Each company has its own prices and subtleties of work, the choice is up to the entrepreneur. It would not be a shame to check the certificate of the lawyer dealing with the problem if suddenly doubts arise about his qualifications.
Let's sum it up
LLC/IP cannot exist without statistical codes. This information is basic when submitting reports and conducting financial transactions. There are six types of statistics codes that classify an organization according to various criteria, determining its place among others.
The most convenient way to find out statistics codes is online; for this you only need a TIN. When registering an enterprise, you can ask them from the tax office, but they have the right to refuse. You can independently contact the local Rosstat authority, but in order not to waste time, it is recommended to resort to the services of law firms.
As you know, statistics know everything, and, of course, the number and classification of business entities in the Russian Federation is also a subject of its interest. Every registered and newly created LLC should take care to know its statistics codes.
You can get answers to any questions about registering LLCs and individual entrepreneurs by using the service free consultation on business registration:
