In accordance with the Constitution of the Russian Federation, every citizen is guaranteed:

In Art. 131 of the Labor Code of the Russian Federation states: Payment of wages is made in cash in the currency of the Russian Federation, and not in the form of virtual rubles.
In accordance with Part 2 of Article 1 of the Civil Code of the Russian Federation, citizens acquire and exercise civil rights by their own will and in their interest. They are free to define any terms of the contract that do not contradict the legislation. Mass transfer to the Mir card will affect all state employees, pensioners and recipients of social benefits. Experts find it difficult to name the exact number of Russians who will be required to receive funds on the card of the national payment system. In recent days, there have been alarming calls and e-mails from citizens who are forced at their place of work, in the bodies of the Pension Fund of the Russian Federation or in banks to receive an electronic payment card "Mir". These actions of representatives of certain organizations contradict the Constitution of the Russian Federation, the Labor Code of the Russian Federation and the latest changes in legislation.

If a citizen wishes to receive wages, pensions or other social and other payments from the budget of the Russian Federation in cash or to an account to which a plastic card is not tied, then he must be provided with such an opportunity.
