In November 1991, former British Prime Minister Margaret Thatcher made a speech in Houston, USA, in which she told how exactly, in what ways Great Britain and other Western countries destroyed the USSR. Also in this November speech, Margaret Thatcher spoke about the imminent, legally enshrined, collapse of the USSR. Indeed, a few weeks later, as if by magic, the British Prime Minister signed the Belovezhskaya Agreements in December 1991.
How it was.
In November 1991, there was a trip of oil refining and petrochemical specialists to the USA, to Houston (Texas). The central part was the participation in the meeting of the American Petroleum Institute, IPA (it seems, the anniversary). The American concept of an institution is, in general, far from ours. IPA is a kind of semi-public association that organizes periodic meetings of oil and petrochemical companies (including competing ones), at which they are engaged in "grinding" their interests. Percentage of increase in gross national product it was about twice as high as in our countries. Considering the enormous Natural resources USSR, then with a rational economy, the Soviet Union had quite real opportunities to oust us from world markets.
Therefore, we have always taken actions aimed at weakening the economy of the Soviet Union and creating internal difficulties for it.
The main one was the imposition of an arms race. We knew that the Soviet government adhered to the doctrine of equality of arms between the USSR and its NATO opponents. As a result, the USSR spent about 15% of the budget on armaments, while our countries - about 5%. Of course, this negatively affected the economy of the Soviet Union. The Soviet Union had to save on investments in the production of so-called consumer goods. We hoped to cause massive discontent among the population in the USSR.
One of our tricks was the alleged "leakage" of information about the amount of weapons we have much larger than in reality, in order to cause additional investments by the USSR in this economically unprofitable area.
Taking into account the imperfection of the USSR constitution took an important place in our policy. Formally, it allowed the immediate withdrawal from the USSR of any union republic that wished to do so (and practically by a decision by a simple majority of its Supreme Soviet). True, the implementation of this right was practically impossible at that time due to the cementing role of the Communist Party and the security forces. And yet, in this constitutional feature there were potential opportunities for our policy.
Unfortunately, despite our efforts, the political situation in the USSR remained very stable for a long time. A serious place in the formation of our policy (mainly the policy of the United States) was occupied by the issue of creating a missile defense system (SDI). I must admit that most of the experts were against the creation of SDI, since believed that this system would be extremely expensive and insufficiently reliable, namely the SDI shield could be pierced with the additional investment by the Soviet Union of much smaller (5-10 times) funds in "offensive" weapons.
Nevertheless, the decision to develop SDI was made in the hope that the USSR would start creating a similar expensive system. To our great regret, the Soviet government did not make such a decision, but limited itself to political declarations of protest.
This is a very difficult situation for us. However, information soon came in about the imminent death. Soviet leader and the possibility of a person coming to power with our help, thanks to whom we will be able to realize our intentions.
This was the assessment of my experts (and I have always formed a very qualified group of experts on the Soviet Union and, as necessary, facilitated additional emigration from the USSR of the necessary specialists).
This man was M. Gorbachev, who was characterized by experts as a careless, suggestible and very ambitious person. He had good relations with the majority of the Soviet political elite, and therefore his coming to power with our help was possible.
The activities of the "Popular Front" did not require large funds: these were mainly the costs of duplicating equipment and financial support of functionaries. However, the support of long strikes of miners demanded very significant funds.
Great controversy among experts was caused by the question of the nomination of Boris Yeltsin as the leader of the "Popular Front" with the prospect of his subsequent election to the Supreme Soviet of the Russian Republic and then the head of the Russian Republic (as opposed to the leader of the USSR M. Gorbachev).
Most experts were against Yeltsin's candidacy, given his background and personality traits. However, appropriate contacts and agreements took place, and the decision to "push through" Yeltsin was made.
With great difficulty, Yeltsin was elected Chairman of the Supreme Soviet of Russia, and a declaration of Russia's sovereignty was immediately adopted. The question is from whom, if the Soviet Union was at one time formed around Russia? This was indeed the beginning of the collapse of the USSR.

And there is a standard chicken in the world, called "chicken bress". This is a special terroir in France, where chickens are raised and they run in the wild, they are fed with grain. But how much does a Bresse chicken cost? About 20 euros apiece. And in the store, this chicken in a tray costs 90 rubles. Is there a difference - 800 rubles and 90? The difference is 10 times, which means that the quality will be exactly 10 times worse.
What about cheese? Only in our country are sales of so-called sandwich cheese kept at this level! There is no other such thing anywhere, in any country in the world. In no other country in the world do people eat anything like this. They understand that cheese is separate world, cheese is a delicacy, and they buy cheese the way we Russians buy cakes. For them, behind each piece there is a certain area with its ecology, special breeds of cows, specially selected milk and human labor, and they understand why this cheese costs not 300 rubles per kilogram, but 300 euros.
