What is military contract service? This is a military activity in the armed forces, carried out on a voluntary basis, when a citizen who wants to serve, signs a contract for a certain period. Service under the contract has certain conditions for military personnel and implies the presence of a stable salary, a social package, all kinds of benefits, monetary compensation, and incentives.
We will elaborate on important details contract service and will tell you in this publication about the benefits of contract service in the Armed Forces of the Russian Federation and the requirements for contract servicemen.

The conditions under which a citizen enters into a contract and subsequently enters a voluntary military service are fixed at the legislative level. All requirements for contractors are regulated by the following regulatory documents:
- Chapter V of the Law "On Military Duty" (FZ No. 53 of March 28, 1998).
- Special regulations of the Ministry of Defense Russian Federation.
In accordance with these legislative acts, a number of mandatory requirements are imposed on citizens who enter voluntary contract service in the army:
- Citizen's age. If the first contract is concluded, then a citizen of the Russian Federation must be at least 18 years old and not older than 40 years old.
- Education. Citizens with an education ranging from secondary and above are accepted.
- Person categories. Citizens who have previously completed military service - contract or conscription are allowed to undergo contract service; citizens who are "in reserve"; women, and other categories of citizens (read complete list persons who may be allowed to serve under a contract in the Armed Forces of the Russian Federation, can be in the Federal Law "On military duty and military service" Art. 34).

In order to assess the listed parameters, a citizen entering the contract service must perform one exercise for each of them for verification.
- Fitness Restrictions. During the selection of candidates for contract service, cases of citizens who have received an opinion on the assignment of the following categories will be considered:
- I. This category is assigned to citizens who are "recommended in the first place";
- II. This category means that citizens are "recommended";
- III. Means that the citizen is "conditionally recommended". In the absence of the first two categories.
How to become a contract soldier in the Russian Armed Forces?
If you've made up your mind enlist in the military under contract, then the first thing you need to do is to come to the local selection point for contract soldiers for detailed advice on entering the contract military service and the conditions for its passage. For the applied citizen, vacancies of military positions for which he can apply will be presented, and a corresponding recommendation will be drawn up for submission to the military commissariat.
After that, a citizen applying for the position of a contract soldier must apply with a passport to the local department of the military commissariat and submit an application there, which will be considered by the military commissar. Next, events will be scheduled, the task of which is to determine the health status of the applicant and the level of his physical fitness. After these two stages are completed, the final decision is made on whether it is possible to accept a given citizen for military service under a contract.
If all checks and tests are successfully passed by a citizen, then a military ID will be issued to him, after which a contract for military service in the Armed Forces of the Russian Federation will be concluded. Then he is sent to the military training unit, where he will undergo an intensive course of combined arms training. During the training period, the command staff will observe the newly minted contract soldier, study his professional, personal, and physical qualities. His propensity for leadership will also be analyzed (required for sergeant positions). After the training course is completed, the contract soldier is sent to the main place where he will serve in the armed forces.
Contract service - contractor salary in 2018
For the current year, there are two main legislative documents, which set the size and types allowance due to contract servicemen in the Armed Forces of the Russian Federation:
- Federal Law No. 306-FZ of 07.11.2011 "On the monetary allowance of military personnel and the provision of individual payments to them."
- Decree of the Government of the Russian Federation of 05.12.2011 N 992 "On the establishment of salaries for the monetary maintenance of military personnel undergoing military service under the contract."
The basic salary of military personnel under the contract, according to the mentioned laws, consists of two parts:
- Salary for a military position;
- Salary according to military rank.
To the basic monetary allowance of a contract soldier in the Armed Forces of the Russian Federation, various allowances are added monthly for:
- Qualification.
- Years of service.
- Risk to health and life.
- Special conditions for military service.
- Working with classified information that is a state secret.
- High level of physical fitness (after passing the standards).
- Significant achievements in military service.

The size of the monetary allowance of contract servicemen
Let's focus on specific numbers and announce average salary contract servicemen in 2018 amounted to:
- 30,000 rubles - average salary ordinary contractor.
- 40,000 rubles - the average salary of sergeants and foremen.
- 55,000 rubles - the average salary of lieutenants.
These figures on the salaries of military personnel under the contract were announced back in 2017 by Tatyana Shevtsova, Deputy Minister of Defense of the Russian Federation, responsible for organizing the financial support of the Armed Forces of the Russian Federation. By the way, Shevtsova is the only woman in Russia with a rank corresponding to an army general - a real state adviser to the Russian Federation, 1st class.
Since January 1, 2018, the monetary allowance of military personnel has been increased by 1.04 times (Decree of the Government of the Russian Federation of December 21, 2017 No. 1598 "On increasing the monetary allowance of military personnel and employees of certain federal bodies executive power). This increase will also affect contract soldiers - the size of salaries for military positions and salaries for military ranks of military personnel serving under a contract.
In addition to monetary allowances, various benefits and material compensations have been established for contractors. These include:
- Compensation for renting housing (Decree of the Government of the Russian Federation of September 18, 2015 No. 989 “On Amendments to the Decree of the Government of the Russian Federation of December 31, 2004 No. 909”). This payment allows the military to partially reimburse the cost of renting housing if the service apartment was not provided. Cash compensation is paid in accordance with the established standards for the region (for example, for the cities of Moscow and St. Petersburg - this is 15,000 rubles as of 2019);
- "Lifting allowance" - a monetary allowance to a serviceman when moving to a new place of service, the lifting allowance is paid not only for a contract soldier, but also for all family members;
- A one-time allowance upon dismissal from military service - paid upon dismissal with a total length of service of 20 years or more in the amount of 7 salaries of monetary allowance (with a length of service of less than 20 years, a contractor receives 2 salaries upon dismissal).

The state provides for impressive payments in the event that a serviceman is declared unfit for service due to an injury received in the service (the contractor will receive 2 million rubles). Essential insurance payments family in the event of death (the family will receive insurance in the amount of 3 million rubles).

Pros and cons of contract service in the armed forces
The contract army in Russia is a relatively new phenomenon, and before entering the military service under a contract, you should know what the pros and cons await you.
Let's focus on the positives:
- For many citizens, contract service in the army is a very profitable employment, especially in remote towns and villages where it is difficult to find work.
- Contract servicemen have a serious social package, which includes numerous benefits. In addition to status, contract service in the army provides a good stable salary and the opportunity to get housing.
- Modern service under a contract in the Armed Forces of the Russian Federation can be compared with regular work, in contrast to conscripts who have a number of restrictions.
Speaking about the pros of contract service, one cannot help but recall the cons:
- The obvious disadvantage of military service under a contract is the need to risk both one's health and life.
- Limitation of personal space and freedom. Not every person is ready to obey orders and unconditionally comply with the requirements of the command, simply speaking, life according to the charter is not a sanatorium.
- Not everyone can withstand the conditions of service in the army, for example, statistics show that almost 20% of those who first signed a contract break it after a few months of service. Everyone has their own reasons for this, however, most often this decision is due to the fact that the rookie contract soldier did not cope with the probationary period. Sometimes among the possible reasons for breaking contact on the part of the Ministry of Defense may be the abuse of alcohol by newly minted servicemen, drunkenness has no place in the army!
- Not everyone likes forced business trips, the need to constantly wear uniforms, living in the field if necessary.
Summing up, it can be noted that the transition of the Russian army to contract service is a new promising solution that can raise the prestige of the Armed Forces, as well as ensure the fulfillment of the tasks facing the army, both in peacetime and in case of war. The contract service guarantees a stable, decent salary for contract servicemen, and also offers a number of benefits and privileges.
Nevertheless, before making a final decision, carefully consider all the pros and cons of military service under a contract, you must understand the degree of responsibility both for your life, for the life of your comrades, and for the life of those you protect by serving in the Russian Army. Of course, contract service in the Armed Forces of the Russian Federation is a prestigious and noble cause.
Today we will consider a topical issue of our readers, namely, Is it possible to serve under a contract without military service.
Since 2017, it has become possible to serve 2 years on contract instead of 1 year of military service. This was done on behalf of our Supreme Commander-in-Chief of the RF Armed Forces.
Regular units of Russian armed forces originated with Ivan the Terrible. During that reign, the militias were replaced by archers with monetary allowances and land benefits. Apparently, then the first contract soldiers appeared - professional defenders of the Fatherland!
Contract service instead of military service in 2019
Now in Russia, according to the law, it is assumed that you can go to serve as a contract soldier, even if you did not serve military service.
A good example of a conscript choosing between contract service and military service
Generally speaking, contract service is your military-oriented activity in the interests of your state and is performed exclusively on a voluntary basis.
With this option, it can be called a job that involves a stable monetary reward, with other monetary incentives. During the placement for such work, a special agreement (contract) is concluded for the entire prescribed period of service.
Information useful to study:
- those who have already served - is it worth going to serve?
In the army under a contract without military service
When choosing contract service instead of urgent first you need where you can consult in full, learn about available vacancies and nuances. There is also the receipt of a letter of recommendation to the local commissariat.
In the commissariat, this letter is presented with a passport, and a form is issued for writing your application. Then the application will be considered, the time of consideration will be determined in order to determine the readiness for contract service.
An application is registered with the military commission, a personal file is opened with an appointment, based on the results of selection measures, including medical examinations.
The rejection of an application for a contract instead of military service occurs in case of age discrepancy, in case of a criminal case, if you had to be in places of detention, the conviction has not been canceled, due to administrative penalties, for the discovery of narcotic and psychotropic drugs in the blood.
If the indicators match, a military ID will be issued. Then the contract will be signed. Next comes the implementation of combined arms training activities using an intensive training course, arriving at the nearest military training unit.
When training, you must show all your physical, job and personal qualities from the best side.
The preparatory process will be controlled by the unit's command, which will evaluate the leadership qualities required by contract soldiers. If the command is satisfied with the training indicators, there will be a referral to further military service.
Contract service with secondary education college, technical school
In 2017, amendments were added to Law No. 53-FZ “On military duty and military service” for students of secondary specialized institutions. Now they can become non-conscripts. But to write an application for contract service, it is possible only after receiving a diploma and a certificate.
The law allows to serve under a contract without military service
Instead of an annual conscription service, the duration of the contract service lasts for two years, but with accrued monetary allowance.
Those who go under the contract, after graduating from college, start ordinary positions, and when the command sees the leadership qualities of a recruit, he.
Contracted military service with higher education
The second option was when there was no military department at the university.
When the institute does not have a military department, and it is impossible to obtain a military specialty and rank, but there is a desire to do military service, one should perform necessary actions:
come to the military enlistment office by registration;
learn about specialties for military personnel under the contract;
make a choice of the specialty for which you can go to serve under the contract;
signing a contract.
The fact that there was no military department in an educational institution, and there is no military profession and rank, is different for a contract soldier. This differs in that at the beginning only an ordinary rank is available and the first half of the year to study the basics will have to go to the educational part.
Service under contract with higher education
In the military commissariat, it is highly desirable to accept candidates who have graduated from universities and who want to sign a contract with the army. This is not the case for the general contract recruitment plan. It is considered very important that a competent specialist comes to master the complex equipment adopted. In addition, due to the high level of education, a person will sooner adapt, against the backdrop of changing requirements, and to quickly solve problems.
There are two options for entering the contract service for a university graduate.
When a military department was present in an educational institution.
The existence of a military department of a university gives the right to an officer rank (most often a lieutenant). Where there is a given department, a student signs a contract, he obliges to military service for a certain period.
If you want to become a contract soldier at a university, you pass a medical examination, and pass physical training standards. Having received a diploma, the graduate receives a summons to where they will serve, in accordance with the profession of the university and the title. The performance of military service occurs already with the accrual of the due salary.
In situations of changes in the service (assigned to the next rank, change of vacancy), the corresponding remuneration will also change.
These conditions take place in case of voluntary signing of the contract, finishing training at the military department. If the contract was not concluded, then, after completing educational institution, the conscript will have to, in the rank of private or sergeant.
Advantages and disadvantages of non-conscript service
Despite the longer period (2-5 years), contract service, with respect to annual conscription, has its own advantages for a recruit who did not serve on an urgent basis:
Three months later, when the trial period ends, salaries will be paid in full.
It is possible to renegotiate the contract and provide yourself with employment in the future.
The presence of less stringent conditions of residence are not limited to movement.
Since this is work for contractors, only with a tougher organization than usual can they go home every evening.
Availability of significant benefits in terms of free housing, medical care, enrollment in universities, summer rest children.
Military personnel stationed in the Far North receive free travel rights by air, rail, and other means of transport in order to spend their legal vacations.
Presence government programs life and health insurance for contractors, providing substantial payments if the contractor becomes unusable due to an injury that was received during his official duties. In deaths, there is a payment of insurance to families.
In case of any diseases, extraordinary treatment will be possible in the medical institutions of the Ministry of Defense by highly qualified doctors.
, lump sum payments, availability housing certificates military.
In the case of twenty years of service, at the age of 45 there comes a case of early retirement, with paid benefits and subsidies for purchased housing in a large city.
Many employers recognize the presence of a military ID as a mandatory criterion for employment, in this regard, after a university, one must assume the likelihood of presenting it on demand.
Contractors enjoy the benefits by entering a vocational school and a university.
The disadvantages of a contract service include:
Presence greater risk health or life.
Frequent business trips.
Unsettled living conditions possible variant residence.
The conditions of military life are not acceptable for everyone, and therefore, according to statistics, a fifth of those who sign contracts terminate them in a matter of months. Anyone has a personal reason for this, but it's mostly due to not passing probationary period. There are cases of alcohol abuse, which become the reason for the termination of the contract with the RF Ministry of Defense.
For comparison, it should be noted that contract service contributes to raising the prestige of the army service, fulfills the assigned tasks. It is also able to provide decent salary contractors, has additional privileges.
However, before making a final decision, it is necessary to evaluate all the advantages and disadvantages of concluding a contract for military service. It is necessary to be aware of responsibility in relation to oneself, to one's comrades-in-arms and to one's country.
Requirements for a candidate for military service under a contract
It is logical to call this military craft a special kind of activity. At concluding a contract without urgent service there is your consent to the requirements defined by law.
The list of conditions for future contract soldiers is established by the Law "On Military Duty" and special rules of the Russian Ministry of Defense:
1) First, when signing a contract for a Russian citizen age limit- not less than 18 years old and not more than 40.
2) They accept citizens whose education is at least secondary specialized (college, technical school and higher).
3) After passing the military medical commission, with the recognition of suitability or suitability with minor restrictions.
4) Compliance with the necessary is required, which is prescribed by the standards in NFP-2009.
5) The need to meet the conditions for professional suitability of one of the three categories (recommended first priority, recommended and conditionally recommended).
A psychological selection is also being carried out with the issuance of a conclusion on professional suitability or with a refusal to recommend for contract service.
How much will a contract soldier get without fixed-term service
The importance of such an incentive as material reward cannot be underestimated. For every person, namely, for a contractor, this is of great importance.
In 2019, the amount of monetary allowance is determined by two legal documents:
Federal Law N 306-FZ "On the monetary allowance of military personnel and the provision of certain payments to them", Decree of the Government of Russia N 992 "On the establishment of salaries for the monetary maintenance of military personnel undergoing military service under the contract."
base wages according to these legal documents, a contract soldier consists of two components:
- military salaries;
- military salaries.
The main part in the monetary allowance of a contract soldier is supplemented every month with various allowances:
qualifying;
for years of service;
if there is a risk to health and life;
when the performance of duties is special conditions;
with access to state secrets;
with an increased level of physical readiness (standards are passed);
with great achievements in the service;
with knowledge of foreign languages.
In addition, each year financial assistance and bonuses are paid for excellent performance of official duties.
The amount of monetary allowance for a contract soldier in 2019 deserves attention:
30 thousand rubles - average value wages received by an ordinary contract soldier;
40 thousand rubles - the size of the average salary (sergeant and foreman);
55 thousand rubles - the size of the average salary (lieutenant).
In addition, in addition to the monetary allowance of the employee, the use of various benefits and material compensation is available:
Compensation for sub-rental housing. With this payment, the military partially or completely reimburses the cost of renting a living space when office apartment not granted. Sum monetary compensation depends on regional regulations.
A type of cash allowance for contractors, called "lifting". When moving to another place, the funds are paid to the whole family.
During layoffs, lump-sum benefits are paid if the total length of service is twenty years or more, the amount is equal to 7 salaries. If the length of service is less than 20, the contractor should be paid only double the salary.
I will end the topic “contract or term” on this, and it seems to me that time becomes the main point - there is still a difference of two years on a contract or one year on a term (call). A lot can happen in a year.
In general, go serve under the contract, if he did not serve military service, everyone must decide for himself.
in Russia, who has a general secondary education, can once receive a higher or secondary specialized education for budgetary basis at a state university. This means that the state pays for the student's education. A student who passes the session with "good" and "excellent" is paid a scholarship. Those who have only "five" in the offset can count on an increased scholarship. There are budget places in some non-state universities, but they are usually very few. They enter the budgetary department usually on a competitive basis, having passed the unified state exams according to the list approved by the higher educational institution and posted on the official website. Some higher education institutions are given the right to conduct additional entrance tests - for example, an interview or a creative competition.
From the budget department, a student can be expelled for academic debt. You can recover, but in most cases the procedure is paid, and you can continue your education only on a contract basis.
contract form
In the contract form, the student pays for the education himself. He enters a higher educational institution, also on a competitive basis, but at the same time he also concludes a bilateral agreement with the university or. The contract, among other things, specifies the amount and terms of payment. The fee can be paid immediately for the semester or monthly, this is determined by the university. A student can be expelled not only for academic debt, but also for.The amount of payment can be changed, and most often upwards.
State order in education
V last years In Russia, the system of state order in education is increasingly practiced. This is also a contract form of education, but it is not the student who pays, but the enterprise that needs a specialist of one profile or another. A tripartite agreement is concluded between a student, a higher educational institution and an enterprise. In addition to paying for the training of a specialist, an enterprise can provide a student with some social services - pay for accommodation in a hostel, travel to and from the place of study, and also increase the scholarship. The enterprise also provides an opportunity to do an internship where a person will work. The student is obliged to work at the enterprise for several years after graduation. If it is, he must reimburse the company for the costs. Admission to higher and secondary specialized institutions is also carried out on a competitive basis.mixed forms
In small settlements partially paid form of education is also practiced. For example, a university opens a branch, rents premises, invites teachers. Students admitted to the budget department do not pay tuition fees, but the rest of the expenses fall on their shoulders, that is, they pay money for renting the premises and paying utilities. In any case, it is much cheaper than training on a contract basis.After serving in the army on conscription, Alexander decided to continue serving in the armed forces as a contract soldier. But getting a contract turned out to be almost impossible. For the eighth month he has been fighting for a contract. Below is his story.
The first thing a candidate for military service under a contract (hereinafter referred to as a candidate) had to do was to come to the military commissariat at the place of registration and submit an application for service (now the military commissariats are not engaged in the recruitment of contract soldiers; Selection points for military service under the contract - approx. Editions). They gave out a list required documents, the list is quite voluminous, and a referral to undergo a medical commission.
I wrote an application in February 2012, after which I contacted the unit in which I wanted to serve, went for an interview with the unit commander. The path, I will say, is not close - from the center of the Chernozem region to the Arctic, but the trip is at your own expense. I received an attitude from the commander of the unit in March and proceeded to pass the medical commission. There was a spring recruitment for active military service, but candidates for a contract were not allowed in this queue, we went through on a general basis in a polyclinic.
I passed the district commission, passed the standards for physical training, followed by the regional one (if you take into account the fact that I live in the district). Okay, arrived. But everything quickly turned out to be there - they didn’t really look at it, they set it up according to regional indicators on the principle of “they will weed out in the army.” But here's the catch: a drug test on the other side of town. I took a taxi and rushed to have time to turn around before the end of the working day at the regional collection point. The analysis was done in 15 minutes. I'm flying back. Carried - a fighter pilot (thanks to him). But he rejoiced early, still fingerprinting, and the queue - to be stunned: both conscripts and candidates. In general, the regional passed in a day.
I come to RVC, they say - well done, now wait, but no one knows how long to wait. They can call tomorrow, and then - grab the bags and go to the station. Therefore, as an exemplary soldier, I quit my job at the end of April. And he began to wait. In RVC, it’s like a job, but there no one can understand anything – they don’t send them. Well, I call the unit, I need to find out the reason, and I was surprised - the unit says, but we still don’t accept it either. Stunned! I walk, scratch my head and ask myself the age-old question: “what should I do?”
At the end of May, the RVC was reassured - they were creating Regional recruiting centers, maybe they would send them in early July. Somehow I got doubts. I get on the Internet and write an official letter to the website of the Ministry of Defense to find out when I will go home to the Native Army, and at the same time a letter addressed to the commander of the Northern Fleet.
A month passes, the beginning of July, at the RVC they shrug and say that they will probably be sent in early August. Silence from the Ministry of Defense, I send a second request. In early July, a response comes from the headquarters of the Northern Fleet, they write: Order (I don’t remember No.) dated May 14, 2012 from the chief of staff of the Western Military District to suspend the call for a contract, wait for the resumption. In general, they gave up. Well, I think, okay, at least these unsubscribed, but what about the Ministry of Defense? I think I have gone through all the instances and, according to subordination, I have the right to apply to the higher command. I am writing a letter addressed to the Supreme Commander-in-Chief. The answer came, however, quickly, but they sent me to the Ministry of Defense in it. Well, I think, okay, let's see who has more patience.
I'm waiting. In RVC, how to work. And then in mid-August they say that the recruiting center seems to have opened. I take the address and go there. I arrive at the recruiting station, and they say: listen, it’s not leisure to deal with you today - the commander arrives, come on next week.
I arrive next week. They looked at the personal file, they ask: “Is there any relation from the unit?” I say: "Yes." Well, then you will arrive next week at the regional assembly point, we will pass the standards for physical training.
They said at 10:00. I'm an exemplary soldier. I took the bus to the city, and the time is 9.00 - traffic jams. I'm taking a taxi. The driver is also from aviation, managed. In general, physio began to take hours at 16.00. Passed. They say: "You will arrive next week, we will make a draft order." Arrived. There is no team leader. The deputy looked at the personal file and said: “But your attitude, brother, is outdated ...” Well, fir-trees! it is not my fault that it is outdated, that I should go to the unit again ?! And they say to me: “Nothing, many medical examinations pass the second time - overdue.”
Fortunately, a friend from a military school is already a unit commander. I called him, I ask you to urgently send a new attitude. It came the next day. He brought a new attitude, they say: “Did you bring your personal account number?” I rushed to the regional branch of Sberbank, took an extract, brought it. “Do you have a copy of the TIN?” I rushed to make a copy, since Plyushkin carried all the documents with him. Well, now, they say, everything is in order, only in relation to the number, staff of the part, and when and by whom this staff is approved. I didn't write, it's already September. "Yes, and personal number And do you have a token? they ask. Where? "Go to the RVC, they will issue you there." But I'm already a scientist, I asked them to call, whether they are there or not. They call: "There is come." I'm flying to RVC. The head of the RVC declares: “And we thought you would come for him next week.” Here my patience snapped, I culturally called him the director kindergarten"Chamomile".
Now, on Tuesday, I will go to get a personal number and wait for October 19, 2012. And there is a tutorial. Continuation of the adventures of the brave contractor in training, I hope I will write already from the place of permanent service.
