STANDARD REGULATIONS
WORKINGS FOR MANUAL WORK IN FIELD AND VEGETABLE GROWING
This collection contains typical production rates and prices for handmade on snow retention, preparation and application of fertilizers, cultivation of grain, leguminous, technical, fodder, melon crops; cultivation of vegetables in protected and open ground, as well as seed production of vegetable crops.
Standard output standards are approved by the Decree of the State Committee of the Council of Ministers of the USSR on labor and wages of February 2, 1977 N 36 and the Decree of the State Committee of the USSR on Labor and Social Affairs and the Secretariat of the All-Union Central Council of Trade Unions of September 19, 1984 N 276 / 17-79.
Typical production norms were developed by the Central Republican Regulatory Research Station of the Ministry Agriculture RSFSR, the Central Republican Agricultural Regulatory Research Station of the Ministry of Agriculture of the Ukrainian SSR and the Laboratory of Labor Standards in Agriculture VNIESKh of the USSR Ministry of Agriculture with the participation of regulatory research organizations of the USSR Ministry of Fruit and Vegetable Economy, the USSR Ministry of Food Industry under the methodological guidance of the Central Bureau of Labor Standards .
Validity period of standard production norms - until 1989.
Provision of intersectoral normative materials on labor is carried out at the centralized request of ministries and departments.
A COMMON PART
1. Standard production rates for manual work in field and vegetable growing are recommended for use in state agricultural enterprises, regardless of their departmental subordination, as well as in collective farms, and are intended to standardize the labor of workers engaged in manual work in field and vegetable growing.
2. The following materials are the basis for the development of standard norms:
a) photochronometric observations;
b) technical calculations in accordance with the accepted formulas and methods for determining the norms;
v) specifications tools used in crop and vegetable growing, equipment mechanisms;
d) the results of the analysis of the organization of labor and measures to improve it.
3. Typical production rates are set for one performer based on a work shift of 7 hours (with a 6-day working week) and 8.2 hours (with a 5-day working week).
Standard production rates can be used to standardize labor in the work of performers using the collective contract method. With this form of organization and remuneration of labor, on the basis of these norms, the volume of work, the wage fund, the number of workers in manual work, collective prices for final products, the dimension of labor participation rates for all categories of workers - members of the team, are determined, as well as remuneration of workers is made, recruited to work in the team from outside.
Output standards for work with harmful working conditions in accordance with the approved by the State Committee for Labor of the USSR and the All-Union Central Council of Trade Unions "List of industries, workshops, professions and positions with harmful working conditions, work in which gives the right to additional leave and shortened working day" are set for a 6-hour working day and are indicated in the notes to the tables of the normative part of the collection.
4. Standard production rates take into account the time for preparatory and final work, maintenance of the workplace, rest and personal needs of the performer.
5. The categories of work in this collection are indicated in accordance with the "Handbook on the billing of horse-hand work in crop and livestock farms and other state enterprises of agriculture, water, forestry and agricultural machinery", approved by the Decree of the State Committee of the Council of Ministers of the USSR on labor and wages payment of December 26, 1972 N 364 and agreed with the All-Union Central Council of Trade Unions.
6. The production rates in the tables of the collection are set for the most common conditions for the performance of work.
A brief description and procedure for performing the work are indicated in the relevant sections and tables of the normative part of the collection.
7. The limits of numerical indicators given in the collection (length, width, diameter, mass, volume, etc.), in which "to" is indicated, should be understood inclusive.
8. Prior to the introduction of standard output norms, it is necessary to bring the organizational and technical conditions in the farms in line with those projected in the norms and carry out production instruction for workers.
9. When introducing on farms more advanced than provided for in the standard norms for the organization of production and labor, work technology, tools, tools, devices that increase the productivity of workers, it is necessary to develop local production standards corresponding to higher labor productivity and introduce them into in the prescribed manner.

ELECTRIC INSTALLATION WORK
Moscow 1997
DevelopedOpen Joint Stock Company "TsOTenergo" on the basis of regulatory materials of regulatory research stations No. 2 and 60.
Introduction
1 . This issue contains standard norms and prices (TNiR) for electric installation work during the reconstruction and technical re-equipment of TPPs not covered by the current ENiR, VNiR and TNIR.
Model norms and issue rates are intended for the development of a new collection of departmental norms B 17 "Installation of equipment and pipelines of power plants and hydraulic structures, Issue 13. Reconstruction and technical re-equipment".
2 . The billing of works was carried out in accordance with the Unified Tariff and Qualification Handbook of Works and Professions of Workers, issue 3, section “Construction, installation and repair construction works”, and by profession “electric welder” - according to the relevant issues and sections of the ETKS.
3 . The collection contains only norms for the cost of working time. Rates are calculated by organizations that use the norms, based on the tariff rates applied in these organizations and the current tariff scale.
4 . Standard norms and rates of release can be applied in construction and installation organizations as local ones and put into effect by the administration in agreement with the trade union committee. If necessary, the level of standard norms can be adjusted to link them to local production conditions. The amount of change in the level of standard norms must be technically justified.
5 . The norms provide for the performance of work in accordance with the requirements of SNiP, the rules for the installation of electrical installations ( PUE ), specifications for the production and acceptance of construction and installation works, as well as with fire safety requirements.
6 . The rules of this issue provide:
preparing the welding machine for operation and setting the welding mode;
moving or carrying equipment and materials to the place of work or storage at a distance of up to 50 m;
performance of work at a height of up to 4 m from the floor level;
installation of simple scaffolds or ladders;
installation and removal of mechanisms, rigging devices;
slinging and slinging equipment;
manual dismantling of electrical equipment (except in special cases).
7 . The norms of this issue do not provide for and are paid separately:
production of decks and scaffolds;
installation of wiring to welding machines and assembly mechanisms;
installation of support structures for suspension of rigging devices during dismantling and movement;
work of crane operators.
8 . The norms of the collection are developed on the basis of the technical documentation of Elektromontazh JSC and Elektrouralmontazh JSC.
9 . When performing work on the subsequent installation of cable ducts and sections of cable shafts after dismantling under the conditions of reconstruction of the TPP, it is necessary to N.v. and Rass. for installation in new construction conditions, apply an average coefficient of 1.4.
10 . For brevity, the electricians on cable networks provided for by the composition of the links are referred to as "electricians".
