"Instructions for the preparation of acceptance documents for electrical work"
(approved by the USSR Ministry of Montazhspetsstroy December 24, 1990)

for the delivery and acceptance of electrical work
1.1. Uniform forms of acceptance documentation for electrical installation work are being established.
1.2. Unified forms of acceptance documentation cover all types of electrical installation work, which are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", and the restrictions imposed by order of the Minmontazhspetsstroy N 200 dated 06.19.85 - on the procedure for performing certain types of installation and special construction works in accordance with the profile of the organizations of the Ministry.
The instruction does not apply to the preparation of acceptance documents:
For electrical work in electrical installations and electrical networks with voltages above 35 kV ;
For revision, drying and repair of electrical equipment *;
For the installation of electrical machines *;
For the installation of contact networks of industrial and urban electrified transport .
1.3. Comprehensive acceptance of equipment as a whole, including electrical equipment, is carried out by a working commission appointed by the customer (developer), while an act of the working commission is drawn up on the acceptance of equipment after individual testing (Appendix 1 to SNiP 3.01.04-87).
The act formalizes the transfer to the customer of the equipment of the entire facility or for individual installations at large and complex facilities. The act also verifies that the equipment meets the acceptance requirements for its comprehensive testing.
1.4. According to clause 16 of SNiP 3.01.04-87, detached tasks and structures, built-in or attached premises for production or auxiliary purposes, if it is necessary to put them into operation during the construction of an object, are accepted into operation by working commissions as soon as they are ready, followed by their presentation to the State Acceptance Commission hosting the object as a whole.
1.5. The readiness of the completed electrical work for delivery and acceptance is determined by the act of technical readiness of electrical work ( ), which is the basis for organizing the work of the working committee for the acceptance of equipment after individual tests. The act of technical readiness can be used to formalize the delivery and acceptance of electrical work, when the working commission has not yet been formed.
1.6. Completed acceptance forms as part of all documentation listed in , after drawing up an act of technical readiness for electrical work (form 2), they are transferred to the general contractor for subsequent presentation to the working commission for the acceptance of equipment after individual tests; upon completion of the work of the commission and drawing up the corresponding act, the completed documentation, together with the electrical equipment, is transferred to the customer.
Documentation on commissioning works is presented to the commissions for the acceptance of equipment after individual tests and when drawing up an Act of technical readiness for electrical work. The documentation is kept by the customer or the commissioning organization.
1.7. The composition of the electrical equipment of electrical installations, drawn up by acts of technical readiness for electrical work, depends on specific conditions and can be determined, for example:
The boundaries of the technological unit;
The boundaries of the design brand or the main set of working drawings of working documentation (electrical substations - EP, electric lighting - EO, power electrical equipment - EM, etc.);
The boundaries of the shop, built-in, attached and detached premises and structures (power supply of temperature and humidity systems - TVR, electrical equipment of the premises of electric welding stations, compressor stations, etc.);
Electrical rooms, as well as electrical equipment that is part of technological systems (if its installation is carried out by an electrical installation organization).
In order to reduce the spelling, the complexes listed above are summarized by the term - electrical equipment of an electrical installation.
1.8. Records in the forms of acceptance documents must be clear and clear without blots and erasures. If you need to make changes, you should cross out the unnecessary and make the correct entry next to it.
1.9. When filling out the protocols and acts in the column "Result" or similar, the following should be indicated:
"norm" - if, when assessing the general condition of the elements of an electrical installation by external examination, the quality of the installation, the operation of mechanical interlocks, the simultaneous closing and opening of contacts, etc. no deviations;
"produced" - in the case of performance of test inclusions, adjustments, test inserts of withdrawable equipment elements;
"good" ("good") - when filling in the "conclusion" column, if the parameters of the apparatus or line during inspections and checks correspond to the technical conditions.
2.1. General forms of acceptance documentation reflect the main stages of electrical installation work, which are determined by SNiP 3.05.06-85, SNiP 3.01.01-85 and SNiP 3.01.04-87; common forms of documents include:
a) a list of technical documentation presented during the delivery and acceptance of electrical work ( );
b) an act of technical readiness for electrical work ( );
c) a list of changes and deviations from the project ( );
d) a list of electrical imperfections that do not interfere with complex testing ( );
e) act of acceptance and transfer of equipment for installation ( );
f) act on detected equipment defects ( );
g) list of installed electrical equipment ( );
h) the act of readiness of the building part of the premises (structures) for the production of electrical work ( ).
2.2. A certificate of elimination of deficiencies is not included in the technical documentation and is handed over to the customer separately.
2.3. Technical documentation for the delivery and acceptance of electrical work, completed in accordance with Form 1, together with an act of technical readiness for electrical work (Form 2), is transferred to the general contractor; it is an annex to the certificate of acceptance of equipment after individual tests.
2.4. An act of technical readiness for electrical work (Form 2) formalizes the readiness of electrical work for presentation to the working commission for the acceptance of equipment after individual tests.
2.5. The act of technical readiness (Form 2) is used to draw up (if necessary) the delivery and acceptance of the electrical installation to the general contractor to ensure the safety of completed electrical work, as well as for the delivery and acceptance to the customer (general contractor) of the components of the electrical installation (electrical lighting, cable lines, power lines, etc.) .p.) in temporary operation.
2.6. The certificate of acceptance and transfer of equipment for installation is drawn up according to the standard interdepartmental form M-25, approved by order of the Central Statistical Administration of the USSR N 628 of 11/27/85. Columns and lines of the form, circled in bold lines, include data for automated processing (not used for manual processing).
The same order of the Central Statistical Administration of the USSR introduced form M-27 of the Act on the identified equipment defects. An act is drawn up in cases where equipment defects are identified during installation, commissioning and testing. The need for revision and drying of electrical equipment is formalized by this act.
Acts on forms M-25 and M-27 are prepared by the customer with the participation of installers.
2.7. List of installed electrical equipment ( ) is used as an appendix to the Act of technical readiness for electrical work ( ).
2.8. Act on the readiness of the construction part of the facility (premises, structures) for the production of electrical work is formalized.

Instructions for the preparation of acceptance documents for electrical work covers the types of work that are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", in terms of electrical installations and electrical networks with voltages up to 35 kV inclusive, carried out by organizations of the USSR Ministry of Montazhspetsstroy.
The instruction complies with the requirements of SNiP 3.01.01-85, SNiP 3.01.04-87, SNiP 3.05.06-85 and PES-85 (6th edition).
Instructions for drawing up acceptance documents for electrical installation work were developed by the All-Union State Research and Design Institute VNIIProektelektromontazh of the Ministry of Installation and Construction Works of the USSR.
With the entry into force of this Instruction, the “Instruction for the preparation of acceptance documents for electrical work” is canceled.
1. GENERAL PROVISIONS
1.1. Uniform forms of acceptance documentation for electrical installation work are being established.
1.2. Unified forms of acceptance documentation cover all types of electrical installation work, which are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", and the restrictions introduced by the order of the Minmontazhspetsstroy No. 200 dated 06/19/85 - on the procedure for performing certain types of installation and special construction works in accordance with the profile of the organizations of the Ministry.
The instruction does not apply to the preparation of acceptance documents:
For electrical work in electrical installations and electrical networks with voltages above 35 kV 1;
For revision, drying and repair of electrical equipment 1;
For the installation of electrical machines 1;
For the installation of contact networks for industrial and urban electrified transport 2.

2 Acceptance documentation for the installation of contact networks is determined by the requirements of the "Instructions for the installation of contact networks of industrial and urban electrified transport" VSN 13-77 / ММССС USSR.
1.3. Comprehensive acceptance of equipment as a whole, including electrical equipment, is carried out by a working commission appointed by the customer (developer), while an act of the working commission is drawn up on the acceptance of equipment after individual testing (Appendix 1 to SNiP 3.01.04-87).

2.8. An act in form 6 formalizes the readiness of the construction part of the facility (premises, structures) for the production of electrical work.
An act in form 6 is prepared by representatives of the construction organization with the participation of installers, who determine the readiness of the construction part of the facility (premises, structures) for the performance of electrical work.
2.9. It is recommended to design the cover for the technical documentation for the delivery and acceptance of electrical work in accordance with the appendix to this VCH.

3. FORMS OF DOCUMENTS ON ELECTRICAL EQUIPMENT OF SWITCHING DEVICES AND ELECTRICAL SUBSTATIONS WITH VOLTAGE UP TO 35 kV INCLUSIVE
3.1. The documents on electrical equipment of switchgears and electrical substations with voltage up to 35 kV inclusively include:
a) acceptance certificate for the installation of a power transformer (form 7);
b) protocol of inspection and testing of the installed electrical equipment of switchgear and electrical substations with voltage up to 35 kV inclusive (form 8);
c) other acceptance documents are drawn up according to the general forms given in section 2 of the Instructions.
3.2. An act according to Form 7 is drawn up for the acceptance-transfer to the installation of power transformers with a capacity of more than 2500 kV × A. Transformers with a capacity of up to 2500 kV × A inclusive are accepted for installation according to the general Act of acceptance and transfer of equipment for installation (form M-25).
If it is necessary to perform electrical measurements on the transformer (provided for by the documentation of the manufacturers and in other cases), they are provided by the customer, involving the commissioning organization for this; in this case, the representative of the commissioning organization is included in the commission and signs the Act.

Instructions for the preparation of acceptance documents for electrical work covers the types of work that are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", in terms of electrical installations and electrical networks with voltages up to 35 kV inclusive, carried out by organizations of the USSR Ministry of Montazhspetsstroy.
The instruction complies with the requirements of SNiP 3.01.01-85, SNiP 3.01.04-87, SNiP 3.05.06-85 and PES-85 (6th edition).
Instructions for drawing up acceptance documents for electrical installation work were developed by the All-Union State Research and Design Institute VNIIProektelektromontazh of the Ministry of Installation and Construction Works of the USSR.
With the entry into force of this Instruction, the “Instruction for the preparation of acceptance documents for electrical work” is canceled.
1. GENERAL PROVISIONS
1.1. Uniform forms of acceptance documentation for electrical installation work are being established.
1.2. Unified forms of acceptance documentation cover all types of electrical installation work, which are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", and the restrictions introduced by the order of the Minmontazhspetsstroy No. 200 dated 06/19/85 - on the procedure for performing certain types of installation and special construction works in accordance with the profile of the organizations of the Ministry.
The instruction does not apply to the preparation of acceptance documents:
For electrical work in electrical installations and electrical networks with voltages above 35 kV1;
For revision, drying and repair of electrical equipment1;
For the installation of electrical machines1;
For the installation of contact networks for industrial and urban electrified transport 2.
1 The installation organizations of the USSR Ministry of Montazhspetsstroy do not perform the specified work.
2 Acceptance documentation for the installation of contact networks is determined by the requirements of the "Instructions for the installation of contact networks of industrial and urban electrified transport" VSN 13-77 / ММССС USSR.
1.3. Comprehensive acceptance of equipment as a whole, including electrical equipment, is carried out by a working commission appointed by the customer (developer), while an act of the working commission is drawn up on the acceptance of equipment after individual testing (Appendix 1 to SNiP 3.01.04-87).
The act formalizes the transfer to the customer of the equipment of the entire facility or for individual installations at large and complex facilities. The act also verifies that the equipment meets the acceptance requirements for its comprehensive testing.

h) the act of readiness of the building part of the premises (structures) for the production of electrical work ().
2.2. A certificate of elimination of deficiencies is not included in the technical documentation and is handed over to the customer separately.
2.3. Technical documentation for the delivery and acceptance of electrical work, completed together with the certificate of technical readiness for electrical work (), is transferred to the general contractor; it is an annex to the certificate of acceptance of equipment after individual tests.
2.4. An act of technical readiness for electrical work () formalizes the readiness of electrical work for presentation to the working commission for the acceptance of equipment after individual tests.
2.5. The technical readiness certificate () is used to draw up (if necessary) the delivery and acceptance of the electrical installation to the general contractor to ensure the safety of completed electrical work, as well as for the delivery and acceptance to the customer (general contractor) of the components of the electrical installation (electric lighting, cable lines, power lines, etc. .) for temporary use.
2.6. The certificate of acceptance and transfer of equipment for installation is drawn up according to a standard interdepartmental certificate, approved by order of the Central Statistical Administration of the USSR No. 628 of 27.11.85. Columns and lines of the form, circled in bold lines, include data for automated processing (not used for manual processing).
By the same order of the Central Statistical Administration of the USSR, the Act on the revealed defects of equipment was introduced. An act is drawn up in cases where equipment defects are identified during installation, commissioning and testing. The need for revision and drying of electrical equipment is formalized by this act.

6.2. A test report for a power cable with a voltage higher than 1000 V is submitted only in the absence of a factory test report (or a copy thereof). The test is performed by the customer in accordance with the requirement of clause 1.8.37 PUE-85.

Instructions for drawing up acceptance documents for electrical work covers the types of work that are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", in terms of electrical installations and electrical networks with voltages up to 35 kV inclusive, performed by organizations of the USSR Ministry of Montazhspetsstroy:
Instructions for drawing up acceptance documents for electrical installation work were developed by the All-Union State Research and Design Institute VNIIProektelektromontazh of the Ministry of Installation and Special Construction Works of the USSR.
1.2. Unified forms of acceptance documentation cover all types of electrical installation work, which are subject to the requirements of SNiP 3.05.06-85 "Electrical devices" and the restrictions introduced by order of the Ministry of Montazhspetsstroy N 200 dated 06.19.85 - on the procedure for performing certain types of installation and special construction works in accordance with the profile of the organizations of the Ministry.
** Acceptance documentation for the installation of contact networks is determined by the requirements of the "Instructions for the installation of contact networks for industrial and urban electrified transport" VSN 13-77 / ММССС USSR.
1.3. Comprehensive acceptance of equipment as a whole, including electrical equipment, is carried out by a working commission appointed by the customer (developer), while an act of the working commission is drawn up on the acceptance of equipment after an individual test (Appendix 1 to SNiP 3.01.04-87).
The act formalizes the transfer to the customer of the equipment of the entire facility or for individual installations at large and complex facilities. The act also verifies that the equipment meets the acceptance requirements for its comprehensive testing.
1.4. According to clause 16 of SNiP 3.01.04-87, detached buildings and structures, built-in or attached premises for production and auxiliary purposes, if it is necessary to put them into operation during the construction of an object, are taken into operation by working commissions as soon as they are ready, followed by their presentation to the State Acceptance Commission hosting the object as a whole.
1.5. The readiness of the completed electrical work for acceptance is determined by the act of technical readiness of electrical work (Form 2), which is the basis for organizing the work of the working commission for the acceptance of equipment after individual tests. The act of technical readiness can be used to formalize the delivery and acceptance of electrical work, when the working commission has not yet been formed.
1.6. Completed forms of acceptance documentation as part of all technical documentation listed in form 1, after issuing an act of technical readiness for electrical work (form 2), are transferred to the general contractor for subsequent presentation to the working commission for the acceptance of equipment after individual tests; upon completion of the work of the commission and drawing up the corresponding act, the completed documentation, together with the electrical equipment, is transferred to the customer.
Documentation on commissioning works is presented to the commissions for the acceptance of equipment after individual tests and when drawing up an Act of technical readiness for electrical work. The documentation is kept by the customer or the commissioning organization.
1.7. The composition of the electrical equipment of electrical installations, drawn up by acts of technical readiness for electrical work, depends on specific conditions and can be determined, for example:
The boundaries of the design brand or the main set of working drawings of working documentation (electrical substations - EP, electric lighting - EO, power electrical equipment - EM, etc.);
The boundaries of the shop, built-in, attached and detached premises and structures (power supply of temperature and humidity systems - TVR, electrical equipment for the premises of welding stations, compressor rooms, etc.);
Electrical rooms, as well as electrical equipment that is part of technological systems (if its installation was carried out by an electrical installation organization).
