These Clarifications are intended for participants investment activities as
a practical guide in determining the base price of design work and other engineering services and works using the Collection of prices for design work for construction, edition 1987-1990. and Directories base prices for design work for the construction of the 1994-1998 edition.
These Explanations were reviewed, approved and recommended for use at the meeting Interdepartmental Commission on the development of documents on pricing in construction under the State Construction Committee of Russia on May 28, 1999.
INTRODUCTION
In connection with the transition to market relations and the resulting free (negotiable) prices, all previously developed price standards for design work for construction, as well as newly created price indicators for these works, are advisory reference documents used in determining the base design price .
This position is reflected in the letter of the Ministry of Architecture and Construction of the RSFSR dated December 20, 1991 No. Ts-1/9.
Currently, the base price of design work for the construction of enterprises, buildings and structures is recommended to be determined by:
Current industry and specialized sections of the Collection of prices for design work for construction ed. 1987-1990 (Collection of prices);
Directories of basic prices for design work for construction ed. 1994-1998 (Reference price guide).
In the absence of prices for the design of individual objects in the Collection of prices and in the Directories of basic prices, they can be determined by cost and the existing level of profitability of the development organizations project documentation.
The prices of the Reference Price Books, established on the basis of natural indicators of design objects, cancel the prices contained in the corresponding sections of the Price Book.
The introduction of the Reference Price Books, in which prices are set depending on the cost of construction, does not provide for the abolition of the corresponding sections of the Price Book. However, it is preferable to use documents of a later edition, that is, Directories of basic prices that meet the level modern requirements to the development of high-quality design documentation.
If the newly developed Directories of basic prices do not contain the items of the nomenclature that were available in the previously valid and canceled sections of the Collection of Prices, the corresponding indicators of the Collection of Prices can be used to determine the base prices of design work.
The pricing documents listed above are intended as a basis for the formation of negotiated prices.
Industry and specialized sections of the Collection of Prices, in which prices are set based on the natural indicators of design objects, are approved by the relevant ministries and departments in agreement with the former State Construction Committee of the USSR.
Industry and specialized Directories of basic prices contain basic prices for design work and are approved by the State Construction Committee (Gosstroy) of Russia in agreement with the relevant ministries and departments;
Basic prices for design work given in the Reference Price Guides are established in relation to the requirements contained in the Instructions on the procedure for development, coordination, approval and composition of design documentation for the construction of enterprises, buildings and structures (SNiP 11-01-95), SNiP for organization construction production(SNiP 3.01.01-85) and in other regulatory documents on design.
The Basic Price Directories contain consolidated complex prices for individual design for new construction of enterprises, buildings and structures of sectors of the national economy, industries consisting of a complex of buildings and structures, as well as prices for individual design for new construction of individual buildings and structures, design and construction which is carried out outside the complex.
Price survey work The Collection of Prices and Directories of Basic Prices is not taken into account and is determined according to the relevant price documents.
The industry sections of the Collection of Prices and Directories of Basic Prices contain instructions on the procedure for applying prices, reflecting the specifics of industries and requirements for design objects.
Basic prices in the Basic Price Directories are determined depending on:
The main indicators of the designed objects (power, length, area, capacity, etc.);
Total construction cost.
Tables of the relative cost of developing sections of design documentation and types of design work are given in the Guide to the use of Reference Price Guides.

1. PROCEDURE FOR DETERMINING BASIC PRICES FOR DESIGN WORK
1.1. Determination of basic prices for design work depending on the natural indicators of design objects
The procedure for determining base prices for the specified sections of the Collection of prices is set out in Appendix 1 to the letter of the Ministry of Construction of Russia dated December 17, 1992 No. BF-1060/9 "Temporary recommendations for determining base prices for design work for construction in conditions market economy taking into account inflationary processes" *) .
The prices in the sections of the Collection are set for the “working documentation” stage.
The project development price is determined by the formula:
- project development price in thousand rubles;
WITH- development price working documentation in thousand rubles;
- the ratio of the project price to the price of working documentation.
Price for developing working documentation (WITH) determined by
a and b - constant values for a certain interval of the main indicator of the designed object, in thousand rubles;
X - the main indicator of the designed object;
- index of changes in the cost of design work, published quarterly by the State Construction Committee of Russia. Values A, V, are given in the sections of the Collection.
The base price for the development of design documentation (project (feasibility study) + working documentation) for all design objects, except for those given in the Reference Book of base prices "Gas equipment and gas supply to industrial enterprises, buildings and structures. External lighting", is calculated using the formulas:

- an increasing coefficient reflecting inflationary processes at the time of determining the price of design work for the construction of a facility, published quarterly by the State Construction Committee of Russia;
- coefficient for project development (feasibility study);
- coefficient for the development of working documentation.
In the Directory of basic prices "Gas equipment and gas supply to industrial enterprises, buildings and structures. External lighting" the price determined by the formula is established for the "working documentation" stage.
The cost of developing working projects is determined from total price project documentation (project (feasibility study) + working documentation) using the coefficients specified in the Directories.
The base prices given in the 1995-1998 edition of the Base Price Directories are set as of 01/01/95.
The transition to a new price scale from 01/01/98 is carried out in the manner set out in the letter of the Gosstroy of Russia dated 01/13/98 No. 9-1-1/6.
Basic prices in the Directories of the 1998 edition (items 21; 23-25 of the List) are established as of 01/01/95, taking into account denomination.
Basic price for developing design documentation for reconstruction and technical re-equipment operating enterprises, buildings, workshops and structures is determined according to the Collection of Prices and Directories of Basic Prices based on the value of the main indicator of the designed facility, calculated taking into account reconstruction, technical re-equipment (total after reconstruction, technical re-equipment) using a coefficient of up to 2.0, determined by the design organization by agreement with the customer in accordance with the complexity of the design work.
The maximum coefficient is applied for complete reconstruction or complete technical re-equipment of the facility. When determining the base price for reconstruction (technical re-equipment) of only part of a building (structure) or performing certain types of work, an adjustment factor is applied< 1, учитывающий объем работ.
In this case, it is recommended to assess the labor intensity of design work by analyzing the volume of design work for each section of the design documentation associated with reconstruction (technical re-equipment), with subsequent determination general coefficient expertly for each building, structure and object as a whole.
The base price for the development of design documentation for the construction of new buildings, workshops and facilities of the main, auxiliary and service purposes in order to create additional production capacities on the territory of existing enterprises or in areas adjacent to them, as well as for the construction of branches and production facilities related to expansion in new ones sites is determined in the manner established for new construction (without applying increasing factors).
In the case when the designed object has a value of the main indicator less than the minimum or more maximum indicator given in the table of the Collection of Prices or the Directory of Basic Prices, the basic design price is determined by extrapolation; in this case, the amount of adjustment to the price decreases by 40%, i.e. When calculating, the indicator of the designed object is taken with a coefficient of 0.6.
If the power indicator of an object is less than the table indicator, the base price of its design is determined by the formula:

In the case when the table shows only the value " A", and the designed object has an indicator value that does not coincide with those given in the table, the base price of its design is determined by interpolation or extrapolation; when extrapolating downwards or upwards, the value of the correction to the price is reduced by 40% (when calculating the value of the correction, a reduction factor K is introduced =0.6).

The coefficients used in determining the base price according to the sections of the Book of Prices and the Directories of Base Prices are divided into price-forming and taking into account complicating factors.
Pricing factors include coefficients that determine the base price for design stages, types of construction, as well as those established to determine the price of individual objects and types of work. Pricing coefficients are multiplied when calculating prices.
Factors that complicate the design are taken into account by increasing factors for seismicity, permafrost, subsidence, swelling soils, karst and landslide phenomena, the use of imported equipment, as well as other conditions specifically specified in the Temporary Recommendations and Practical Guides to the Reference Price Guides.
When determining the base price for design work according to the prices of the Price Book and the Base Price Directories, in the presence of several complicating factors and in connection with this, several coefficients greater than one are applied, the overall increasing coefficient is determined, as a rule, by summing their fractional parts and one.
When determining the base price using several coefficients less than one, the overall reducing coefficient is determined by multiplying them.
In the case of using simultaneously increasing and decreasing coefficients, the total increasing and total decreasing coefficients are first determined in the specified order, which are then multiplied.
The base prices contained in the Collection of Prices and Directories of Base Prices for the development of enterprises, workshops, buildings and structures take into account the cost of designing all on-site engineering networks, communications, structures and devices (electricity, water supply, sewerage, heat supply, etc.), including their connection to off-site networks, as well as master plan and landscaping within the construction site.
The cost of designing off-site engineering networks and communications using the complex prices of the Price Collection and Reference Price Guides is not taken into account and is determined additionally.
1.2. Determination of basic prices for design work depending on total cost construction
The base price for the development of design documentation is set as a percentage depending on the total cost of construction and the category of complexity of the design object.
The cost of construction of an object for calculating the base price of design work is determined by an analogue object, taking into account their comparability or by aggregated indicators estimate standards(per unit of power, productivity, length, etc.).
The cost of design can be clarified based on the final indicator of the Consolidated Estimated Calculation of Construction Costs as part of the feasibility study (project), if this is provided for in the contract for the execution of design work.
The base price of design work is determined by multiplying the total cost of construction in current prices by the percentage indicated in the tables of the Directories, according to the formula:

In cases where the projected object has a construction cost value that is between the indicators given in the tables, the base price (percentage) for the development of design documentation is determined by interpolation.
Correction factors are applied to the base price determined in this way according to the design conditions ("binding", reconstruction, etc.)
The base price of design work includes the cost of the entire complex of buildings, structures and types of design work included in the consolidated estimate of the cost of construction of the facility, with the exception of the cost of work listed in clause 1.7 of the Directories.
An example of determining the base price for designing an object, the construction cost indicators of which are between the indicators given in the table of the Reference Price Guide "Housing and Civil Construction Projects"
It is necessary to determine the percentage of the base price for designing an object of category I complexity, the construction cost of which is 0.8 thousand rubles. in prices as of 01/01/91.

In the case when the projected object has a construction cost value that is less or more than that provided in the tables of the Basic Price Directories, the percentage of design work indicator is taken at the extreme value of this indicator. This provision also applies in the absence of a percentage of design work for certain categories of complexity
For example, if the cost of building an object is 0.2 thousand rubles. I category of complexity it will be 4.80%; with a construction cost of 0.5 thousand rubles. III category of object complexity - 6.42%; at a cost of 0.5 and 1 thousand rubles. IV category of complexity - 7.05%.
Extrapolation either in the direction of increasing or decreasing the percentage of design work is not provided.
Reconstruction and technical re-equipment
The base price for the development of design documentation for the reconstruction and technical re-equipment of buildings and structures is determined based on the cost of reconstruction or technical re-equipment, applying to the base price the coefficient for reconstruction (technical re-equipment) established by the design organization in accordance with the labor intensity of the design work.
The size of the coefficient must be at least 1.0, but not more than that specified in the Reference Price Guides (1.5 - 2.0).
The maximum coefficient can be applied during complete reconstruction or complete technical re-equipment.
On-site and off-site network engineering and communications
Directories of basic prices, prices in which are set depending on the total cost of construction, take into account the design of the entire complex of buildings, structures and types of design work included in the Consolidated Estimated Calculation of Construction Costs, with the exception of the work specified in clause 1.7 of the Basic Provisions of the Directories; thus, the design of all networks and structures, both on-site and off-site, is included in the integrated price.
1.3. Determination of base prices for design work based on cost and current level of profitability
Calculation of the cost of design work at cost based on labor costs and the current level of profitability can be carried out using the form attached below, taking into account the explanations given for filling it out.

The initial base, which should serve as the basis for drawing up an estimate, is calculated:
1. According to clause 1 “Salaries of direct performers - according to the staffing table based on the average salaries of the relevant categories of workers (from chief interns, chief executive officers and chief specialists directly involved in the work, to technicians);
2. According to clause 2. “Ratio coefficient of wages of direct executors” - according to the ratio of the total amount of the basic salary of direct executors, provided for staffing table, and the cost provided for by the cost estimate of the design organization.
In this case, average salaries by category of employees, their wages and costs are taken when calculating the initial base without taking into account additional costs associated with the application of the regional coefficient and the payment of benefits to the organization's employees.
3. According to paragraphs. 4 and 5 - according to the level of profitability (relative to cost) established by achieved level or in accordance with the financial plan.
2. EXPLANATION OF GENERAL PROVISIONS RELATING TO THE DETERMINATION OF BASIC PRICES FOR PROJECT WORK
2.1. Development of feasibility studies
In accordance with clause 2.4 of SNiP 11-01-95, the composition and content of the feasibility study for the construction of the facility corresponds to the “project” stage. In this regard, the base price for developing a feasibility study is determined in the manner established for the “project” stage, in accordance with the indicators given in the Collection of Prices and Directories of Base Prices.
Additional costs associated with the use of imported equipment in the developed project documentation are compensated by introducing an increasing factor into the calculation of the base price only in cases where the design organization uses the main*) technological equipment for the first time. In this case, the increasing coefficients specified in separate reference books of basic prices are applied, in agreement with the customer, to the cost of sections of design work, the development of which is complicated due to the use of the specified equipment. This provision applies to Directories, prices in which are set based on the natural indicators of design objects.
The amount of additional costs is determined similarly when determining the cost of design work according to the Collection of Prices and is taken into account in the contract price.
Increasing factors for imported equipment are not applied to the base prices for design work, determined as a percentage of the total cost of construction, since the cost of the specified equipment is included in the total cost of construction, depending on which the cost of design work is determined.

Integrated complex prices are established for the development of individual design documentation for the construction of enterprises and other facilities, taking into account the use of standard and re-used economical individual designs of individual buildings, structures included in their composition, standard design solutions, standard building structures, products and assemblies.
The indicated complex prices apply without changes, regardless of the ratio standard projects and individual solutions.
Added to base development price individual project enterprise value of individual buildings and structures included in its composition and developed individually to replace standard ones is not allowed.
The base price for the development of design documentation for individual buildings and structures, the construction of which is carried out outside the complex on the basis of standard designs of these buildings or structures (by reference), is determined using reduction factors, the approximate size of which is given in separate Directories of base prices, or can be set depending on the labor intensity of the work in agreement with the customer.
The cost of purchasing mass-produced products (standard projects) is not paid additionally.
The base price of design work to be performed in a reduced volume compared to that provided for by current regulatory documents (adjustment of design documentation when changing the design assignment; development additional options project or individual technological, constructive, architectural and other solutions issued to the customer, etc.) is determined by the price for the development of design documentation for the corresponding object or its part (determined in accordance with its relative cost) using a reduction factor, the size of which is established by the design organization in in accordance with the labor intensity of the work as agreed with the customer.
In the case of carrying out working documentation without preliminary development at the “project” stage, the base price of the specified design work may be increased, but should not exceed the price of a single-stage design.
Costs associated with performing the functions of a general designer and supervising design work are not taken into account in price documents for determining the cost of design work (industry and specialized sections of the Collection of prices and Directories of basic prices), regardless of how the price is set in them - from the natural indicators of design objects or percentage of the total construction cost.
The cost of expenses associated with performing the functions of a general designer is not regulated by the State Construction Committee of Russia and is taken into account in the contract price depending on the volume of subcontracted work. In this case, the recommended increase in the base price can be 3-5% of the volume of work subcontracted; maximum size 5% is applied when the volume of subcontracted work is more than half of the total volume of design work.
In the case of subcontracting work involving specialized organizations (double subcontracting), the costs of supervising these specialized organizations are determined in the same manner additionally (in %% of the volume of sub/subcontracting work).
Based on the provisions of paragraphs. 3.4 and 3.6 SNiP 11-01-95 design documentation developed in accordance with state regulations, rules and standards, as well as initial data, technical conditions and requirements issued by state supervision (control) bodies and interested organizations, is not subject to additional approval. In this regard, the costs of design organizations to coordinate documentation at the request of regional authorities executive power, supervision and control, as well as with interested organizations, are not taken into account by the prices of the Directories and are determined additionally in the prescribed manner.
Costs associated with payment for work (services) performed by self-government bodies (administrations). State supervision (control) and interested organizations that issue the customer and design organization with initial data, technical conditions and requirements for connecting the facility to utility networks and public communications, as well as carrying out approvals of design solutions provided for in SP 11-101-95 and SNiP 11 -01-95, as a rule, additional payment are not subject to
If these organizations are on a full economic basis, payment for the specified work (services) is made by the customer at negotiated prices.
These clarifications are given in paragraph 11 of the Model Regulations on the procedure for issuing initial data and technical specifications for design, approval of construction documentation, as well as payment for these services, approved by the Ministry of Construction of Russia on 02/06/96 and sent with a letter dated 02/13/96 No. BE-19-4/9.
2.7. Additional costs associated with the implementation of design work by organizations located in the Far North and equivalent areas
Costs of design organizations located in areas in which they are carried out in accordance with current legislation payments due to regional regulation of wages, including payments according to regional coefficients, as well as bonuses to wages for continuous work experience and other benefits provided for by law in the regions of the Far North and equivalent areas are determined additionally by introducing increasing factors to the total base price, established on the basis of appropriate substantiating calculations performed by the design organization itself (this provision does not apply if the listed payments are taken into account the cost of construction, a percentage of which determines the base price of design work).
The method for calculating increasing coefficients is set out in the "Recommendations for determining the coefficient to base prices for design work, taking into account the additional costs of organizations for preferential wage payments", approved and recommended for use by letter of the Gosstroy of Russia dated June 30, 1998 No. 9-10-17/40 .
The cost of sections of design work taken into account by prices is determined according to the tables of relative costs given in the Manuals to the Reference Prices of Basic Prices and can be clarified by the design organization within the limits of the total cost for each stage of design, both when performing work on its own, and when transferring part of the work to subcontracted design organizations according to agreement with them.
In the same manner, the relative cost of other sections of design work that are not highlighted in the table of relative costs can be determined.
The tables of the relative cost of developing project documentation given in the Guides to the Directories, the prices in which are set for new construction, do not apply to the cost of developing project documentation for the reconstruction and technical re-equipment of existing enterprises, buildings and structures.
Determination of the relative cost of developing these types of work (within the total cost) when performed by one design organization is carried out by this organization depending on the labor intensity of the work performed.
For work performed with the involvement of subcontracting design organizations, the relative cost of design work is established by the general designer in agreement with these organizations.
The relative cost tables given in the Guide to the Reference Prices are indicative and serve to determine the cost of various sections and parts of project documentation and mutual settlements with subcontractors.
Due to the fact that the Directories do not highlight the relative cost of some types of work included in the complex price, and the need to highlight them arises, design organizations are recommended to develop tables of the specified relative costs of parts of the project and types of design work on the subject of the projects being developed, guided by the actual ratios of volumes and labor intensity various types works
Scroll individual works, taken into account by the complex price, is given in the instructions for the use of prices in the Collection of Prices and Directories of Basic Prices.
The complexity of developing each type of design work can be determined depending on the existing experience of the design organization based on a cost analysis of the volume of work performed.
Recalculation of the price of design work in connection with inflation processes can be carried out if such recalculation is provided for in the contract. The contract should also establish the procedure for such recalculation (quarterly, upon completion of work or its stages, etc.), taking into account that quarterly indices to the base prices for design work, established by the relevant letters of the Gosstroy of Russia, take into account the level of inflation projected for the current quarter.
The number of copies of design documentation SNiP 11-01-95 is not regulated and is determined by the work contract.
The base price for design work, determined both according to the sections of the Price Book and the Basic Price Directories, takes into account the issuance of design documentation to the customer in the amount of 4 copies.
The cost of copies of design documentation issued to the customer in excess of the specified quantity is determined in addition to the base price based on the prices of the developer organization for replication.
3. PROCEDURE FOR DETERMINING BASE PRICES FOR CERTAIN TYPES OF PRE-DESIGN WORK
The cost of Justification for investments in the construction of enterprises, buildings and structures developed in accordance with the requirements of SP 11-101-95, price documents approved by the State Construction Committee of Russia, is not regulated.
The base price for performing the specified work can be determined in the manner established by the Collection of Prices or Directories of Base Prices, using a reduction factor in accordance with the labor intensity of the work.
In this case, the recommended size of the reduction factor to the prices of the Directory established for the entire complex of design work (project + working documentation) should be up to 0.2, and to the prices of the Book of Prices - up to 0.7 of the project price.
3.2. Participation in selection land plot(routes) for construction
The selection of a land plot (route) for construction is carried out, as a rule, when developing the Justification for Investment in the construction of the facility.
When determining the cost of developing a Justification for Investment in the construction of a facility, the costs of design organizations associated with their participation in the selection of a land plot (route) are taken into account in this price.
In cases where, during the development of the Justification for Investment in the construction of the facility, the selection of a land plot was not carried out, the base price of the Investment Justification should be adjusted using an adjustment factor as the performance of work in a reduced volume compared to that provided for by the current regulatory documents.
The amount of costs associated with performing these works is given in Practical Guides on the use of Reference Price Guides and can amount to about 5% of the project development price.
The scope of work for selecting a land plot is determined by SP 11-101-95.
3.3. Drawing up a Petition (Declaration) of intent to invest in the construction of enterprises, buildings and structures
The petition (Declaration) of intent to invest in the construction of enterprises, buildings and structures in accordance with SP 11-101-95 is drawn up by the customer. In the case of commissioning the preparation of a Petition (Declaration) of the intentions of the design organization, the cost of this work can be determined as a percentage of the base price for completing the Justification of Investments in the construction of the facility in accordance with the labor intensity of the work.
3.4. Business plan development
The price of work related to the development of a business plan is not regulated and is determined as a share of the price of the Investment Justification; at the same time, the size of the reduction factor to the price of the Investment Justification must correspond to the actual labor intensity of the work and be agreed with the customer.
The development of the “Sketch Design” stage of pre-project documentation is not provided for by the provisions of SNiP 11-01-95 and SP 11-101-95.
A preliminary design can be developed in special cases at the request of architectural and urban planning supervision authorities, which is reflected in the design assignment and the APP.
If it is necessary to develop a preliminary design, its base price can be up to 50% of the project development price.
3.6. Impact assessment on environment(EIA)
In accordance with SP 11-101-95, the EIA section is included in the pre-design work - Justification of investments in construction, the development of which is no more than 20% of the total design cost (project + working documentation).
The cost of developing an EIA can be no more than 20% of the price of the Justification for Investment in Construction, depending on the purpose of the construction project.
4. PROCEDURE FOR DETERMINING BASE PRICES FOR SPECIFIC TYPES OF WORK PERFORMED BY ORGANIZATIONS THAT DEVELOP DESIGN DOCUMENTATION
When determining the cost of developing technical documentation for major repairs of buildings and structures, it is recommended to use:
Temporary Collection of prices for the preparation of design documentation for major repairs of residential and public buildings, approved by order of the Roszhilkomunsoyuz dated August 10, 1990 No. 1 (STsPR 90). In this case, the inflation index is applied to the prices of the specified Collection;
Directory of basic prices for the development of technical documentation for major repairs of building structures of buildings and structures, prepared by the State Enterprise "CENTRINVESTproekt" of the State Construction Committee of Russia and OJSC "Proektneftecom", ed. 1998
At the same time, for these purposes you can use reference price reference books, as well as current sections Collection of prices, using a reduction factor of no more than 0.5, depending on the volume of work, to the design price for new construction conditions.
In market conditions, the costs of carrying out designer's supervision are determined at contract prices, as established in the letter of the USSR State Construction Committee dated September 24, 1991 No. ACh-674-5/3.
The procedure for determining the costs of carrying out designer's supervision of construction by design organizations, included in the Consolidated Estimated Calculation of Construction Costs in accordance with clause 1 of the appendix to the Decree of the USSR State Construction Committee dated April 24, 1986 No. 49, has become invalid, however, until new ones are released regulatory documents related to the implementation and determination of the cost of these works, a guideline can be the percentage of the total cost of construction, reduced to the level of current prices by applying the price index for capital investments.
The amount of costs for architectural supervision determined in this way, included in the Consolidated Estimated Calculation of Construction Costs, is the limit within which the contract price for architectural supervision services can be formed.
The initial data for design in accordance with the list given in Appendix A of SNiP 11-01-95 is provided by the customer of the project (detailed design).
In the case where the customer instructs the design organization to collect the initial data for the design given in the specified Appendix, the price of this work should be taken into account when establishing the contract price for the design documentation in addition to the base price determined according to the Directories.
In accordance with the Procedure for determining the cost of work to carry out the examination of pre-project and design documentation for the construction of enterprises, buildings and structures on the territory Russian Federation, approved by Decree of the State Construction Committee of Russia dated 08/18/97 No. 18-44, the cost of the examination is calculated as a percentage of the cost of design and survey work (D&R), established differentiation depending on their volume in prices as of 01/01/91
When calculating the price of expert work, a certain percentage applies to the cost of survey work at current prices; in this case, the transfer of the cost of design work from the level as of 01/01/91 to current prices (as well as the transition from current prices to prices as of 01/01/91) is carried out by applying the inflation change index estimated cost design works published quarterly by the State Construction Committee of Russia.
For the fourth quarter of 1998 and the first quarter of 1999, the indicated index is 5.27 (letters from the State Construction Committee of Russia dated November 5, 1998 No. BE-178 and dated December 28, 1998 No. AT-588).
The directories of basic prices (Collection of Prices) do not take into account the costs associated with the submission of project documentation to the exporting authorities and its protection and are determined additionally.
Due to the ambiguity of the volumes of these works, the price for their implementation is not regulated and can be determined on the basis of cost calculation.
Providing construction sites with equipment is the responsibility of the customer.
In the case when the customer entrusts the design organization with the performance of work related to the provision of equipment for construction sites (drawing up custom specifications, etc.), their price is determined depending on the volume in the amount of up to 10% of the total design cost.
The specified procedure for determining the price of completing construction projects with equipment applies to all existing industry and specialized sections of the Collection of Prices and Directories of Basic Prices, unless they provide a different procedure for determining the cost of these works.
