- Such a service as a personal account began to work with us in December last year. We went to this for two years. After all, for several years we have been keeping computer records of the readings of individual metering devices for hundreds of thousands of citizens through the site. And the employees of the management organizations at the end of each month, practically on the same day, enter the readings of common house metering devices into our information system via remote access. This service works, and there were no events related, for example, to its collapse. Therefore, the All-Union Central Committee of the Communist Party, one might say, is a soldier of the invisible front: when everything is going well, no one notices his work. There are no scandals, no appeals.

- Meanwhile, more than once at the meetings of the housing committee, we had to hear that the management companies themselves give incorrect readings of metering devices. And because of such an error, one of the Petersburgers was even billed for water in the amount of 10 thousand rubles. Can you influence the situation to report incorrect data entry and prevent such crazy numbers from appearing in our receipts?
- Maybe I will cause indignation on the part of the readers of "Vechorka", but, in my opinion, no one is insured against mistakes when paying by counters. Neither the management companies that take readings from home metering devices, nor the citizens themselves, who rewrite the numbers from their meters. Errors are there and there. And a citizen can be mistaken and instead of 10 cubic meters show that he has used up, say, a hundred, just putting a comma in the wrong place. Therefore, if somewhere an increase in excess of reasonable indications is found, then this immediately becomes a subject for proceedings. The program cuts off inadequate indicators according to certain criteria, but all errors are not eliminated this way. Without analyzing each individual situation with an overestimated volume, it is impossible to say whether this is an error or a reasonably entered reading. Nevertheless, as they say, we have all the moves recorded, the detected errors are corrected in the working mode, and if there are grounds for citizens, recalculation is carried out in the receipts of the next month.

- Vasily Nikolayevich, what should people do if they have no problems entering instrument readings, but they receive two receipts at once with the same payment amounts? Only the receipts are different colors: one is pink and the other is white. And they have different checking accounts ...
- The market for housing and communal services cannot be limited by law by stating that you can pay rent in only one settlement center... But this freedom also has the opposite effect: it lies in the fact that since there is such an opportunity, then we will inevitably have people who will want to vote in their own way and choose the one management company which, in their opinion, is more suitable for this. This is easy to manipulate. And if an active, but rogue head of the Criminal Code appears, he can easily attract supporters ... Such questions are within the competence of the prosecutor's office, court and district administrations. And they do them, but not always quickly and successfully. One such example is the well-known house on Varshavskaya Street, 19. For many years, resource supplying organizations have tried to get from the performers utilities or tenants' money owed to them. At some stage, it turns out: HOA chairman lives abroad, pays nothing to anyone, and all payments collected from tenants fall on unknown accounts. But this also increases our responsibility for our property.

- Your advice to people who have received double receipts - which one should they still pay? Or wait for law enforcement to sort out the conflict?
- Of course, you can't not pay. But while the proceedings are underway, it is necessary to fix the existing problem legally. To do this, you must apply to the control authorities - to the housing inspection, to the local administration or to law enforcement agencies, indicating that you received two receipts for payment of housing and communal services at once. It is also worth noting which one you consider necessary to pay. A person who conscientiously fulfills his duties will prove his case in any case. The one who wanted to take advantage of the muddy situation and did not pay anything at all, only drives the problem deeper. - Of course, the law does not provide that any HOA chairman can indicate his personal account and transfer payments to it. Although the cases where bills are quoted personal company, there are. - Vasily Nikolaevich, is there any statistics: how many debtors in our city for utility bills?
- According to statistics of many years, about 2 - 5% of city dwellers do not pay for utilities in St. Petersburg. Over the past three years, the number of debtors has decreased to 3%. It would seem a little. But if we calculate this amount for the houses located in our service area, then we get 1.5 billion rubles in one year. And this is already a large amount.

- Your forecast in connection with the economic crisis: will the percentage of debtors continue to grow?
- I hope no. On the one hand, of course, we can talk about the crisis and crisis phenomena in our economy. But as far as utility rates are concerned, they do not double as much against the background of the growth in the value of the currency. And in comparison, for example, with food prices, housing and communal services tariffs do not gallop, since they are set and normalized for a long period. At the same time, if you look at the amounts that St. Petersburgers pay for heating today, they even go down. Our calculations showed that as soon as we switched to paying for heat by residents according to meter readings, since the 2012/13 heating season, the annual savings in heat payment amounted to about 9% in comparison with charges according to the standard. If in figures, then, for example, in the last heating season, instead of 16 billion rubles, which could have been charged according to the standards for heat, St. Petersburgers as a whole were billed for only 14.7 billion rubles. The activity of the State Unitary Enterprise "VTsKP" (Computing Center for Collective Use of a Diversified Housing Complex), which sends out pink receipts for housing and communal services from St. Petersburg, is practically completely illegal. This conclusion, according to the newspaper "Kommersant", came the specialists of the Control and Accounts Chamber of St. Petersburg (KSP). According to the auditors, the State Unitary Enterprise has no right to collect money either for a "communal" or for overhaul.

I. Fedorov, who replaced A. Trinoga in July 2014, supported this idea. Earlier, RBC Petersburg wrote that debts for heat have been the main subject of a dispute between heat suppliers, management companies and the city for several years. As representatives of heat supply companies have said more than once, the bulk of the expired accounts receivable hanging on utility service providers. About 80% of them are housing organizations with state participation, that is, subordinate to the Housing Committee. Consumers' money reaches them, which is transferred by the All-Union Central Committee of the Communists. At the same time, as it was previously specified in TEK SPb, VTsKP transfers money in a single stream, without specifying the payment period. And this complicates the work of identifying and collecting debts from utility providers.

Denis Fyodorov, the head of Gazprom Energoholding (owner of 51.79% of TGK-1 shares), even called the All-Russian Central Control Center a “black box” last summer. “We don’t understand at all what standards he invoices.
