obtaining, recording, storing and destroying forms of certificates issued to citizens-participants of the subprogram "Provision of housing for participants in the elimination of the consequences of radiation accidents and catastrophes", which is part of the federal target program "Housing" for 2002-2010

1. General Provisions

1.1. This Procedure has been developed in accordance with paragraph 5 of the Rules for the provision of housing at the expense of the federal budget for citizens who need to improve their living conditions who have been exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant, the accident at the Mayak production association, and persons equated to them, approved by the decree of the Government of the Russian Federation Federation of December 29, 2004 No. 866 * (hereinafter - the Rules), and regulates the issues of receipt, accounting, storage and destruction of certificate blanks.

1.2. Forms of certificates are issued by the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (hereinafter - EMERCOM of Russia) - the state customer of the subprogram "Provision of housing for participants in the elimination of the consequences of radiation accidents and disasters" (hereinafter - the subprogram), approved by the resolution of the Government of the Russian Federation dated October 16, 2002 No. 760.

2. Bringing the certificate forms to the executive authorities of the constituent entities of the Russian Federation participating in the implementation of the subprogram

2.1. Bringing the certificate forms to the executive authorities of the constituent entities of the Russian Federation participating in the implementation of the subprogram is carried out on the basis of the order of the Ministry of Emergency Situations of Russia on the issue of state housing certificates.

2.2. The issuance of certificate forms to representatives of the executive authorities of the constituent entities of the Russian Federation is carried out by the authorized structural unit of the EMERCOM of Russia on invoices on the basis of an application for the issuance of certificate forms and a power of attorney to receive forms.

3. Registration of certificate blanks and reporting

3.1. Organization of registration of forms of certificates is carried out on the basis of the principle of number registration.

3.2. The registration of certificate forms in the executive authorities of the constituent entities of the Russian Federation is carried out according to the book of accounting of received and issued certificate forms in the form in accordance with the appendix to this Procedure.

3.3. The Ministry of Emergency Situations of Russia and the executive authority of the constituent entity of the Russian Federation annually carry out, as of January 1, a reconciliation of data on the use of certificate forms. An act is drawn up on the results of the reconciliation.

4. Storage of blank certificates

4.1. The forms of certificates, before being handed over to representatives of the executive authorities of the constituent entities of the Russian Federation, are stored in the EMERCOM of Russia in the manner prescribed for the storage of forms of strict accountability.

4.2. The executive authorities of the constituent entities of the Russian Federation, from the moment they receive the certificate forms until they are handed over to the citizens-participants of the subprogram or transfer to the local government bodies that deliver the certificates to the citizens-participants of the subprogram, shall ensure their storage in the manner prescribed for storing the forms of strict accountability.

4.3. The stubs of certificates handed over to citizens participating in the subprogram are stored in the registration files of citizens-recipients of certificates along with the documents that served as the basis for issuing a certificate (in the registration files of a citizen participating in the subprogram).

5. Write-off and destruction of certificate blanks

5.1. Forms of certificates are written off from the register of the Ministry of Emergency Situations of Russia and the executive authorities of the constituent entities of the Russian Federation by sending them for issuance (delivery) or drawing up an act for the destruction of damaged forms.

5.2. The damaged certificate blanks are subject to destruction by the executive authorities of the constituent entities of the Russian Federation, which received the certificate blanks, in the prescribed manner by the method of burning or mechanical grinding.

5.3. Forms of certificates that cannot be used to hand over to citizens participating in the subprogram are subject to destruction. Destruction of forms is carried out on the date of closing the registers of issued certificates.

1. To approve the attached Calculation Methodology forecast indices changes in construction costs.

2. Federal State Institution "Federal Center for Pricing in Construction and Industry building materials"(E.E. Ermolaev):

ensure the quarterly development of forecast indices of changes in the cost of construction and their submission to the Department for Regulation of Urban Planning Activities no later than 5 days from the beginning of the next quarter;

carry out monthly monitoring of the cost of construction resources used in calculating the forecast indices of changes in the cost of construction and, if the cost of resources changes by more than 5% compared to the previous period, submit proposals to the Department of Urban Development Regulation to revise the forecast indices of changes in the cost of construction.

3. To the Department of Urban Development Regulation (IV Ponomarev):

within 10 days from the date of signing, send this order for state registration to the Ministry of Justice of the Russian Federation;

to ensure the consideration of the forecast indices of changes in the cost of construction within three days from the date of their submission and their preparation for publication.

Methodology for calculating forecast indices of changes in construction costs

Chapter I. General Provisions

1. This Methodology for calculating forecast indexes of changes in the cost of construction (hereinafter referred to as the Methodology) establishes the procedure for the development, consideration and implementation of forecast indexes of changes by the Ministry of Regional Development of Russia estimated cost construction, differentiated by cost items of the consolidated estimate of the cost of construction, including: indices of changes in the estimated cost of construction and installation works, indices of changes in the estimated cost of design and survey work, indices of changes in the estimated cost of other works and costs, indices of changes in the cost of equipment (hereinafter - forecast indices).

2. Forecast indices are intended for aggregated calculations of the cost of construction by the base-index method, the formation of the initial (starting) cost of construction in the preparation of tender documentation, general economic calculations in investment area for capital construction projects, financing of which is carried out with the involvement of funds from the federal budget.

Section II. Procedure for developing forecast indices

3. The development of forecast indices is carried out on a quarterly basis by the Federal State Institution "Federal Center for Pricing in Construction and the Building Materials Industry" (hereinafter FGU - FCTsS).

4. Indices are expressed in dimensionless units with two significant digits after the decimal point.

5. When developing, forecast indices are differentiated:

by type of construction - multi-apartment residential buildings, educational facilities, healthcare facilities, administrative buildings, sports facilities, facilities communal services, boiler houses, engineering networks and treatment facilities, land reclamation facilities, cultural and consumer services, hydraulic structures, artificial road structures, highways, railways, main pipelines, other objects;

by types of used estimate and regulatory framework - federal unit rates(FER-2001), territorial unit rates (TEP-2001);

by the method of application - to the elements of the structure of direct costs (labor remuneration, operation of machines and mechanisms, the cost of materials), to the cost of construction and installation work, taking into account overhead costs and estimated profit;

by territory of application - by constituent entities of the Russian Federation;

by elements of costs of the consolidated estimate of the cost of construction - to the cost of equipment, to the cost of design and survey work, to the cost of other work and costs.

6. Forecast indices are defined as the product of the current indices, calculated in accordance with this Methodology, by the forecast inflation rate established by the Ministry economic development Of the Russian Federation for the corresponding quarter.

7. Current indices of changes in prices for and other work and costs (as of 01.01.1991 and 01.01.2000), taking into account the quarterly producer price indices in construction (equipment and other work and costs) reported by the federalbody of state statistics.

8. Current indices of changes in the cost of design and survey work are determined as the ratio of the cost of design (survey) at the current price level to a constant value of the base development price project documentation(surveys) determined by reference books of basic prices for design work... The cost of design (research) in the current equipment and other work and costs are determined on an accrual basis based on the data on the cost of equipment, the price level is determined in accordance with the data on the dynamics of changes in the structure of the cost of costs for design work provided by design organizations.

9. The calculation of the current indices of changes in the estimated cost of construction and installation works is carried out using the appropriate resource and technological models (hereinafter - RTM) based on the reporting data of regional authorities for pricing in construction, data from state statistics.

10. RTM is formed in the following order:

10.1. Local estimates are selected from the object estimate, taking into account the estimated cost of the main structural elements of the object, total cost construction and installation work of which is more than 70%.

10.2. Of these local estimates sampling of labor resources used by construction machines and mechanisms, material resources.

10.3. On the basis of a selection of resources, an array is developed, consisting of two blocks - resource and cost.

10.4. Resource block RTM includes the following resource
components:

standard labor intensity of construction workers (assemblers);

the standard number of machine-hours for the nomenclature (set) of construction machines, mechanisms and vehicles;

consumption of material resources according to the nomenclature (set) determined by the selection of resources.

The consumption of the material and labor resources used, as well as the norms of the operating time of construction machines in the RTM are fixed values.

10.4.1. The standard labor intensity is determined for the average category of workers -builders provided for in the RTM, and is taken into account in man-hours.

10.4.2. Based on a sample of resources, an analysis is made
nomenclature of construction machines and mechanisms in order to determine the types
machines and mechanisms, prevailing at the estimated cost.

Machines and mechanisms, the operating cost of which is more than 80% of the total operating cost, are selected from estimates and used as representative machines in RTM. For each representative machine, a standard operating time in machine hours is allocated. Machines and mechanisms, the cost of which is up to 20% of the total cost of operating the machines are combined into the group "Other machines and mechanisms", while the cost of their operation is set as a percentage of the total cost of construction machines and mechanisms, determined by the RTM.

10.4.3. In cases where the range of material resources is extensive, the following is carried out:

analysis of the nomenclature of material resources in order to combine them according to their characteristics;

consolidation into groups of materials and products of the same name of various grades and brands (concrete, mortar, precast concrete and reinforced concrete products * reinforcement and others);

determination of the reduced amount of materials based on the material,prevailing in terms of estimated cost;

consolidation of material resources, the total indicators of which have a specific weight of up to about 20% in the total cost of materials in the "Other materials" group.

10.5. The RTM cost block takes into account:

10.5.1. The basic cost (as of 01.01.2000) includes:

a) wages of construction workers at the basic price level ( OTbaz) defined as the product of the standard labor intensity in man-hours (man-hours) according to RTM by the hourly tariff rate in the base price level of the corresponding category of construction workers, adopted in the development of the collections FER-2001, TEP-2001;

b) the cost of operating construction machines in rubles / machine-hours (rubles / machine-hour) ( EMBAZ), adopted in accordance with the relevant collections of estimated norms and prices for the operation of construction machines and vehicles at the basic price level, multiplied by the standard number of machine-hours defined in the RTM. To match the cost accounted for in the RTM and the cost accounted for by the resource sheet, the total cost of operating construction machines includes the sum of machines and mechanisms combined in cost, having a specific weight of up to 20% in the total cost of operating machines;

c) the cost of material resources, adopted in accordance with the relevant collections of estimated prices for materials, products and structures as of 01/01/2000 according to the nomenclature (set) of resources, multiplied by their normative or reduced need, defined in the RTM ( MbazMbaz) includes the sum of materials, products and structures combined in value, having a specific weight of up to 20% in the total cost of material resources and for which you can not track current prices.

10.5.2. The current value for RTM includes:

a) wages of construction workers at the current price level ( OT tech) defined as the product of the normative labor intensity according to the RTM by the hourly wage rate at the current price level of the corresponding category of construction workers, which is determined by the formula:

where:

T- standard labor intensity in man-hours (man-hour);

t p- the standard number of hours of work of one worker per month, hours (hours);

WITH 1 - monthly wage rate of a worker of the 1st category when working in regulatory environment labor, rubles (rub.).

In accordance with subparagraph "a" of paragraph 2.3 of the Federal Sectoral Agreement on the Construction and Industry of Building Materials of the Russian Federation for 2008-2010, the size of the minimum monthly wage rate for a worker of the 1st category is set from 01.01.2008 at least 1.2 values living wage for the able-bodied population officially established in the corresponding constituent entity of the Russian Federation.

K m- tariff coefficient of the corresponding category of work;

K i- coefficients that take into account additional payments and allowances to tariff rates and salaries for work with difficult and harmful, especially difficult and especially harmful working conditions, for traveling, mobile and rotational nature of work, premiums for professional skills, overtime work, performance of especially important tasks and others ;

K p - district coefficient to wages established by law;

PV - other payments made at the expense of funds taken into account in labor costs in accordance with the current regulatory documents(regular and additional vacations, length of service, allowances for continuous length of service in the Far North and equivalent regions).

b) submitted by regional authorities for pricing in construction estimated prices 1 machine-hour (machine-hour) at the current price level, according to the nomenclature of construction machines, mechanisms and vehicles defined in the RTM, multiplied by the standard or reduced number of machine-hours ( EMtek) To match the cost accounted for in the RTM and the cost accounted for by the resource sheet, to the total cost of operating construction machines ( EMBAZ) includes the current value of machines and mechanisms combined by value, obtained by multiplying the basic (as of 01.01.2000) value of the combined machines by the index for the main equipment obtained in the RTM;

c) the current average estimated prices for materials, products and structures according to the data of regional authorities for pricing in construction, taking into account the average delivery costs, procurement and storage costs and intermediary services (transport costs within the prevailing in the region) according to the nomenclature of resources in accordance with the RTM multiplied by their standard number ( Mtek). To match the cost accounted for in the RTM and the cost accounted for by the resource sheet, to the total cost of material resources ( Mbaz) includes the current cost of materials, products and structures (other materials) combined in value, obtained by multiplying the base (as of 01.01.2000) cost of other materials by the index for basic materials obtained in the RTM.

11. On the basis of the calculations made for the entire aggregate in the RTM, cost indicators are determined in direct costs: in the basic (as of 01.01.2000) price level - Pbaz and at the current price level - Ptek, which are determined by the formula:

Pbaz = Otbaz + Embaz + Mbaz;

Ptek = Ottek + Emtek + Mtek.

12. The calculation of the current conversion indices for cost items is carried out in the following order:

the size of the recalculation indices for the wages of construction workers, assemblers and workers serving construction machines is established according to the formula:

Iot = Ottek / OTbaz;

the size of the index to the cost of operation of construction machines and mechanisms is set according to the formula:

Iem = EMtek / EMbaz;

the size of the index to the cost of material resources is set according to the formula:

Im = Mtek / Mbaz.

13. To determine the index of changes in the cost of construction and installation work as a whole ( Ismr), overhead costs ( HP) and estimated profit ( Joint venture).

14. The current index of the change in the cost of construction and installation work (excluding other costs and excluding VAT) for the object as a whole is determined by the formula:

Ismr = SMRtek / SMRbaz,

where

SMRbaz = OTbaz + EMbaz + Mbaz + NRbaz + SPbaz,

SMRtek = OTtek + EMtek + Mtek + NRtek + SPtek.

Chapter III. The order of consideration and publication of forecast indices

15. The developed forecast indices are submitted by FGU FTSTSS to the Department of Urban Development Regulation of the Ministry of Regional Development of Russia (hereinafter referred to as the Department) no later than 5 (five) days from the beginning of the next quarter with the attachment of the corresponding calculation justifications, endorsed by the responsible executor of FGU FTSTsS.

16. Consideration of the presented forecast indices is carried out by the Department and includes:

study of the completeness of the presented calculation justifications;

verification of the presented design justifications;

preparation of a letter from the Ministry of Regional Development of Russia on the recommended value of forecast indices.

17. The term for consideration of the submitted justifications for forecast indices should not exceed 3 (three) calendar days from the date of their receipt by the Department.

18. In case of revealing deficiencies in the presented calculations, their correction is carried out by the specialists of the Department in the working order.

19. Based on the results of consideration of the calculated justifications for the forecast indicesThe Department is preparing a draft letter to the federal executive authorities and executive authorities of the constituent entities of the Russian Federation on the recommended value of the forecast indices.

The draft letter is endorsed by the head of the FGU FCTsS, the head of the department of estimated rationing of the Department, the director of the Department.

20. The letter with forecast indices is signed by the Deputy Minister of Regional Development of the Russian Federation in charge of the Department's activities.

21. During the quarter for which forecast indices have been developed, FGU FTSTS monthly monitors the cost of resources used in calculating forecast indices, and if the total cost of resources included in the RTM has changed by more than five percent, FGU FTSTS sends to the Department proposals to revise the value of the forecast indices with the attachment of substantiating materials.

The Department considers the submitted materials in accordance with paragraphs 16-20 of this Methodology.

In accordance with the Federal Law of July 27, 2010 N 210-FZ "On the organization of the provision of state and municipal services" * and the Decree of the Government of the Russian Federation of May 16, 2011 N 373 "On the development and approval of administrative regulations for the execution of state functions and administrative regulations for the provision of public services "** - I order:

1.2. The list of changes made to the Instruction on the organization of work of the internal affairs bodies to control the circulation of civilian and service weapons and ammunition for them on the territory of the Russian Federation, approved by order of the Ministry of Internal Affairs of Russia dated April 12, 1999 N 288 *** (Appendix N 2).

2. GUOOOP of the Ministry of Internal Affairs of Russia (Yu.N. Demidov), the ministers of internal affairs for the republics, heads of the main departments, directorates of the Ministry of Internal Affairs of the Russian Federation for other constituent entities of the Russian Federation to organize the study and implementation of the requirements of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services on the issuance of a license to a citizen of the Russian Federation for the acquisition of a sporting or hunting smooth-bore long-barreled firearm, a hunting pneumatic weapon and a sporting pneumatic weapon with a muzzle energy exceeding 7.5 J and cartridges for it, approved by this order.

3. Control over the implementation of this order shall be entrusted to the First Deputy Minister, Police Lieutenant General A.V. Gorovoy.

3.5. By means of an autoinformation phone (if available), which works around the clock, the applicant is informed about the operating mode of the corresponding division of the licensing and permitting work, its location address, the addresses of the website of the Single Portal and the territorial body of the Ministry of Internal Affairs of Russia at the regional level.

3.6. Informing about the procedure for performing administrative procedures and the progress of the provision of public services is carried out by an employee of the licensing and permitting work unit, for whom job description(regulations) entrusted with the implementation of procedures for the provision of public services * (9).

Informing is carried out through personal contact with the applicant, using the information and telecommunication network Internet * (10), postal communication or by phone during working hours at no cost.

When answering a phone call, an employee must give the name of the department, last name, first name, patronymic (the latter - if any) and position.

Talk time should not exceed 5 minutes.

If it is impossible to independently answer the questions posed, the employee must forward (transfer) the phone call to another official or inform telephone number, where you can get the necessary information.

5. The state service is provided by the Ministry of Internal Affairs of the Russian Federation.

The provision of public services is carried out by the Office of the organization of the activities of the divisions of the licensing and permitting work of the GUOOOP of the Ministry of Internal Affairs of Russia * (12) (115280, Moscow, 1st Avtozavodsky proezd, building 4, building 1) and the divisions of the licensing and permitting work * (14).

The authority to make decisions and sign conclusions and licenses is vested in the head of the GUOOOP of the Ministry of Internal Affairs of Russia, his deputy responsible for this area of ​​activity, the head of the Directorate of the GUOOOP of the Ministry of Internal Affairs of Russia * (13), heads of territorial bodies of the Ministry of Internal Affairs of Russia, their deputies - chiefs of police or deputy chiefs of police for the protection of public order, as well as the heads of centers for licensing and permitting work * (14).

7.1. The license is issued within a period not exceeding 30 days from the date of registration of the application.

7.2. Re-issuance of a license due to a change in the applicant's place of residence is carried out within a period not exceeding 30 days from the date of registration of the application.

7.3. A decision to refuse to issue (renew) a license is made within a period of not more than 30 days from the date of registration of the application.

7.4. Re-issuance of a license, not related to a change of place of residence, is carried out within a period not exceeding 10 days from the date of registration of the application.

7.5. The decision to refuse to renew the license, not related to a change of residence, is made within 10 days from the date of registration of the application.

9. List required documents submitted by the applicant:

9.1. To obtain a license (for the initial acquisition of weapons), the applicant submits a passport of a citizen of the Russian Federation * (18), proving the identity of a citizen of the Russian Federation on the territory of the Russian Federation * (19) and an application (Appendix No. 2 to the Administrative Regulations). Attached to the application:

medical report on the absence of contraindications to the possession of weapons associated with visual impairment, mental illness, alcoholism or drug addiction;

copies of documents confirming the passage of appropriate training and periodic verification of knowledge of the rules for safe handling of weapons and the availability of skills for safe handling of weapons, as well as for the acquisition of weapons for hunting purposes - a copy of a hunting ticket or a hunting membership card;

documents on the passage of appropriate training and verification of knowledge of the rules of safe handling of weapons and the availability of skills for safe handling of weapons 1, as well as for the acquisition of weapons for hunting purposes - a copy of a hunting ticket of a single federal sample. Applicants who, in accordance with Article 13 of the Law "On Weapons", do not undergo appropriate training and (or) testing of knowledge of the rules for safe handling of weapons and the availability of skills for safe handling of weapons, submit a document confirming that they have the appropriate status;

9.2. To renew the license, the applicant submits a passport and a corresponding application (Appendix No. 3 to the Administrative Regulations).

Grounds for license renewal:

changing the information specified in the license;

change of the address of the place of residence;

inadequacy of the license (requisites or security elements are not saved, the records do not provide the ability to read them, the geometric dimensions are changed by more than 3 mm in the direction of decreasing or increasing, the original color is changed, or the form is discolored);

9.2.1. To reissue a license in connection with a change in the information specified in the license (with the exception of information about the address of the place of residence), as well as the unsuitability of the license or its loss, the application must be accompanied by:

license form requiring replacement (if any);

documents that served as the basis for the introduction these changes, or an explanation of the applicant indicating the circumstances of the loss or unusability of the license form.

Copies of documents are submitted together with the originals and certified by the signature of the employee.

9.2.2. To renew the license in connection with a change in the address of the place of residence specified in the license, to the application, which indicates the series, passport number and full name of the issuing authority, as well as information on measures taken to ensure the safety of weapons and ammunition at the new place of residence , a copy of the license is attached.

Copies of documents are submitted together with the originals and certified by the signature of the employee.

9.3. An applicant who has a license to acquire or a permit to store, store and carry weapons and cartridges to obtain a license * (20) submits a passport and an application (Appendix No. 2 to the Administrative Regulations).

Attached to the application:

for the acquisition of weapons for the purpose of collecting, exhibiting, self-defense or hunting - copies of permits for storing, storing and carrying weapons;

for the acquisition of weapons for the purpose of playing sports - a copy of the sports passport or order of the sports organization and the corresponding petition of the All-Russian Sports Federation.
